Subject: Community Plan Performance Measures Update
On November 17, 2020 the City Commission approved Resolution 5133 adopting the
Bozeman Community Plan 2020. Chapter 4 describes a number of performance indicators
that will measure progress over time. This memorandum serves as a status update for work
completed to date, current efforts, and future milestones related to metrics.
Data has been collected and analyzed to establish baselines (i.e., current data points) for
most metrics. It should be noted that dates for effective baselines vary from 2018-2020,
dependent on the reporting cycle of the source data (updates will be provided at stated
intervals). A spreadsheet has been developed to help organize updates (Attachment A),
while database systems have been created to help store and analyze large volumes of raw
data. Some work remains to complete baselines for the following metrics:
Community Perception of City Performance (implementation of ICMA’s National
Citizen Survey is planned and budgeted for Q4 of FY21 (April-June).
Housing Stock Diversity (currently exploring opportunities to leverage MLS data)
Location of Development (GIS analysis is underway)
City Expansion (not yet started)
Specific targets will be considered for some indicators once final baseline figures have been
published (anticipated in Q1 of 2020), while temporal analysis will be applied to all data
upon update intervals to show trends over time.
Beginning in January, 2021 the GIS Division will work with the Community Development
Department to implement a dashboard to further educate and engage citizens in real-time,
similar to the recently released Community Housing Hub. Significant progress towards
completing baselines, establishing trends, and developing a community dashboard is
anticipated to be completed within the first half of 2021.
Parallel efforts are currently underway to advance complimentary performance measures
for Community Housing and the Climate Plan. This will result in considerable overlap and
alignment with other City initiatives, thus increasing the efficiency with regard to resources
needed to perform both preliminary analysis and ongoing maintenance.
The Strategic Services Department will continue to work closely with the Community
Development Department and other stakeholders to provide relevant updates moving
forward.
