Chair Ness explained the board and the rotation practice is discussed. Commissioner Egge asked if there was anyone willing to rotate into the executive board. Chair Ness said he is willing to step down and rotate a new member in. Commissioner Newell volunteered to rotate into the position. G) 00:32:01 FYI/Discussion G.1 00:34:23 Community Engagement Sessions Mr. Veselik pointed out that the first step in the community engagement is to listen to the public. 00:34:29 Dani Hess explained the Community Engagement Sessions. Chair Ness commented on his appreciation of Dani Hess's community engagement project. Commissioner Krueger commented on processing and handling the feedback. Commissioner Neubauer commented on the prioritizing parking for certain use. Mike Veselik suggested changing the language of the questions being asked in the public engagement sessions. Brit Fontenot explained the point of the initial public engagement session. Commissioner Pohl commented on asking "how" may give the impression of policy changes. Commissioner Newell agreed with "how" may be misleading. Commissioner Egge pointed out that options/trade of questions. Commissioner Egge pointed out that management of parking should not focus on special interests, and should focus on more general motivating questions. Commissioner Krueger commented on getting public response and getting feedback. He also asked about the handbook and how/when it will be distributed. He explained were the department is at with hiring process for vacant positions within the Parking Department. He commented on the snow removal and the process of removing vehicles that have turned into snow lumps. He explained the occupancy count system installed in the Parking Garage to use the Passport application. Discussion fallowed. She also commented on how the snow lump removal and asked how it will be made public. BACKGROUND: City staff and parking consultants completed part one of the community engagement sessions on parking. Staff will present broad themes from the sessions and discuss the process going forward. Commissioners who attended the sessions will also be asked to offer their input. Our first parking search failed. We are have reported the position and continue our search for an officer who fits our model of a customer first mindset. The Parking Manager Position is still under review by City Management. We hope the staffing plan is completed shortly so we can fill the vacancy.  Passport App Development: The Passport App has been downloaded more than 85 times. We continue to see uptake in the app and people opting to use it in lieu of pay stations. We did about $250 in transactions last month. Additionally, our goal is to have the app display spaces available in Bridger Garage by the end of March. This is a part of our original agreement with passport.  Occupancy Data: City staff continue to hone in on a process for collecting parking occupancy data on the blockface. Our GIS team is developing innovative ways for us to share the data with the parking commission. The team is currently working through the issues we have with collecting the data and making it readable and accessible to the general public.  Parkinglogix Occupancy signs: Staff has acquired the pole designs and applied for the appropriate permits to support the Parkinglogix hardware at the Rouse Lot pilot sign. If the pilot is successful, we plan to ask for budget authority to request further expansion of the project to all surface lots. Parkinglogix has integration capabilities with our Passport App.  Garage Occupancy Data: Staff will resume adding the permit data to the rolling occupancy spreadsheet. Going forward, the Commission can expect to see that data included.  MSU/CATS Program: City staff is partnering with MSU Industrial Engineering students to create a model of traffic in downtown Bozeman when drivers are looking for parking. The model will be based off of a 85% occupancy industry standard. We are in the early stages of collecting data and designing the model.  Advisory Board Discussion: At the February 23rd meeting, the City Commission is going to open a discussion on the future of advisory boards in the City of Bozeman. 11 Bridger Park Garage -
