HomeMy WebLinkAboutParking Resolution 2020-10 Endorsing Bozeman Climate Plan EXHIBIT 2: Bozeman Parking Commission, 11/12/2020 Page 1 of 2 BOZEMAN PARKING COMMISSION RESOLUTION 2020-10 A RESOLUTION OF THE PARKING COMMISSION OF THE CITY OF BOZEMAN, MONTANA, ENDORSING THE BOZEMAN CLIMATE PLAN. WHEREAS, the City of Bozeman has demonstrated commitment to anticipating future changes and the need to adapt to risks associated with climate change; and, WHEREAS, in 2018, the transportation sector accounted for 38% of total emissions in Bozeman and emissions from this sector are on the rise faster than any other sector; and, WHEREAS, Bozeman's 2020 Climate Plan establishes goals for community greenhouse gas emissions reductions and climate resiliency, including the goals of: • Facilitating compact development patterns (Solution G); and, • Increasing walking, bicycling, carpooling, and use of transit (Solution J); and, • Decreasing direct vehicle emissions (Solution K); and, WHEREAS, several action items identified in Bozeman's 2020 Climate Plan are directly related to parking, including: • Reducing or eliminating parking minimum requirements in the Unified Development Code (Action 3.G.2; Action 4.J.7); and, • Installing smart parking signs to reduce wasteful emissions resulting from circling for a parking spot (Action 4.K.5); and, • Encouraging covered bicycle parking and locker facilities (Action 1.13.1); and, WHEREAS, the Downtown Strategic Parking Management Plan, adopted by the City of Bozeman in 2016, includes substantially similar goals, including: • Reevaluating code-based parking minimum requirements (Strategy 7); and, • Clarifying parking signage (Strategy 13) and installing vehicle counter systems at garage and surface lots (Strategy 16); and, • Expanding the bicycle parking network and providing adequate bicycle parking (Strategy 18). NOW THEREFORE, BE IT RESOLVED that the Bozeman Parking Commission endorses the Bozeman Climate Plan as it strongly aligns with, supports, and amplifies goals identified in the 2016 Downtown Strategic Parking Management Plan.
