Ollar - Buffalo Run DevelopmentFrom: Bill Ollar To: Agenda Subject: Application 20112 Date: Friday, January 8, 2021 10:15:14 AM Attention Chris Saunders, I’m a resident of Meadow Creek with frontage on 27th Ave. I have several concerns about application 20112 for annexation and zoning as an R5 district. I believe this proposed development will be known as Buffalo Run. My first concern is the R5 zoning is inappropriate and incongruent to the surrounding environs. All the areas zoned R5 in Bozeman are in the commercial hub near North 7th Ave and Oak Street. The definition in the Bozeman Code of Ordinances of a R5 district states it should be walkable to surrounding commercial areas Also that R5 should be “adjacent to mixed-use districts and/or served by transit to accommodate residents in close proximity to jobs and services. “ This area is Rural with no adjacent mixed use district and is not served by public transport services. The high density proposed development will have only one egress ie onto Kurk Street. The plans show another egress onto 31st Ave. This second egress is though an existing Park and supposedly thru a right of way. This is a deeded farm easement for irrigation not a right of way. I’m concerned about traffic and the safety of children using the park. I’m concerned about the lack of access by public safety officials thru this limited egress potentially delaying emergency services. The development borders Fowler Road. I know this road is now a gravel road. I would ask the developer to escrow enough funds to assure the proposed development will have a direct egress to Fowler when it is an appropriately designed road. I’m also concerned about water. The water table in the area is very shallow. With the disruption of construction and paving of a large area There would be a chance of many flooded yards and cellars especially during early spring. Also our water pressure is now barely adequate. With the addition of up to 238 homes this problem will only worsen. In closing if Bozeman decides to annex this property I strongly urge that it not be zoned as an R5 district Thank You , William Ollar A concerned citizen Sent from my iPad
