I have been a homeowner/resident of Meadow Creek since August 2010. Several years ago, myself and other residents with children petitioned our neighbors and HOA to add a playground to Ainsworth park which was part of the original development plans for Meadow Creek subdivision but never incorporated due to bankruptcy. We put hours/months into research and petitioning our neighbors to all pitch in via a special assessment to add a much needed playground. It took us two years waiting for enough homes to be built to garner the votes and funds necessary to pay for the playground. The park was paid for by the residents of Meadow Creek, not the city or via standard HOA fees. The playground gets much use by young and old children alike. Our park is a meeting place for many families to get their kids outside to burn off energy and play with friends. The park is part of mine and many neighbors' daily walking routes. The route to the park from our homes is safe, even for my children (ages 7 and 11). With the proposal of R-5 Zoning for the Buffalo Run development, our treasured park and safe neighborhood is directly at risk. It is my understanding that access to the Buffalo Run subdivision will cut into Ainsworth Park, causing loss of parkland and a loss of safety due to the increase of traffic going in and out of Meadow Creek via Kurk Dr. Kurk Drive to 27th Ave can already be unsafe during high traffic hours. Many children must walk Kurk Drive and 27th on their way to and from their school bus stops. Adding an additional 200 vehicles during peak hours is not only unsafe, but also there simply is not the infrastructure in place to modify those roads for such an increase in access. Another major concern I have with the R-5 zoning plan is the already low water pressure residents in Meadow Creek experience. Being one of the first homeowners in this subdivision, my family has noticed the significant reduction of water pressure as more homes were built. We notice a significant reduction in water pressure during morning preparations (when many are likely showering) and in the summer when we water our lawn (as it is, we have timers set to water at 5am - early enough to beat the time when pressure is lowest). Adding an additional 288 condominiums will greatly impact the water pressure in Meadow Creek. There hasn't been any fix in all of these years to the water, what is the city willing to do (and how much money are they willing to spend) when residents lack proper water pressure for every day activities? Access to and from both Meadow Creek and Buffalo Run subdivision is a huge concern. Currently, Meadow Creek access is to 19th street from Graf St. We can cut into Southbridge neighborhood for additional access but that is via a gravel road and through single-home residential area that already is struggling with the increase of traffic. Blackwood is blocked east of Parkway so the only option is to go around. With the new Gran Cielo subdivision to the west of Graf the traffic in and out of the subdivision will greatly increase. Simply put, there isn't the roadway infrustructure in place to accommodate an R-5 zone subdivision. In summary, approving R-5 zoning for Buffalo Run subdivision is highly irresponsible. Safety of homeowners and their loved ones are at risk if this is improved. The quality of the lives of Meadow Creek homeowners will decrease, as will the desirability of our neighborhood. Additionally, we will lose our sense of community when we lose the safety of Ainsworth Park. The park the residents of Meadow Creek worked to improve with money from our own pockets and sweat from our own bodies. It would be a shame to lose the one park that appealed to so many residents as they made their decision to settle in Meadow Creek. Please do not approve the R-5 zoning of Buffalo Run. And before considering approving a less impactful zone for that subdivision, first get the infrastructure in place to allow for multiple access points to and from that subdivision instead of routing all of those residents through Meadow Creek subdivision.
