Altenburg - Buffalo Run DevelopmentFrom: Sara Altenburg To: Agenda Subject: Buffalo Run Annexation Public Comment Date: Friday, January 8, 2021 3:19:04 PM Attachments: clip_image001.png Public Protest in Response to Application 20112 Attn: Chris Saunders Dear Bozeman Zoning Commission, I am writing today to oppose the R-5 zoning district and Buffalo Run development, Application 20112. My husband and I own a home in the adjacent Meadow Creek Development – 3311 S. 26th Ave. Our backyard backs up to the primary intersection where traffic for the proposed condominium development will be routed. According to the Bozeman Municipal Code 38.300.100.F: the intent of the R-5 residential mixed-use high density district is to provide for high-density residential development through a variety of compatible housing types and residentially supportive commercial uses in a geographically compact, walkable area to serve the varying needs of the community's residents. Use of this zone is appropriate for areas adjacent to mixed-use districts and/or served by transit to accommodate a higher density of residents in close proximity to jobs and services. The proposed site is currently outside of city limits and has been slated as “Urban Residential” in the Bozeman Community Plan Future Land Use Map. The area under review is not adjacent to mixed-use districts, does not have public transit available, and is not in close proximity to jobs or services. The Buffalo Run site is not suitable as an R-5 zone as described by our Municipal Code. Other areas of concern in relation to R-5 code designation for this neighborhood include: 1. Traffic impact The Bozeman Master Transportation Plan has capacity limits for comparable cities in Appendix J. Table 2.2 details San Diego County as an example, with a service capacity of a Residential Road as <1500 vehicle trips/day. The traffic impact study for Buffalo Run, which admittedly was impacted by a COVID related reduction of travel, estimated 2140 vehicle trips/day along Kurk Drive. --[if !supportLists]--> 2. <!--[endif]-->Reduction of Parkland The development proposes reducing the existing park space to install a primary access road which will bisect the current park. This creates a safety burden for all residents/users of the neighborhood park space and increases use of a now smaller park for an increased number of dwelling units. --[if !supportLists]--> 3. <!--[endif]-->Water use/pressure he development plan did not address whether the addition of a high density district would impact an already pressure plagued system in the neighborhood, or the water table in general. Of note for Bozeman in general, the addition of this R-5 Development will not contribute to the Affordable Housing goals of the Strategic Plan for the City of Bozeman.
