Kadlec - Buffalo Run DevelopmentFrom: Emil A Kadlec To: Agenda Subject: Comment to Buffalo Run Annexation and ZMA Date: Friday, January 8, 2021 3:36:53 PM Dear Commissioners' office, As a homeowner in the Meadow Creek subdivision I am against the annexation of Buffalo Run. I have bulleted points of concern in the areas of traffic and zoning. In review of the traffic impact study, I am very concerned that the numbers presented grossly underestimate the true traffic volume that will incur. This study is based on traffic estimates and does not include the intersection of Graft and 27th, which will already see increased traffic volumes due to a new development northwest of this intersection. The burden of traffic should not be placed on the home owners of Meadow Creek and rather on the developer in an effort to improve the road quality and functionality of Fowler for access, thus, mitigating impact on an already established neighborhood. In additional review of the traffic impact study, I am extremely concerned with the safety risk of the increased traffic volume adjacent to a residential park where many children and families frequent. This does not only include Meadow Creek Park on Kurk Dr and S 30th Ave, but also Enterprise Park located near the intersection of Graft St and Enterprise Blvd. I believe this shows a lack of planning of the proposed development and, again, places the burden on the current inhabitants of Meadow Creek and the surrounding areas. Even at these underestimated traffic levels the quality of life in the area will be negatively impacted. In addition to these traffic related issues, I am left wondering how the designation of Zone R5 is reachable as described in the Municipal Code. I do not believe the regional area supports this intended use of R5 in particular "Use of this zone is appropriate for areas adjacent to mixed-use districts and/or served by transit to accommodate a higher density of residents in close proximity to jobs and services." As written in the Municipal Code, this region seems more aligned with a zoning of R1, R2, or R3. I hope you consider my thoughts and those of my concerned neighbors as you evaluate the feasibility of this application.
