AFFORDABLE HOUSING PLAN APPLICATION
The City of Bozeman's Affordable Housing Ordinance requires that any new subdivision development,
site plan or annexation of 10 units (single detached or attached townhomes) or larger are required to
submit an Affordable Housing Plan. This application is to be submitted in conjunction with a
development plan. Please also provide a site plan highlighting the proposed affordable housing lots.

Explain the incentives being requested:
The plan is utilizing reduced minimum sized lots in accordance with Table 38.320.030_A. which establishes a
minimum lot size of 2700 sf for Single-household dwelling (only for dwellings to satisfy minimum requirements of
division 38.380 of this chapter). The proposed lots are all above 3,000 sf.
The applicant is requesting down payment assistance for qualifying buyers as allowed by the current City of Bozeman
Affordable Housing Ordinance.
The applicant is requesting an Impact fee Subsidy for qualifying homes as allowed by the current City of Bozeman
Affordable Housing Ordinance.
4. AFFORDABLE HOUSING PLAN — -- -
The Affordable Housing Plan must include answers to the following questions.
1. Explain the timing of the delivery of the affordable homes in relation to the market-rate homes in
the development?
The affordable home lots are provided in Phase 5A. The affordable homes will be phased with the
project to provide the number if affordable homes required for each sub-phase of the project as
that sub-phase is developed.
As it is difficult to determine the exact number of homes to be constructed in each phase at this
time, the developer commits that if a phase increases or decreases in the number of market rate
homes constructed, the number of affordable homes to be constructed will be adjusted
proportionally to meet the minimum code requirements.

2. Construction of affordable homes is required to be consistent with the makeup of the rest of the
homes in the development. What is the mix of 1, 2 and 3+ bedrooms among market rate units
and how will the affordable homes that are being proposed match with that?

3. Explain the construction plan for the affordable homes in the development including any
timelines for the projects
The affordable homes will be constructed in Phase 5A on Lots 1, 2, 21 and 22 of Block 23,
Lots 1 and 2 of Block 22, Lot 8 and 9 of Block 18, Lots 8, 9, 10, and 11 of Block 19 and in
Phase 5C on Lots 10 and 11 of Block 18 as illustrated on the Preliminary Plat of Norton East
Ranch Subdivision, Phase 5.
The affordable housing homes will be constructed in phases to provide the required number of
affordable homes for each market rate housing phase. The number of homes to be
constructed per phase is estimated below. However, if the number of market rate homes to be
constructed increases or decreases in a phase, the number of affordable homes to be
constructed will be adjusted proportionally to meet the minimum code requirements.

4. Does the site have any unusual features (terrain, wetlands, rock outcroppings, streams, etc.)

The site is similar to the surrounding areas - flat, with grassy vegetation.
The Norton Ranch Preservation Wetland and associate park is located approximately 1 block
to the east and and open space trail corridor along Aajker Creek is located along the west
boundary of the project providing open space and access to the City of Bozeman Trail system.
These amenities make the area is ideally suited for residential development.

S. Are there any other special features within the development (how does the project meet the
green building/renovation guidelines, cottage housing, common open space, dedicated parks,
etc.)?
a. List any special features here.
A linear trail corridor/open space is located to the west of the proposed affordable housing site,
for its full width along the west edge of South Eldorado Avenue providing access to the City trial
network. The Norton Ranch Preservation Wetland and associated park is is located along the
east boundary of the project providing open space and recreational opportunities to the
residents. These amenities provide connectivity for bicyclists and pedestrians to the City of
Bozeman Trail network.
6. Explain the marketing plan for the sale of the affordable homes in the development. If you are
going to be working with any partners, please list them here. (Possible partners include HRDC,
the City of Bozeman, etc.)
- The Applicant will provide the City and HRDC floor plans, elevations, locations of units and
anticipated construction schedule for the units.
- The Applicant has met with the City to review the AHO requirements (on 8/2712019) and will
coordinate, as necessary, with HRDC on next steps.
- Once the affordable homes are constructed, the applicant plans to partner with HRDC for the
qualification of applicants, including marketing to appropriate target audiences. Developer will
provide information as necessary to the City and HRDC for the marketing of affordable homes.
- Per Section 38.380.110 the applicant understands that buyers must be certified eligible by the
City or HRDC to purchase an affordable home for 120 days. If after 120 calendar days of
marketing efforts on the part of the developer of an affordable home in compliance with the
buyer, the developer may enter into a purchase contract with a buyer at a sales price that
city's published instructions the developer has not executed a purchase contract with a qualified
shall
not be subject to the maximum sales prices established pursuant to section 38.380.070. In
such a case, upon closing of the sale the developer must pay the city the difference between
the sales price and the price of the affordable home as set out in the approved affordable
housing plan in accordance with section 38.380.180.9.
- Following the execution of a sales contract, the developer or developer's agent will transmit a
copy of the sales contract to the City.

7. Plan for the construction of Affordable Homes in a phased development. The Affordable Homes
being built need to be consistent with the market-rate homes in development. If the exact
number of units in a phased development is not known, the developer may estimate the total
number of affordable homes (if not a phased development, do not fill out this part).

8. If Affordable Homes are not being built there may be two alternatives:
a. Cash-in-lieu may be used as an alternative means to satisfy the requirements of the
Affordable Housing Ordinance (1922). Approval must be received from the Affordable
Housing Program Manager. Cash-in-lieu will be determined at time of application based
on the current AMI for the area. (describe cash-in-lieu plan below if requesting this
option):

b. Land-donations may be used as an alternative means to satisfy the requirements of the
Affordable Housing Ordinance (1922).Approval must be received from the Affordable
Housing Program Manager. Land donation values and amount will be determined at time
of application based of the current AMI for the area. (describe land-donation plan below if
requesting this option):

to other required documents at the time of building permit application.
