Bob, I had a discussion with Bryan. Please have Sanderson Stewart prepare a design cost to deepen the sewer (Matt, please confirm the manhole terminus point (MH4?)). Please also have Sanderson Stewart obtain a change order price from the contractor for the deepened sewer section. Send Sanderson Stewart’s design cost to this group. Once the City receives payment for the design change, please advise Sanderson to proceed with the work. I’ll send Bryan an example agreement from another project as a starting point to draft an agreement for the construction change order. Once Bryan’s legal team returns a draft agreement, we will have the City’s legal team review. Matt, Griffin is on vacation this week. Responding to your questions: 1. Generally we don’t oversize the sewer as suggested in Item 1 in your email below for all the reasons laid out in the Ten States Standards (Section 33), but I have another suggestion as an alternative: see the attached plans. There is a significant drop at the connection point of the Norton sewer project at Baxter Lane to make a connection to the existing system. It looks like over 3.5 feet of additional depth could be gained at manhole MH1A. There is another significant drop in the sewer design at the creek crossing in Baxter Meadows before reaching the intersection of Equestrian Lane and Arabian Avenue at Manhole MH3 (about 2’). There are two more drops near the intersection of Arabian Ave and Kimberwicke St (MH 6 and MH 10) depending on how far you want to chase the sewer downstream. I’ve not checked for conflicts for a deeper sewer at these locations, but at first glance the plans seems to indicate it is possible to deepen the sewer through these areas. Let us know how far you want to go downstream, and we will talk with Sanderson Stewart about the cost to redesign this portion of the Norton sewer. If NWX will cover the cost of redesign and the change order construction cost to deepen the sewer, we will have Sanderson Stewart start working on the design change. The clock is ticking on the Norton project. Manhole 10 is planned to be set in October, and Manhole 1A is planned to be set in mid November per the contractor’s current schedule. There is time to process a design change and change order, but it would need to happen fast. If NWX wants to pursue this, I suggest that NWX prepare a draft agreement that we can have City Legal review and while that is happening provide a payment to the City for the design change services for Sanderson Stewart’s work to get the ball rolling. Bob Murray and I will process the design change with Sanderson Stewart once we have payment for the design cost. NWX will need to let us know how far downstream you want to pursue deepened sewer to instruct Sanderson Stewart how far to redesign. Once the design change is complete, the City will ask the contractor for a change order price for the deepened sewer and forward that on to NWX. NWX would need to pay the change order cost to the City before we authorize the change order. Any other thoughts from this group? 2. It seems the logical point to chase the deepened sewer would be to Manhole 3. Thoughts? 3. Again, generally we don’t do this and DEQ doesn’t allow it for the reasons outlined in the Ten States Standards. However, the option outlined it Item 1 seems to allow for over 5’ additional depth at MH1A compared to the current design. 4. We have more time to answer this question depending on the NWX development timing. The City is in the process of updating the Community Plan and Future Land Use Map as well as the Wastewater Collection Facilities Plan. If that updated planning indicates the need for an increased line size due to increased density assumptions upstream, it may be justified to use a larger size but likely not as large as 27”. 5. Same commentary as the items outlined above. I’m getting questions from Morrison-Maierle on the Norton Project and wanted to run my response by you guys before I send them over. I don’t know of anywhere in the City where we have an upstream sewer larger than downstream. 1) In regards to the Norton Davis sewer (first attachment) – could we go to a 33” pipe laid at min. slope (0.052%) instead of the proposed 27” at 0.15%? NWX would pay for the oversizing of the sewer main and any extra cost of the deeper install. – Upsizing may be consider provided the velocity and capacity requirements are met, however, - It may be consider but the M&M is response for the design work and we can’t approve changes which will delay the Norton project. 2) On the Norton Davis sewer. Could we start making the sewer deeper with the proposed MH in Questrian Lane? Could you get me the plan sheet showing this section of main? – We’ll get you the plans and let you run the numbers 3) Could we go to a 33” pipe at min. slope (0.052%) in Baxter Lane from the tie in of the Norton Davis sewer back to the corner of Cottonwood Road and Baxter Lane (NE corner of the NWX project)? 1. It is approximately 1212’ from the tie into the Norton Davis line and the corner of Cottonwood Road and Baxter Lane. If we have to say with the 27” at 0.15% (this is what the existing in in Baxter Lane is at) vs 33” pipe laid at min. slope (0.052%) – we would lose ~ 1’ in potential elevation we could use to get further to the west in Baxter Lane. The 33” pipe laid at min. slope (0.052%) will pass the Q=4210 gpm needed for this line. – Oversizing won’t be allowed. Jumping up pipe sizes maybe acceptable provided (as you mention above) that capacity and velocity requirements are met at min slope and pipe sizing only increases going downstream. 4) Could we oversize the proposed main in Baxter Lane (west of the intersection of Baxter Lane and Cottonwood Road) to a 27” line laid at min. slope (0.067%) to gain more vertical elevation? This would be larger than the Sewer Master Plan 15” main. In short no. We can’t oversize without justification and the only way to do this is with the Master Plan update. Redirecting flow in the master plan to justify the upgrade will rip through the downstream system likely causing the Norton sewer to be under sized. 5) This proposal would have a 33” pipe running into a 27” pipe – we would need a deviation from MDEQ to do this. If we had the COB support we think we could convince MDEQ to grant the deviation. – We can’t support the deviation. Thoughts? Anyway, I looking at SS plans (attached) – would it be possible to install the 459 LF of 27” sewer shown on the attached drawing at minimum grade (S=0.067%) vs what they areshowing? This would almost pick up another 1.0’ of depth that would translate back to the manhole at the corner of Cottonwood and Baxter. They may have a reason for running it atthis slope?
