HomeMy WebLinkAboutBWC RFP QuestionsREQUEST FOR PROPOSALS (RFP) BODY-WORN CAMERAS (BWC), IN-CAR MOBILE VIDEO RECORDER (MVR), INTERVIEW ROOM RECORDING SYSTEMS AND RELATED DATA MANAGEMENT Questions and Answers 1. Can the City provide a list of vehicles to include year, make, model and indicate if any have interior light bars? We currently have two Chey Tahoes. One is a 2012 and one is a 2013. We have 4 Chevy Impalas, two are 2012s and 2 are 2013s. The rest of the fleet are Ford interceptors, three 2014s, three 2015s, two 2016s, two 2017s, two 2018s, and four 2020s. By the time we get to this project we may have replaced the Impalas with 2020 Interceptors. None of these vehicles have internal light bars. 2. Will all installations take place at a single location? Yes, we can arrange for them to all be brought to the same location. 3. Training Modules – What format is required for input into the City’s LMS? Scorm 4. What is the City’s preferred upload process for video WIFI or Cellular? Want ability to do both, especially with 5G coming. Wifi uploads need to be supported at a minimum. a. Do the vehicles have an existing cellular connection (Type – modem/MDT, etc..) All connectivity to cellular is currently occurring from the onboard cellular chipset of the MDT enhanced with puck antennas attached to the MDT docks. 5. Does the City prefer a 3- or 5-year warranty? Please provide the cost for both options. 6. Has the city met with or trialed any BWC or in car solutions in the past 12 months? We have spoken to a few companies to get an idea of annual costs for budgeting purposes. We have not done any trials. 7. For the Interview room what is the City’s preferred method of triggering the recording? Three of them should have manual activation via a switch on the wall. The other 4 should be able to be controlled from a central location (observation room) via a computer. 8. Does the City have a wireless network in place? What brand, make and model of Aps are currently in place? Yes. All access points are Cisco APs and the models will be in the 28XX and 38XX series. 9. What is the City’s current video solution and how much data is the city looking to migrate? Panasonic arbitrator is our current in car video system. We would like to migrate all of our data that currently requires ongoing retention. We currently have 40.6 TB of video data. 10. Does the data migration of current content require a thorough capture of an evidence audit trail with all metadata associated? How much content is required to be moved? What is the time period allowable for migration of all data? We would like to migrate all data with associated metadata if possible. Any audit trail info would be ideal. We currently have 40.6 TB of video data. We would also like the migration of the data to occur prior to go live if possible and if not within the first 30 days of go live. 11. Does the City have an anticipated deployment date? The City anticipates the first round of funding becoming available in July of 2021. Deployment will begin after that, with the process dependent on the amount of funds available, the lease or purchase options offered by the chosen vendor, and other variables like a community engagement plan. Installation of the interview room system and changeover of the patrol car system will likely take place first, with the addition of BWCs occurring later. 12. How many non-camera (admin) licenses would the City like quoted? Please provide a cost per license. We can then decide how many licenses we would need. If there is a tiered structure, we estimate somewhere around 10. 13. Would you like to include "live streaming" for the BWCs? Yes, if the costs of including “live streaming” can be culled out and offered as an additional option. 14. Would you like a CAD integration to automatically tag videos with metadata? Yes. We utilize Central Square’s Pro Suite, commonly referred to as Zuercher, for our CAD and RMS. 15. In how many locations does the City anticipate for the uploading of body worn camera video? If you are talking about Wi-Fi, we would only have that at the new Bozeman Public Safety Center. 16. Would the City provide the total number of sworn officers in the Department (in case it is more than the 60 BWCs desired)? 69 17. Would the City provide the total number of marked patrol vehicles in the Department (in case it is more than 24 MVRs desired)? 24 18. Would the City provide the proposed budget for the camera system program? No budget has been set yet. 19. Does the City presently have an in-car camera system? If so, which system, who is the manufacturer, and when was the system purchased and installed? Yes, we have been using Panasonic Arbitrator for more than 10 years. 20. Has the City tested and/or demonstrated body worn camera systems, and/or in-car video recorder systems? if so by which vendors? We have not tested any systems yet. 21. Would the City clarify whether patrol cars are equipped with mobile communication routers? If so, would the City provide the vendor, make and model? Yes. All access points are Cisco APs and the models will be in the 28XX and 38XX series. 22. How many of the City’s marked patrol vehicles are equipped with cellular connectivity? All of them. All connectivity to cellular is currently occurring from the onboard cellular chipset of the MDT enhanced with puck antennas attached to the MDT docks. 23. Would the City identify the name of its cellular data provider? Do you have an unlimited and unthrottled data plan? Verizon 24. Will the City clarify if there exists any preferred project completion date, and any other important milestone dates for the implementation? Ideally, everything would happen right after the budget gets approved in July, but we may have to implement the project in phases, based on costs. 25. Would the City be interested in a mobile license plate reader camera pricing option? No 26. Will the City clarify if it intends to utilize state or federal grant funding for this acquisition? If so, will the City provide the grant source, and any grant compliance requirements or terms that vendors would be required to meet? We haven’t looked into any grant funding at this point.
