Commission Memorandum
REPORT TO: Honorable Mayor and City Commission
FROM: Taylor Lonsdale, Engineer III Shawn Kohtz, City Engineer
SUBJECT: Authorize the City Manager to sign amendment No. 2 to a professional services agreement with Sanderson Stewart for the Griffin Drive Reconstruction Project to include additional
surveying related to a gas main.
MEETING DATE: November 3, 2020
AGENDA ITEM TYPE: Consent
RECOMMENDATION: Authorize the City Manager to sign amendment No. 2 to a professional services agreement with Sanderson Stewart for the
Griffin Drive Reconstruction Project to include additional
surveying related to a gas main.
BACKGROUND: Sanderson Stewart was selected to complete the design work for the Griffin Drive corridor
through the City’s professional services procurement process. Sanderson Stewart has completed
the pre-design work for this project and is under way with final design. Based on that design effort and coordination with Northwestern Energy it is advised that we survey the elevation of a gas main that runs under much of Griffin Drive to ensure that we will maintain adequate clearance from the gas main. The proposed amendment adds the work required for this survey
effort to Sanderson Stewart’s professional services contract. The proposed scope and fee have
been reviewed by the City Engineering Department and are commensurate with the work involved. A detailed breakdown of the services provided under this agreement are included in the attached scope and fee schedule.

Griffin Drive Improvements
Scope of Work – Utility Potholes
10/7/20
Sanderson Stewart is pleased to provide this scope of work to complete utility potholes for the Griffin Drive
Improvements project. This project phase will complete utility potholes to determine the depth of the existing
12-inch NorthWestern Energy gas pipeline that runs under Griffin Drive. The depths will be used to refine the
design to avoid conflict with the gas main where feasible.
Project Scope:
Phase 1 - Utility Potholes
This phase of the project will include project management, survey and drafting of the pothole locations and
depths to be completed by Sanderson Stewart. Survey tasks will consist of marking the pothole locations prior
to potholing and surveying the top of pipe elevation at each pothole location once the pipe is exposed. The
drafting will consist of importing the new survey data into current base drawings and establishing an alignment
for the gas main so that it can be reflected on profiles and cross-sections.
The potholing will be conducted by Knife River – Belgrade in accordance with the attached proposal. Knife
River’s services will include cutting the existing asphalt, potholing the main with a vacuum truck in the locations
identified by Sanderson Stewart, backfilling and patching the asphalt. Traffic control is also included in Knife
River’s scope and fee.
