Moffet - Buffalo RunFrom: Douglas Moffet To: Agenda Subject: Buffalo Run Date: Tuesday, February 9, 2021 1:47:24 PM Good afternoon, We are Douglas and Jennifer Moffet, and we live at 3409 S. 27th Avenue in the Meadow Creek subdivision and we are vehemently opposed to the Buffalo Run development under the current R5 application and the proposed R5 with covenants. We sat through the initial zoning hearing and listened to over 35 of our neighbors oppose the development as well as the developer presentation and closing remarks. During the presentation, the developer demonstrated a complete lack of respect for our subdivision. Their numbers and “facts” were grossly understated and misleading to gain approval on what will be a highly profitable development. The impact on our neighborhood is not fully being considered by the developer and the City of Bozeman. The developer's estimate on traffic was grossly understated. The development will attract students, as did the building on Graf and Enterprise and the number of vehicles will be greater than the number of bedrooms planned. The developers use of the offices on Enterprise as “retail” was a flat- out misstatement. The developer’s distance estimate “as the crow flies, about a mile” to the nearest grocery store was a flat out lie. We would love to see the developer walk from Ainsworth Park to the Town & Country on 11th on a day like today. The developer did not even consider the development of Fowler Road as a way to increase their margins at the cost of the existing community. The City of Bozeman engineer stated that “there are no plans or monies allocated in the near future for Fowler to be developed”. The developer is selling a pipe dream in order to profit. There are many families with children in our subdivision and the increased amount of traffic will increase the number of safety issues. People will cut across 27th on Kurk in order to beat the person ahead of them going north on 27th to Graf. This is currently done now and will increase exponentially. Stop signs will not be obeyed and speeds will increase on a road that is intended as a secondary road. The Buffalo Run development will attract college students which will increase the potential for hurried driving and driving while impaired. The water pressure is already an issue with many of our neighbors, including ourselves. We barely get the minimum pressure at our residence and must replace the booster pump which will cost us roughly $1,400 in material and labor costs. When Gran Cielo turns on their water, many more people in our subdivision will experience lower water pressure. The Buffalo Run development will further tax the system unless either the Developer or the City of Bozeman puts in a pumping station to bolster the pressure in the surrounding area. The change from and R5 to an R5 with covenants makes no sense other than someone will try and have the covenants removed sooner than later which will be advantageous to the developer. The developer needs to come back to the zoning commission with an R3 zoning designation, Fowler construction, and a solution to mitigate water pressure loss to the area. There is no need for access to that development through our community. It will only increase safety concerns and put more families at risk while someone else profits.
