We have lived at 3373 S 27th Ave for the past 7 years. We are located 4 doors down from the intersection of 27th and Kurk Streets and access our garage through an alleyway off of Kurk Street. We are writing to protest the application set forth for R-5 zoning adjacent to our park and subdivision. This is based on: 1. R-5 zoning is not in line with the growth policy - Description of R-5 does not fit the current growth policy for R-5, high-density housing, to facilitate a neighborhood near amenities and services without requiring the use of vehicles. - It is not near a commercial center, mass transit or bike paths as alternatives to vehicle use. Its location, outside of town in an agricultural area, would instead promote use of vehicles based on location alone. - It is not near a major street. The developers use Fowler as a major street, though unfinished, without a plan to be finished soon, and not near or going to a commercial area. This would cause them to use Meadow Creek as the main artery, as proposed, increasing the strain on an already busy subdivision roadway that accommodates 58 homes due east of the proposed location up to 27th Street and adds 288 more units. This increase in addition to the newly started Gran Cielo Subdivision would cause excess strain on Graf Street as well. 2. R-5 zoning states that it is to be near similar zoned regions/housing - Meadow Creek was zoned R-3 by definition but by land use is R1. The proposed R-5 would differ significantly from the nearby areas in density and height restriction. - Based on proposed zoning of R-5, the number of units and the paved parking to accommodate this, there would be a major concern of light pollution in a rural agricultural area. 3. Increased Safety risk for families, children and pets - The proposed 288 units and 623 people would bring with it an enormous increase in auto traffic on Kurk Street. The Traffic Impact Study downplays the true impact a housing complex of this size, number of vehicles and distance from amenities would have. Currently there are 58 homes due east of the park up to 27th Street. Adding the increased volume would cause even more strain on 27th , which is 2 lanes, and even more strain on Graf Streets as Gran Cielo finishes. All of this would lead to increased safety risk to Meadow Creek families and children who frequent the roadways, sidewalks and yards along these streets. - The proposal to extend 31st Street as another access point would run mere feet from our neighborhood park and play structure. This is unacceptable and goes without saying this is a safety risk. Upon moving into the neighborhood our park did not meet city subdivision requirements and was vastly insufficient before we, the residents, paid for a play structure. To think that this would all be lost as our park is taken from us is unacceptable. 4. The water pressure shortage that currently exists - One major complaint that currently exists in Meadow Creek is the lack of water pressure. Many calls have been made by us and our neighbors and we were told nothing can be done at this time and the increased building and being at the end of the line are causing this. To add 288 more units, along with park land and irrigation would only lead to far greater problems unaddressed in the application. We understand and appreciate the need for housing and the issues currently upon us with the growth of Bozeman. We would like to help with this, just as Meadow Creek was developed to help in this way, but R-5 zoning is not the answer. This is too aggressive of an approach for growth. A development of this size and location would overburden existing infrastructure and cause a municipal street into a collector street as an excuse for not finishing Fowler. It does not meet the definition of R-5 zoning and would be a car dependent development accessed through an existing subdivision.
