Hello City Commissioners. Can you please tell me when the Commission will be adopting the Bozeman
Climate Plan? I was informed that it will be adopted in early December 2020.
In light of the fact that we will be having a new Governor in 2021, I respectfully request that you NOT adopt
the Bozeman Climate Plan until a detailed economic analysis has been done. Significant issues have not
been resolved. How will City agencies afford the contemplated requirements? How will residential
taxpayers and commercial taxpayers be affected? In light of MCA 15-10-420, can the City raise taxes
sufficient to retrofit buildings, replace fleet vehicles, and switch to renewable energy sources? Will budget
constraints be allowed to forestall implementation of specific provisions of the Plan? This is not mentioned.
In order to achieve “100% net clean energy by 2030,” the Bozeman Climate Plan “invites” residents and
businesses to “join the climate effort!” Invitations will be insufficient. Only ordinances and penalties can
assure the necessary compliance. The plan calls for “Bozeman”, meaning all its people, to be completely
carbon neutral. What costs will residents and businesses pay, and when?
The Climate Plan is aspirational, but not fiscally analytical. Study the costs and make them transparent to
the people of Bozeman before imposing such a far-reaching plan and supply the missing analysis. The
people of Bozeman deserve to have a complete understanding of how they will be affected!
Communication is critical and residents should receive NOTIFICATION BY MAIL of such a significant and far-
reaching plan, particularly when no economic analysis has been conducted.
The Bozeman Climate Plan should be thoughtful and the people need to be aware of the overall economic
impact. It should not rushed through before the end of the year. Shame on you for not thoroughly
informing the people and businesses of Bozeman.
