Bozeman Community Affordable Housing Advisory Board Meeting Minutes, 01-13-21 Page 4 of 6 Following, board member Thane pointed out that other staff are paid for revenue generating funds rather than general funds. 00:34:07 City Commissioner and Commission Liaison, Terry Cunningham, discussed different funding ideas for affordable housing, noting that in March, they'll discuss putting a bond for affordable housing on the November, 2021 ballot to promote a reliable, consistent form of funding. In the past, the city commission votes on a number of mils ($130,000 / piece) to put toward affordable housing. This funding is not guaranteed. 00:38:46 Board member Greg Stratton proposed that the board request 7 mills to fund affordable housing for the following year. He argued that they can't rely on a bond to be voted on in November. 00:40:44 Board member Hannah Van Wetter asked how mills are allocated in the funding process. Commissioner Cunningham shared that they are statutorily limited in the number of mills the City Commission can allocate. He explained that they try not to reach the maximum in order to keep property taxes down. 00:45:08 Newly appointed Chairman, Noel Seeburg asked that Commissioner Cunningham explain the Commission priorities. Commissioner Cunningham shared that he does not speak for the other members, but that the group identified affordable housing, climate, and diversity as priorities. 00:49:11 Program Manager Andreasen provided a "bird's eye view" of the Community Housing budget, explaining the current funding available. She shared that a 3-4 mill request would result in a tight budget, and that more would allow more support for community projects. 00:54:50 Motion Suggested Motion Language: Having reviewed the packet materials and considered today's discussion, I move to recommend that the City Manager's proposed budget funds the Community Housing Fund at 7 mills for fiscal year 2022. Mr. Veselik reviewed several bills that may be of interest to the board. 01:08:34 Board member Kevin Thane asked about some additional bills that he felt would impact affordable housing. H.3 01:17:11 CAHAB 2021 priorities and alignment with City of Bozeman community housing objectives Cover Page 01:17:29 Board member Hannah Van Wetter suggested the idea of board members discussing specific goals to work toward in affordable housing for 2021. 01:21:22 Program Manager Andreasen shared that the City Clerk's office is working on a standardization to allow boards to set priorities to be more efficient. Following, she shared that she's working on a year in review or annual report, and would provide some ideas for where the program will go in the coming year. 01:24:34 Board members supported the idea of setting specific goals. Board member Stratton also asked that the agenda be pared down to allow sufficient time to have a meaningful discussion. Deputy Mayor Terry Cunningham commented that there was a two year process for the Community Housing Needs Assessment and Action Plan.
