Res 5241 Intent to Rename Campus Blvd to Stucky RoadMemorandum REPORT TO:City Commission FROM:Jenny Connelley, Engineering Tech Shawn Kohtz, City Engineer Mitch Reister, Director of Public Works SUBJECT:Resolution 5241, a Resolution of Intent of the Bozeman City Commission to Change the Street Name of Campus Boulevard to Stucky Road MEETING DATE:December 22, 2020 AGENDA ITEM TYPE:Resolution RECOMMENDATION:Adoption of Resolution #5241, a Resolution of Intent of the Bozeman City Commission to change the street name of Campus Blvd to Stucky Rd. STRATEGIC PLAN:4.1 Informed Conversation on Growth: Continue developing an in-depth understanding of how Bozeman is growing and changing and proactively address change in a balanced and coordinated manner. BACKGROUND:On March 28, 2014, a plat was filed titled South University District Phase 1 Minor Subdivision. On June 29, 2017, a plat was filed titled South University District Phase 2 Minor Subdivision. As noted on the plats, “…the lands included in all streets, avenues, alleys and parks or public lands shown on said plat are hereby granted and donated to the City of Bozeman for public use and enjoyment”. One of the roads shown on both plats is Campus Blvd. It is being recommended to change the street name of Campus Blvd to Stucky Rd as it aligns with the existing portion of Stucky Rd. This change will provide consistency with our street network and follows Strategic Plan Item 3- A Safe, Welcoming Community, as well as Strategic Plan Item 4 – A Well Planned City. UNRESOLVED ISSUES:None Identified ALTERNATIVES:As suggested by the City Commission. FISCAL EFFECTS:Cost of replacing the street name markers is estimated to be $500. Attachments: Staff Report - Campus Blvd Name Change Resolution 5241 - Intent Campus Blvd to Stucky Rd Map Exhibit of Campus Blvd to Stucky Rd Notice of Intent Owner Excel Spreadsheet-Campus Blvd to Stucky Rd 1 Report compiled on: November 30, 2020 2 CITY ENGINEERING STAFF REPORT Proposal to change the street name “Campus Boulevard” to “Stucky Road” Background Stucky Road is an east-west road partially inside and partially outside the City limits of Bozeman that terminates at Gooch Hill Road to the west and North 19th Avenue to the east. The street is approximately three miles length and aligns with Campus Boulevard, which is an east-west City Street located between South 11th Avenue and South 14th Avenue. Five blocks of undeveloped land within the City limits separate Stucky Road and Campus Boulevard. This land is currently zoned residential emphasis mixed use (REMU). Based on recent development interest in this area, it is likely that a connection will be made between Stucky Road and Campus Boulevard in the near future and according to the City’s Design Standards, “all new streets shall assume the name of the street on which it aligns unless the street does not and cannot in the future connect to an existing segment along the alignment.” Because Stucky Road is historical to the area and includes multiple property addresses, both in and out of the City limits, it is preferable to maintain the street name “Stucky Road” and change the street name “Campus Boulevard” to “Stucky Road.” Impact on adjacent property There are only two properties addressed off of Campus Boulevard, both of which are owned by CCC Bozeman, LLC. These properties are part of the South University District Subdivision Development which includes student housing. The proposed name change will require address changes for a significant portion of phase 1 and phase 2 of this development. No other properties should be directly impacted by this change. The cost of changing these addresses will be the responsibility of the property owner. Impact on Traffic & Accessibility The proposed name change will improve the consistency of Bozeman’s Street network by continuing an existing street name (Stucky Road) along a similar alignment and removing an unnecessary street name (Campus Boulevard). This change will not impact accessibility of the City’s street network. 3 Impact on Fire, Police, and Other Emergency Services The City Engineering Department will notify all emergency services of the proposed name change, should it get approved. In addition, the City’s GIS Department will update online and hard copy City maps to reflect this change. Impact to police, fire, and other emergency services will be negligible. Impact on Garbage Collection and Maintenance The City Engineering Department will notify our solid waste department of the street name change, should it be approved. Impact to the City’s solid waste department will be negligible. Impact on Private & Public Utilities Renaming the proposed street will have no apparent impact on private or public utilities. Alternatives to Vacation The street name could be left as “Campus Boulevard.” The street would continue to function as is. Recommendation Renaming “Campus Boulevard” to “Stucky Road” can be done without detriment to the public interest, and is the preferred alternative. Renaming the street would allow for better consistency in our street network. 4 Version April 2020 RESOLUTION 5241 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, DECLARING IT TO BE THE INTENTION OF THE CITY COMMISSION TO RE-NAME CAMPUS BOULEVARD TO STUCKY ROAD IN THE CITY OF BOZEMAN, MONTANA. WHEREAS,it has been determined that the Road Name “Campus Boulevard” does not fit, and is not consistent with, the City of Bozeman addressing network. WHEREAS,it appears to the City Commission, based on the staff report submitted, that the subject street can be renamed without detriment to the public interests; and WHEREAS,it appears to the City Commission to be in the best interests of the City of Bozeman, and the inhabitants therein, that said Campus Boulevard be re-named Stucky Road. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana, to wit: It is hereby declared to be the intention of the City Commission of the City of Bozeman, Montana, to re-name Campus Boulevard to Stucky Road, said street being located between: Lot 1, South University District Phase 1 Minor Subdivision and Lot 1South University District Phase 2, located in the SW1/4 of Section 13 and the NW1/4 of Section 24, Township 2 South, Range 5 East, P.M.M. as shown on the attached Exhibit A. That the Clerk of the Commission of the City of Bozeman is hereby directed to publish notice in Bozeman Daily Chronicle per Section 7-1-4127, Montana Code Annotated, and mail notice to the affected property owners, which notice shall state the time and place at which objections will be heard. 5 Version April 2020 On January 5, 2021, at 6:00 p.m., in the Commission Room of City Hall, 121 N Rouse Ave, Bozeman, Montana, the City Commission of the City of Bozeman will conduct a public hearing regarding the re-naming of Campus Boulevard to Stucky Road. This is the time that the Commission will hear all objections to the re-naming of said street. Written protests against the re-naming of Campus Boulevard to Stucky Road may be filed by an owner of real property who would be affected by the change. Such protests must be delivered to the City Clerk at the City Hall, 121 N Rouse Ave, Suite 200, Bozeman, MT not later than 5:00 p.m., on Monday, January 4, 2021. Further information regarding the proposed change, or other matters in respect thereof, may be obtained from the City Engineer, PO Box 1230, Bozeman, MT 59771, or by telephone at (406)582- 2280.
