SUBJECT: Ratify the Professional Services Agreement signed by the City Manager on November 20, 2020 with Jacobs Engineering Group, Inc. for the Pear Street Booster Station Water Main Condition Assessment Project.

Manager on November 20, 2020 with Jacobs Engineering Group, Inc. for the Pear Street Booster Station Water Main Condition Assessment Project. BACKGROUND: On Saturday, November 14, 2020 a large water main break occurred at the Pear Street Booster Station (PSBS) on a buried segment of 18” diameter transmission main. The
incident has rendered the PSBS inoperable until the transmission main is repaired. The main break scoured a sizeable hole immediately adjacent to the east foundation wall and exposed the footing of the PSBS foundation before the break could be isolated. A preliminary assessment of the PSBS foundation, floor slab, and exterior masonry walls by TD&H Engineering indicates the structure did not sustain major damage during the incident. The internal mechanical and
electrical equipment of the PSBS appear to avoided damage. TD&H is performing further assessment of the PSBS building during the week of 11/23/20 to evaluate bearing soils at the footing depth as well as conduct an elevation survey of the floor slab to determine if building uplift or settlement has occurred. The City is contracting separately with TD&H Engineering for the structural assessment as a task order under its existing on-call contract administered by the
City Engineering Division. The municipal water system and the City’s available water supply are sufficient to satisfy winter period water demands with PSBS offline. All city water customers remain in service at this time. An investigation is in progress to attempt to identify the cause and mode of pipe failure and to
assess whether remedial shoring of the PSBS structure is necessary. Investigation findings will inform the scope and method of repairs needed to safely place PSBS back online. The attached professional services agreement (PSA) with Jacobs Engineering Group provides for a condition assessment of the immediate 18” diameter cast iron transmission main pipe that the

PSBS pumps into. The objective of the condition assessment is to identify the mode of pipe
failure with the goal of determining if a localized pipe repair is sufficient or if a larger segment
of 18” transmission main and pump discharge lines need to be replaced. The City has exercised its authority under MCA 18-8-212 to contract with Jacobs for these services by direct negotiation.
FISCAL EFFECTS: The scope and fee negotiated in the attached PSA amounts to a total cost
not exceed of $25,820.00. The project is funded by project W69 in the FY20 Water Fund CIP, which provides $100,000 for water system condition assessment activities. These funds have rolled forward and are available in the current fiscal year. Sufficient funding is available for the project.
