SUBJECT:Authorize the City Manager to Sign a Joint Funding Agreement with the U.S.
Geological Survey for the Continued Operation of the Real-time Streamflow Gauging
Station on the East Gallatin River

RECOMMENDATION:Authorize the City Manager to sign a Joint Funding Agreement with the U.S.
Geological Survey for the continued operation of the real-time streamflow gaging
station on the East Gallatin River.
STRATEGIC PLAN:1.3 Public Agencies Collaboration: Foster successful collaboration with other
public agencies and build on these successes.
BACKGROUND:
The U.S. Geological Survey operates a real-time streamflow gaging station on the East
Gallatin River near the City’s Water Reclamation Facility on Springhill Road. The gage
records continuous real-time streamflow data which is made publicly available on the
USGS website. Real-time flow data on the East Gallatin River is important to the city
for many reasons: flood warnings, tracking long-term water availability trends, and
wastewater discharge permit compliance. The City and USGS have historically
partnered on funding the annual maintenance and operations expenses of the gage.
The Joint Funding Agreement attached sets forth the cost-share between the parties
for the 2021 federal fiscal year.
UNRESOLVED ISSUES:None.
ALTERNATIVES:As suggested by the City Commission.
FISCAL EFFECTS:
The City’s cost share per the federal FY21 Joint Funding Agreement is $10,110. The
approved FY21 Wastewater Reclamation Facility budget includes a $10,500 line item
to cover this annual expenditure.
