I do not support R5 zoning for the Buffalo Run Annexation. After the zoning
committee meeting the developers have been working with the Meadow Creek Board to come
up with a more compatible plan with the surrounding area including both the city and county
neighbors, but are still requesting R5 zoning. The concessions that were made appear to be in
good faith, and I appreciate that effort and sincerely hope that reasonable development can be
accomplished. The concessions that have been offered by the developers only confirm that R5
is not the most applicable zoning for this annexation and proposed development. This vote is
only for approving R5 zoning and annexation, not for deciding if a plan that does not fully
utilize R5 and looks more like R4 or R3 in practice could be acceptable to the community is
not up for vote. The vote is based on only if R5 is appropriate, and the zoning commission has
already voted that this is not the case. The zoning commission sided with the concerns that the
proposed annexation is not located in an area that is consistent with the stated intent of R5
zoning, including:
1) Located on an arterial or collector road.
2) Walkable to commercial jobs or services.
3) Not near any mass transit
Approving this annexation as R5 would create an island of R5, isolated from the very things
that are supposed to define an R5 and allow it to be a successful part of the city. This would be
a violation of the city's stated objectives in managing growth and would be a disservice to the
community. It is the responsibility of the city commission to maintain clear zoning standards
that are consistent with the growth plan and this request is simply not consistent and should
not be approved.
