MEETING DATE: November 10, 2020 AGENDA TYPE: Action RECOMMENDED MOTION: I move to appoint one member to the Library Board of Trustees
with a term ending June 30, 2025. STRATEGIC PLAN: 1.2 Community Engagement: Broaden and deepen engagement of the community in city government, innovating methods for inviting input from the community and
stakeholders.
BACKGROUND: The Library Board of Trustees currently has one vacancy due to a term expiring on June 30, 2020. One term renewal application and two new applications have been received.
The Library Board of Trustees is created under Section 22-1-308 of the Montana Code Annotated and Section 2.56.010 of the Bozeman Municipal Code. Under Section 2.56.010 of the B.M.C., the Board of Trustees of the Public Library shall be composed of five persons and shall be appointed by the Mayor, with the advice and consent of the Commission, and shall serve
without pay. The trustees shall hold their office for the term of five years, and one trustee shall be
appointed annually at the beginning of each fiscal year (July 1) for the term of five years, and until his/her successor is appointed and qualifies. Trustees shall serve no more than two full terms in succession.
They shall have power to select librarians and other employees as they may determine and fix the
amount of any bond which they may require to be given by the librarian and other employees. They shall have power to receive books from all sources for the use and benefit of the library and to purchase books therefore with any money available for that purpose and power to prescribe all rules and regulations for the use of books and the preservation of the same. The board shall keep
a record of its transactions and shall make a report to the City Commission at the close of each
calendar year, covering the business transacted by it during the year (Ordinance No. 1163, 1984; Ordinance No. 1094 S 1, 1982; prior code S 2.08.200). No residency requirements are contained in either the M.C.A. or the B.M.C. Under state statutes, this Board is administrative.

There are three qualifications and sets of experiences that I believe would commend my application for
consideration to become a member of the Library’s Board of Trustees.
• Familiarity with the library’s practices and programs. Since October, 2012, I have worked in different
volunteer capacities in the Technical Services department performing the functions of gift book intake
processing, special circulating collections development, and map curation. Additionally, I served on the
Board of the Friends of the Library from 2016 through January, 2019, the last year as president.
• Education and teaching experience in the fields of library services and business management. I earned my
doctorate in library and information science from Rutgers University (2007), a master of business
administration from the University of Massachusetts (1976), and a master of library service from Rutgers
University (1970). I taught undergraduate and masters-level courses at Rutgers in the fields of informatics
and library science (2004 – 2012).
• Management experience in information technology. I worked for twenty-eight years for Pratt and
Whitney Aircraft and then Lucent Technologies, a spin-off from AT&T, in the field of information technology
in positions of increasing responsibility culminating in my position as Information Technology Director in the
Microelectronics division.

In relation to the opening on the Library’s Board of Trustees, my interest lies in supporting the Library’s
various service and outreach programs to ensure continued fulfillment of its mission to the community.

• Service to the Bozeman community. I have participated in the Child Assistance Program (CAP) for the
Thrive organization mentoring the same person since he was in third grade (Oct., 2012 – present although
the program is currently on COVID-19 hold pending decisions about the upcoming school year).
• Veteran with active duty service in the Army (Apr., 1970 – May, 1972).
• Eagle Scout (1962).
