Dear Commissioners,
As you consider approving funding to widen Kagy Blvd., I strongly urge you to vote to take the time
to review the science against doing so instead. Numerous studies indicate widening roads increases
traffic and traffic speeds (see induced demand), as well as foments sprawl. I understand the long-
standing streets plan has been to provide a main east-west traffic conduit on the south side of town.
Kagy skirts the MSU campus, and with increased housing on the south side of Kagy occupied by
students as well as business growth, increasing both traffic congestion and speeds along the
boulevard is a poor and dangerous choice.
While I agree Kagy could use some work, I strongly urge you to put taxpayer money into making it
more bicycle-, pedestrian-, and Streamline- friendly. Doing so has economic, safety, and
environmental benefits. If we are trying to be a city taking steps to address climate change (also on
your agenda), we should be solving traffic problems by getting people out of their own polluting,
congesting vehicles and onto public transportation, bicycles, and foot. Invest in park-and-rides at the
perimeter and couple them with well-orchestrated Streamline service. Create clear, safe bike lanes
and provide proper funding to keep them clear and safe. Encourage pedestrian travel with
enhancements and visible, safe crossings. All of this will also encourage people to seek the growing
entertainment, shopping and service experiences available in the area.
Why apply backward traffic solutions to our future? We can improve Kagy in a way that benefits and
enhances living in Bozeman by moving more people, not vehicles.
Thank you for your consideration.
Best regards,
Jennifer Rockne
