Cover Page Community Housing Fund Allocation Process.pdf FY22 Budget Calendar.png Fund 120 FY21 Dec.pdf 00:29:03 Director of Community Development, Marty Matsen, provided some clarification regarding the Community Housing budget in response to a question from board member Kevin Thane regarding which funds pay for staffing. 6 Bozeman Community Affordable Housing Advisory Board Meeting Minutes, 01-13-21 Page 4 of 6 Following, board member Thane pointed out that other staff are paid for revenue generating funds rather than general funds. 00:34:07 City Commissioner and Commission Liaison, Terry Cunningham, discussed different funding ideas for affordable housing, noting that in March, they'll discuss putting a bond for affordable housing on the November, 2021 ballot to promote a reliable, consistent form of funding. In the past, the city commission votes on a number of mils ($130,000 / piece) to put toward affordable housing. This funding is not guaranteed. 00:38:46 Board member Greg Stratton proposed that the board request 7 mills to fund affordable housing for the following year. He argued that they can't rely on a bond to be voted on in November. 00:40:44 Board member Hannah Van Wetter asked how mills are allocated in the funding process. Commissioner Cunningham shared that they are statutorily limited in the number of mills the City Commission can allocate. He explained that they try not to reach the maximum in order to keep property taxes down. 00:45:08 Newly appointed Chairman, Noel Seeburg asked that Commissioner Cunningham explain the Commission priorities. Commissioner Cunningham shared that he does not speak for the other members, but that the group identified affordable housing, climate, and diversity as priorities. 00:49:11 Program Manager Andreasen provided a "bird's eye view" of the Community Housing budget, explaining the current funding available. Following, she shared that she's working on a year in review or annual report, and would provide some ideas for where the program will go in the coming year. 01:24:34 Board members supported the idea of setting specific goals. Board member Stratton also asked that the agenda be pared down to allow sufficient time to have a meaningful discussion. Deputy Mayor Terry Cunningham commented that there was a two year process for the Community Housing Needs Assessment and Action Plan. BACKGROUND: The Bozeman Community Plan 2020 (BCP 2020) was adopted by the City Commission on November 17, 2020. Our Community Plan is a "...a fundamental policy document guiding further growth and community development in Bozeman. It sets forth Bozeman's future growth policy for land-use and development. The purpose of the Plan is to guide the City’s community planning and to evaluate and prioritize the City’s actions moving forward. It reflects the community’s shared values and priorities. The Plan is the City’s long-range growth policy that meets the statutory requirements of Section 76-1-601 of the Montana Code Annotated. growth policy to guide land use decision making in our community for the coming many years (decade), as required by Montana state statute" (page 1, The Bozeman Community Plan 2020). The BCP 2020's introductory statement goes on to say that this policy document will guide decision making, and is based on community priorities and aspirations. As such, Community Development Manager Chris Saunders has been invited to give CAHAB and participating members of the public a high level summary of the BCP 2020, and describe some of its intersections with the work of developing and preserving affordable homes, and also the myriad factors that contribute to or influence housing affordability for people who live and work in Bozeman. BACKGROUND: The City's adopted 2019 Community Housing Action Plan states that in order to keep up with population growth rates, our community will need to build somewhere close to 6,000 homes, and more than half of those priced below market rate. With high demand in mind, along with the complexities of home building, The City of Bozeman's City Commission invited four home builders to engage in a work session to discuss how to “get below market rate homes out of the ground by 2025” (a partial quotation from Deputy Mayor Terry Cunningham). CAHAB member Greg Stratton of Kilday & Stratton was one of the four panelists. He will give an overview of the discussion, and his thoughts. Note that the City Commission meeting was cut short due to technical issues with the online meeting platform. The panelists have been asked to reconvene in a less formal setting over the lunch hour on the 12th of February. The Community Housing Program and the Neighborhoods Program will host a virtual Brown Bag Lunch discussion in an effort to continue some of the good discussion that was initiated that evening. BACKGROUND: CAHAB members will discuss how Community Housing Program, City Commission, and community needs and priorities related to housing affordability and attainment relate to the anticipated work of the board in 2021, and agree upon its priority work for the coming year. These priorities will guide agenda setting, and resulting board discussion and action. The objective of this discussion and prioritization of its work is meant to ground agenda items and ensuing action in the priorities agreed upon by the body. The intention is also meant to maximize meeting time by identifying agenda items that align with CAHAB's agreed upon priorities. Board member Hannah Van Wetter brought forth the idea for during the January 13th CAHAB meeting, and the board agreed to schedule a discussion for the February 10th regular meeting. Commission Liaison, Deputy Mayor Cunningham, suggested at the January meeting that the board read the Community Housing Action Plan, and consider how the collective efforts of CAHAB could address or accelerate some selected solutions listed there. Chairperson Seeburg has requested that all CAHAB members think about making achievable goals and focusing the board's energies to provide a road map for their work together. Community Housing Program Manager, Tanya Andreasen, emailed the group with some resources for consideration before the February meeting, as well as a reminder of the required work of the body. This email is an attachment to this memorandum. At the beginning of this action item, Program Manager Andreasen will provide a short presentation describing City 14 Commission Priorities, a budget update along with some projections, a review of 2020 Community Housing Program Updates, and some ideas to begin the discussion. Other resources for the board's consideration include the 2020 CAHAB approved Community Housing Fund Priorities, its own Rules of Procedure and the repository of past minutes and agendas. Community Housing Manager Andreasen will type a list of suggested priorities during the meeting discussion for CAHAB members and the public to see. The board members may prioritize those and amend them during discussion. The finalized priority list can be crafted into a memorandum, published with the March 10th CAHAB meeting agenda, to be formally confirmed by motion and vote by the board at that time. CAHAB will have some things come up on agendas that are unpredictable in timing such as Community Housing Fund requests…those will need to be reviewed over two meetings, as per the protocol (1. Hear from applicant, 2. Discuss and make recommendation). The other thing that will come up are Affordable Housing Plan reviews and recommendations, which can be discussed and a recommendation made at a single meeting. Aside those two work priorities, CAHAB has a lot of latitude on how its agendas are crafted and work prioritized. As Deputy Mayor Cunningham recommended, the City’s adopted Community Housing Action Plan is packed with 19 Strategies and 78 associated Action Items. Work has been done in some way on each of those strategies by the City or community partners, and I will summarize that progress at the upcoming February meeting. When reading the Action Plan, the Action Strategies and association Action Items are described in some detail starting on page 11. CAHAB has been identify as a partner on some action items: - General Funds, Page 11 – “Establish allocation criteria to inform use of the City’s Affordable Housing Fund”. (COMPLETE) - Inclusionary Zoning, Page 12 - “Work with CAHAB to develop a recommendation on incorporating Condominiums into the inclusionary zoning ordinance, possibly targeting 100% AMI.” (IN PROCESS) - Inclusionary Zoning, Page 12 - “Consider addressing up to 120% AMI for ownership.
