Appointments to the Design Review Board Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Mike Maas, City Clerk SUBJECT: Appointment to the Design Review Board (DRB) MEETING DATE: November 24, 2020 AGENDA ITEM TYPE Action RECOMMENDED MOTION: I move to appoint one member to the Design Review Board, non- professional position, and one member to the Landscape Architect or Design position, both terms expiring June 30, 2022. STRATEGIC PLAN: 1.2 Community Engagement: Broaden and deepen engagement of the community in city government, innovating methods for inviting input from the community and stakeholders. BACKGROUND: The Design Review Board (DRB) currently has two vacancies, a non-professional position and a landscape architect or design position. Two applications have been received. The Design Review Board is described in Division 18 of Chapter 2, Administration, Article 5, Boards and Commissions of the Bozeman Municipal Code. Members are appointed to staggered two-year terms. The DRB was established to evaluate aesthetic considerations of larger and more complex proposals which are likely to produce significant community impact and to provide recommendations regarding such proposals to the review authority, subject to the provisions of chapter 38. The DRB acts as an advisory body to the review authority for: Development applications meeting one or more of the thresholds of section 38.230.040.C.; Planned unit developments; and Appeals from ADR decisions. 295 The DRB may develop, and after adoption by the city commission, apply specific guidelines related to such concerns as architectural appearance, landscape design and signage for the construction and/or alteration of structures, sites or areas; When proposals for reuse, change in use or further development of a site are located in the neighborhood conservation overlay district, review by the DRB may be required to determine whether resubmittal as a new application is necessary in accordance with section 38.230.160.; The DRB may be requested to review the following development projects within the neighborhood conservation overlay district: new construction, alterations to existing structures, movement of structures into or out of the neighborhood conservation overlay district, or demolition of structures by any means or process in accordance with 38.340.A. The DRB must review any tax abatement or other incentive programs being considered by the city commission that are designed to stimulate preservation and rehabilitation of structures and properties with the neighborhood conservation district, and to review any proposed action or development utilizing these abatement or incentive programs in accordance with section 38.340.020. The DRB shall consist of six professional and two nonprofessional members. Professional members shall be degreed in their respective disciplines and/or otherwise licensed or certified by their respective professional authorities. An appointment to a term of service on the DRB is for two years. The professional contingent shall consist of three architects and at least one architectural historian, and at least one landscape architect or landscape designer. At least one of the professional members shall have demonstrated expertise in urban design. Nonprofessional members shall be individuals with an interest in, or knowledge of, urban design or historic preservation. No member of the DRB shall serve concurrently as a member of the planning board or zoning commission. A quorum of the DRB shall be four voting members and one of the members constituting the quorum must be an architect. In the event a quorum of the DRB may not otherwise be attained, the ADR staff may serve as alternates to prevent delay in project reviews. In selecting the members, the city commission shall give preference to residents of the city. However, where a qualified professional resident is not available to serve, the city commission may appoint a professional member who practices professionally, owns property or owns a business within the city. Where a nonprofessional resident is not available to serve, the city 296 commission may appoint a nonprofessional member who works, owns property or owns a business within the city. The DRB currently has two vacancies. The City Clerk’s Office has received two applications, with their relevant qualifications indicated below. 1. I am 28 years old and I moved to Bozeman over 8 years ago to attend school. Although at that time, the real draw to Bozeman for me was this charming town at the foot of the Bridgers with endless opportunity for outdoor adventure. As it would turn out, my love of the outdoors led me to the perfect career. Before graduating from MSU with a bachelor degree in both Sustainable Crop Production, Landscape Design as well as a minor in Environmental Horticulture, I was fortunate enough to land a job as a designer in Bozeman with Greenspace Landscaping. I have been working as a designer for 3 years in this town that I have come to love so much. It brings me so much joy that I get to brighten and improve the community through sustainable landscaping. I am applying to this position because I am passionate about this community and I am eager to contribute my knowledge and youthful perspective of design and development through public representation. My experience includes 3 seasons of landscape design and project management. Not only am I designing creative and functional outdoor spaces, I am also responsible for making sure these designs are installed in a way that fits the vision of that design. This allows me to see the entire process from start to finish. Working in both fields has provided me with the knowledge to create practical designs that translate well to installation as well as being able to provide design solutions when met with conflict during installation. My designs also reflect my passion for the Montana environment that I have come to love so much. I strive to use native plants and hardscape elements that not only reflect the natural beauty of the space around us, 302 but also offer benefit to the local pollinators and habitat while requiring less water usage. I have spent time working on local small scale farms and seen the great importance of sustainable practices that are reflected in the elements I select in my designs. Combined with my horticultural knowledge, I am able to create harmonized and resilient designs. I believe that beautiful spaces draw people together, whether it be backyards, parks, a favorite cafe or even a bench under a shade tree, these gathering places all contribute to a better sense of community. I want to use my knowledge and passions to improve the community of Bozeman, to make it a better place to live and engage the public with a desire to get involved with one another. And I believe that this can be achieved through beautification of the city. Aside from the experiences I have gained through my work, I have also worked on some notable urban and rural community projects during my senior year at MSU. One of these projects was working on the BA&P Hill Trail in Butte, MT, presenting ideas at city hall for improving the trail along the superfund site. I developed a plan for more recreation opportunities, improved access, historical preservation, revegetation and regeneration along the 4 miles of trail above downtown Butte. Another project that gave me more experience in planning, was working on the Silos recreation area on Canyon Ferry for Broadwater County, the Bureau of Reclamation and various other partners. I developed a master plan for this large site with various styles of camping sites, water access, parks, trails, parking, and an event center. I enjoyed working on these projects so much and learning more about city development and community engagement. The interest that these projects sparked for me is another reason that I am excited to become more involved in the city of Bozeman and work with others to improve its development. Finally, I feel that I would be successful in representing the community because I am involved in a wide variety of activities that make this place special. I enjoy snowboarding, kayaking, backpacking, riding horses, gardening, art, music, cooking and local foods. If I am doing anything outdoors in my free time I am a happy camper. I hope to continue to support this community that I love so much and that is why I am eager to get involved. I believe that I represent a large population of the Bozeman community and I would love to contribute my ideas and experience all the while gaining new knowledge through those opportunities.
