F. Special Presentation
1. 08:19:51 AM (00:25:44) Community Fund Update
a) Budget summary
08:19:51 AM (00:25:44) Community Housing Program Manager and Staff Liaison to the board, Tanya Andreasen,
provided a breakdown and overview of the Community Housing Fund. Following, Chairman Thane provided
some reminders and clarification on remaining funds for Fiscal Year 2021.
2. 08:25:05 AM (00:30:57) Community Housing Fund Request: Foothold Housing Solutions,
Design services for affordable Accessory Dwelling Units (ADUs) (Sam Atkins)
a) Application and supporting materials
08:25:53 AM (00:31:46) Sam Atkins of Foothold Housing Solutions presented their funding request for Accessory
Dwelling Unit Design Services. They are seeking $40,000 to create a set of 3-4 pre-engineered plans for
Bozeman homeowners. Foothold will partner with Thruline Parners to create plans that meet Bozeman’s
municipal code. Mr. Atkins provided a budget breakdown and some examples that were successful in other
municipalities.
08:35:52 AM (00:41:44) Board members directed questions to Mr. Atkins regarding the funding request.
Questions included how to ensure the ADUs are used for affordable housing versus profitable short term
rentals, how to make plans that will fit in a variety of lots within the city, and whether there is a demand for
ADUs for individuals between 80-120% AMI.
08:45:17 AM (00:51:10) Chairman Thane asked if any ADU projects have been completed by Foothold Housing
Solutions, a new company. Mr. Atkins shared that they are working on a project with HRDC in their Housing First
Village as well as partnering with other individuals and builders on pre-fabricated projects.
08:55:55 AM (01:01:48) Tanya Andreasen asked if the intention was to have the ADU plans available publicly at
no cost. Mr. Atkins answered yes, if the city were to invest in the project.
08:57:20 AM (01:03:13) Mr. Atkins responded to a question about energy efficiency and shared that while the
structures may not be the best in all three categories: sustainable, high quality, and affordability, but they would
meet code and that they are working with an architect who specializes in sustainability.
Following, board members discussed whether a project like this would require a request for proposal. Ms.
Andreasen will bring information to the November meeting.
3. 09:05:14 AM (01:11:07) Community Housing Fund Request: Headwaters Community
Housing Trust, Bridger View Neighborhood (Michael Brown)
a) Application and supporting materials
09:05:11 AM (01:11:04) Michael Brown presented a $620,000 funding request on behalf of the Headwaters
Community Housing Trust. Mr. Brown shared that the homes would be sold at market price, but would be
subsidized so that they’re affordable. Following, he provided a market analysis and reviewed the missing middle
in housing that this project aims to address (80-120% AMI).
09:11:51 AM (01:17:43) Mr. Brown reviewed the lack of affordability resources for missing middle housing,
shared the essential team components for Bridger View Redevelopment, and provided an update on the project.
09:16:22 AM (01:22:15) Mr. Brown reviewed their funding request for $20,000 per home for the 31 home
development and provided details on other project funding sources.
09:23:36 AM (01:29:29) The group discussed general funding as well as other potential funding sources to bridge
the 6% gap in funding.
G. Action Items
1. 09:31:43 AM (01:37:35) CAHAB review of Norton East Ranch Subdivision Affordable
Housing Plan Continued from 9-9-2020
a) Staff report with supporting documents from the September 9, 2020 CAHAB meeting
Suggested Motion Language:
Having reviewed the materials provided, considered the applicant’s presentation, and reviewed the
findings contained in the staff memorandum, I hereby move to recommend the approval of the
Norton East Ranch Subdivision Affordable Housing Plan.
09:31:29 AM (01:37:22) Community Housing Program Manager, Tanya Andreasen introduced the Affordable
Housing Plan for Norton East Ranch and shared that the plan meets requirements. There will be 14 homes
which will be sold at a reduced price.
Applicant, Doug Lee shared that the 14, 3 bedroom units will be sold at 70% of AMI. The homes will be
constructed next year. Mr. Lee is requesting incentives for minium lot size and down payment assistance.

Resource Development Council to pay renovation costs for Darlinton Manor and the
Boulevards Apartments.

I move to recommend the City Commission approve a grant from the Community Housing Fund in the
amount of $500,000 to the Human Resouce Development Council for the Darlinton Manor and
Boulevards Apartments preservation project.
09:39:03 AM (01:44:56) Tanya Andreasen summarized the staff report and scoring and shared that this project
would preserve 141 affordable units within the community.
09:42:48 AM (01:48:41) HRDC representative, Tracy Menuez briefly spoke to the funding request and offered to
answer questions.

the scope of the Affordable Housing Ordinance. Next steps for this project will be
discussed.
