Email: agenda@bozeman.net Mail to: Attn: City Commission PO Box 1230 Bozeman, MT 59771 First Name kathleen Last Name Ryan Email Address katiej.ryan@gmail.com Phone Number Not answered Comments I’m writing as a Meadow Creek subdivision homeowner to strongly urge the Bozeman City Commission to reject the R-5 zoning/annexation permit for a proposed 288-unit condominium complex called “Buffalo Run” to be build adjacent to Meadow Creek Subdivision with the sole functional access to Buffalo Run through the Meadow Creek neighborhood on Kurk Drive. This plan is incompatible and inconsistent with existing infrastructure and current Bozeman Municipal Codes pertaining to R-5 housing. The zoning committee, as you know, already voted against this R-5 zoning. I’m surprised that with this vote against the proposed zoning that this proposal for annexing and zoning is even allowed to go forward to the City Commission. It needs to be rethought as a lower density zoning plan. This plan will negatively impact the safety, property values, and character of this currently quiet neighborhood. It is unacceptable. This plan proposes to locate a high-density condominium immediately next to a low density, single family neighborhood. An R-5 high density condominium complex would significantly increase traffic, noise, speeding, potential accidents and overflow parking from the condos and their guests in Meadow Creek. This high number of condos will entirely change this quiet and safe neighborhood. An R-5 condo complex is incompatible alongside this low-density neighborhood. Here are some of my objections: 1. The plan proposes to use Kurk Drive as the primary access to Buffalo Run. The Traffic Impact Study for Buffalo Run estimates 2,140 vehicle trips per average weekday on Kurk Drive. Kurk Drive is a local street. It became clear in the zoning meeting that this number is on the low side and that R-5s are supposed to be on arterial roads, and this plan puts Buffalo Run between a dirt road -- Fowler – and this neighborhood road. It also became clear in the zoning meeting that neither the county nor city has any money or plans to develop Fowler to provide access to Buffalo Run. It’s dangerous and unacceptable to route this traffic through a low-density neighborhood that functions as R-1. This quiet neighborhood, safe for children, runners, walkers, wheelchair users, and dogs will become dangerous and unsafe even during the construction phase. This traffic plan is inappropriate and doesn’t reflect the intent of R-5 zoning to have arterial access, to have transportation and to be within walking distance of services like grocery stores. Someone spoke to the inappropriateness of spot zoning at the zoning meeting, and this plan is a clear example of the flaws of dropping an R-5 condo development alongside rural landowners and an R1 neighborhood. 2. The developer wants to build a connecting road through Ainsworth Park, taking valuable green space and routing traffic past a community park and playground used by families. This park is well-used and small. Decreasing its size and increasing the traffic near it is unsafe and undesirable. Bozeman plans with green space in mind and yet this plan intends to remove neighborhood space. The proposed development of Buffalo Run as R5 zoning is quite simply unsupportable.
