Sauskojus - Buffalo Run DevelopmentFrom: Jeremy Sauskous To: Agenda Subject: Buffalo Run R-5 Subdivision Date: Sunday, January 31, 2021 6:35:49 AM Dear City Commission, We are writing in opposition to the annexation of Buffalo Run subdivision as an R-5 district. First, Bozeman Municipal Code states that an R-5 district ("residential mixed-use high density district") is "appropriate for areas adjacent to mixed-use districts and/or served by transit to accommodate a higher density of residents in close proximity to jobs and services." (BMC 38.300.100.F) There is no access to transit in the proposed area. There is no close proximity to jobs and services. According to this code, the City of Bozeman cannot allow the annexation of this property for this purpose. Second, the annexation of this land for R-5 development would be in conflict with the Bozeman Community Plan. This proposed annexation as R-5 does not follow "reasonable incremental development at the City edge." This annexation would place an area of residential density of 3.58 dwelling units per acre immediately adjacent to an area of 37.35 dwelling units per acre. This is not a "reasonable incremental development at the City edge." Finally, the road infrastructure does not allow for annexation of an R-5 development. As the primary access to the proposed development, Kurk Drive is a local street inside a low-density, single-family development. The street is not designed to handle the traffic that would be incurred by the annexation of an R-5 development to the west of Meadow Creek. Furthermore, emergency vehicles will have a difficult time providing adequate support using the same street. Trying to utilize a portion of Ainsworth Public Park as a means of creating an additional access point to Buffalo Run would be in conflict with normal procedure for the City of Bozeman. Creating such an access would reduce the park to 115 feet wide, which would be in conflict with the city's minimum block width standard of 200 feet (BMC 38.410.040.C). As well, this would reduce established park space. As presented in this document, this annexation as R-5 development is a poor idea for the City of Bozeman. Thank you for your consideration.
