To whom it may concern,
As the property owner of 8507 Huffine Lane, I would like to state some
concerns about the new Norton Ranch development and arrange a meeting to
further discuss these concerns. First, what are the plans for this phase regarding
the high ground water table and how has it been considered? The previous
development phase dropped the water table considerably on my property.
Additionally, a drainpipe had to be installed through my property into Aajker
Creek. I am concerned about the ground water level dropping more as I have a
shallow well and sub-irrigated pasture that will be affected by the
development.
Secondly, the project required a buffer zone between the development
and my property. Unfortunately, a park was placed in this buffer zone,
encouraging people to have access to the fence lines and abuse those
boundaries. The abuse includes littering in the pastures, hitting golf balls into
the pastures (which can damage farm equipment and cattle), throwing balls into
the pastures for their dogs to chase (a major liability as livestock can be
unpredictable), and trespassing on the property. Montana state fence code states
that half of this fence is the development’s responsibility. Since I don’t foresee
the development will be helping maintain the fence, I think it would be fair to
discuss a reimbursement for building a tall woven wire cattle/dog fence to
replace the current five-strand barbed wire fence, preventing people and dogs
from accessing the property as they currently do. Good fences make good
neighbors. This reimbursement would include the full price of the woven wire
cattle/dog fence and installation fee performed by Randall Fence Services.
To intercept this problem in the future, we need to confirm that the new
development will respect its buffer zone next to this property.
Again, I would like to discuss this development and its plans with you and
come to an agreement about this plan. At that time, we can further discuss
concerns and comments. I would like to see an agreement reached. Please
