HomeMy WebLinkAboutCall for Bids WRF Solids Handling Expansion and Pretreatment Building Improvement SECTION 00 11 13 CITY OF BOZEMAN ADVERTISEMENT FOR BIDS Notice is hereby given that the City of Bozeman, Montana, is accepting sealed bids for: BOZEMAN WATER RECLAMATION FACILITY (WRF) SOLIDS HANDLING BUILDING EXPANSION AND HEADWORKS BUILDING IMPROVEMENTS PROJECT Separate sealed Bids for Construction will be received by the Bozeman City Clerk’s Office in City Hall, 121 north Rouse Avenue, Bozeman, Montana 59771-1230 until 2:00 p.m. (local time) on March 3rd, 2021, and then publicly opened and read aloud. Original copies must be submitted; no faxed or electronic bids will be accepted. Emergency local health rule relating to COVID-19, EHR-2020-005, issued by the Gallatin City-County Health Department remains in effect and will be enforced at all times. This rule requires, in part, mandatory use of cloth face coverings for COVID-19 prevention within any public indoor space. Bidders are notified that a maximum occupancy of 15 individuals maintaining social distancing will be allowed in the room in which bids are publicly opened and read aloud. A. Box 1230, Bozeman, Montana 59771 The proposed work under the Base Bid includes construction of a pre-fabricated expansion to the existing solids handling building at the Bozeman Water Reclamation Facility; installation of a new screw press and conveyor system; HVAC improvements to the solids handling building; installation of a new bar screen in the existing headworks building; and ancillary electrical and instrumentation and controls work. The new screw press and new bar screen major equipment will be owner furnished. The proposed work under Bid Alternate A includes the installation of a new positive displacement pump, polymer system, and associated piping modifications to allow both the existing and new screw press to operate in parallel. The proposed work under Bid Alternate B includes the installation of a new transverse conveyor in the truck load-out to accommodate solids from the existing and new conveyor systems. The proposed work under Bid Alternate C includes lengthening the planned truck bay building addition. In this Alternate C the truck bay would be expanded from the base bid dimensions of 20’ x 40’ to a dimension of 20’ x 80’ in order to house two loading trucks. The Contract Documents may be examined and obtained at the office of HDR Engineering, 2150 Analysis Drive, Suite A, Bozeman, MT 59718. The required deposit is $75.00 for a physical copy of the Construction Specifications and Contract Documents booklet, which is non-refundable. The required deposit is $20.00 for a digital copy of the Construction Specifications and Contract Documents booklet, which is non-refundable. Purchase of a physical copy will be required to bid. Purchase of a physical copy will also include a digital copy of the documents. An Optional and virtual Pre-Bid Conference will be held at 2:00 p.m. on February 16th, 2021 on Webex. Interested parties must request a Webex meeting invite to attend the Pre-Bid Conference by emailing ryan.russ@hdrinc.com. Interested parties may visit the WRF by appointment only during the bidding period. All visitors shall adhere to Covid-19 directives of the WRF Superintendent. Appointments may be scheduled by emailing tradcliffe@bozeman.net. CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the DLI, PO Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling (406) 444-7734. CONTRACTOR is required to have registered with the DLI prior to bidding on this project. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Gallatin County and the state of Montana. By entering a Bid the CONTRACTOR agrees that all hiring by CONTRACTOR of persons doing work on this project shall be on the basis of merit and qualifications. The CONTRACTOR will have a policy to provide equal employment opportunity in accordance with all applicable state and federal anti-discrimination laws, regulations, and contracts. The CONTRACTOR will not refuse employment to a person, bar a person from employment, or discriminate against a person in compensation or in a term, condition, or privilege of employment because of race, color, religion, creed, political ideas, sex, age, marital status, national origin, actual or perceived sexual orientation, gender identity, physical or mental disability, except when the reasonable demands of the position require an age, physical or mental disability, marital status or sex distinction. The CONTRACTOR shall be subject to and comply with Title VI of the Civil Rights Act of 1964; Section 140, Title 2, United States Code, and all regulations promulgated thereunder. CONTRACTOR represents it is, and for the term of this project will be, in compliance with the requirements of the Equal Pay Act of 1963 and Section 39-3-104, MCA (the Montana Equal Pay Act). Every entity submitting a Bid under this invitation must sign and return the required affirmation. CONTRACTOR must report to the City any violations of the Montana Equal Pay Act that CONTRACTOR has been found guilty of within 60 days of such finding for violations occurring during the term the construction agreement. CONTRACTOR shall require these nondiscrimination terms of its subcontractors providing services under the construction agreement. Each Bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the City of Bozeman, Montana, in an amount not less than ten percent (10%) of the total amount of the Bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful BIDDER(s) and certificates of that insurance shall be provided. No Bid may be withdrawn after the scheduled time for the public opening of bids. The City of Bozeman reserves the right to reject any or all proposals received, to waive informalities to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the City of Bozeman. NON-DISCRIMINATION AND EQUAL PAY The City of Bozeman is an Equal Opportunity Employer. Discrimination in the performance of any agreement awarded under this bid on the basis of race, color, religion, creed, sex, age, marital status, national origin, or actual or perceived sexual orientation, gender identity or disability is prohibited. This prohibition shall apply to the hiring and treatment of the awarded entity’s employees and to all subcontracts. As such, each entity submitting under this notice shall include a provision wherein the submitting entity, or entities, affirms in writing it will not discriminate on the basis of race, color, religion, creed, sex, age, marital status, national origin, or because of actual or perceived sexual orientation, gender identity or disability and which also recognizes the eventual contract will contain a provision prohibiting discrimination as described above and that this prohibition on discrimination shall apply to the hiring and treatment of the submitting entity’s employees and to all subcontracts. In addition, pursuant to City Commission Resolution 5169, the entity awarded a contract under this bid and any subcontractors must abide by the Equal Pay Act of 1963 and Section 39-3-104, MCA (the Montana Equal Pay Act), and affirm it will abide by the above and that it has visited the State of Montana Equal Pay for Equal Work “best practices” website, https://equalpay.mt.gov/BestPractices/Employers, or equivalent “best practices publication and has read the material.
