I would like to enter a comment about the Buffalo Run Annexation and Initial Zoning plan.
After reviewing the proposed actions by developers I have a few concerns.
As Bozeman continues to grow, high density housing is a valuable way to prevent urban
sprawl and increase affordablilty. However, a development that is on the boundary line of the
City district, with a proposed allowable housing density over 10 times that of it's neighbors
(37.35 units per acre vs 3.58 units per acre in neighboring developments) does not sound
reasonable. It would be best if the developer mixed the densities to blend in with the adjacent
single family housing. Especially considering the proposed R-5 zoning allows for 4 story
buildings and 100% lot coverage, which would be an incredibly abrupt addition to any
suburban family neighborhood. I would ask that the commission choose R-3 zoning for this
development area.
The proposed area is currently outside of the city limits and is in neither a geographically
compact nor walkable area. The code goes on to say that an R‐5 zoning district is “appropriate
for areas adjacent to mixed‐use districts and/or served by transit to accommodate a higher
density of residents in close proximity to jobs and services.” The proposed location is not
adjacent to mixed‐use districts, not served by any transit, nor is it in close proximity to jobs
and services.
I would also like to ask the commission to consider the impact of such high densities with
respect to traffic and parking needs. The only roads that allow access to this parcel of land
have been studied for traffic capacity limits. As an active member for a neighboring higher
density Home Owners Association I know first hand how many car or vehicle related
complications can arise from high density living, which is only complicated by winter.
Zoning this parcel as R-3 will promote better parking allowances.
If the commission grants greater density, the developer should be required a percentage of
affordable housing units. And the multiple-dwelling units should be condos and not apartment
rentals.
