HomeMy WebLinkAboutE.3 CIP Impact Fee Requests Memorandum TO: Kristin Donald, Finance Director FROM: Shawn Kohtz, City Engineer SUBJECT: Impact Fee Capital Improvements Program Requests Summary for Fiscal Years 2022-2026 DATE: 10/19/2020 This memorandum summarizes the impact fee capital improvements program (CIP) requests for fiscal years (FY) 2022-2026. Only requests received after the FY 2021-2025 CIP adoption are summarized in this memo. Staff prepared a draft CIP for all impact fee funds to update the prior FY 2021-2025 CIP, and the attached requests were considered in the CIP update process. The draft CIP and requests were vetted with City Management. Subsequently, the draft plan and requests will be presented to the Impact Fee Advisory Committee and the City Commission. Impact Fee Funding Requests: One request was made from the Water Impact Fee Fund, and another request was made from the Street Impact Fee Fund. Those requests are summarized below. Both requests are attached for reference. Nelson Meadows Subdivision Morrison Maierle, Inc. as the design professional for the Nelson Meadows Subdivision, requested reimbursement of oversizing for a pressure reducing valve (PRV) in support of the Nelson Meadows Subdivision. The PRV was oversized from an 8-inch PRV to a 12-inch PRV to support the future potable water system. Documentation of the oversizing cost difference was provided and is attached for reference. City Engineering included the cost of PRV oversizing in the draft Water Impact Fee Fund. Northwest Crossing Subdivision Phase I Morrison Maierle, Inc. as the design professional for the Northwest Crossing Subdivision Phase I requested that Street Impact Fee Project Number 138 Page 2 of 3 (Cottonwood Road Construction, Oak to Baxter) and Street Impact Fee Project Number 86 (Baxter and Cottonwood Intersection Improvements) be moved from FY 2023 to FY 2022. To accommodate this request, construction of Griffin Drive (7th to Rouse) Improvements, Street Impact Fee Project Number 113, and Manley and Griffin Intersection Improvements, Street Impact Fee Project Number 110, would be required to switch construction years with the Cottonwood Road project from FY 2022 to FY 2023. Funding is not available to fund both projects in FY 2022. Therefore, a priority decision must be made. The Cottonwood Road improvements will benefit the proposed Northwest Crossing Subdivision, future Sports Park improvements, and provide a connection to the new Gallatin High School allowing traffic to ingress and egress to the northwest on Baxter Lane. Refer to the attached letter from Morrison Maierle, dated 7/9/20. Improvements to Cottonwood Road will be consistent with the street section south of Oak Street. The Griffin Drive Improvements will provide an additional two-way left turn lane, bike and pedestrian corridor improvements, a signalized intersection at Manley Road and Griffin Drive to improve an intersection that is currently failing, and accommodate development on Manley Road and Griffin Drive. Multiple developments have received waivers of the failing intersection requirement per City Code 38.400.060.B.4. Those developments are under construction and will add significant traffic to an already failing intersection if the Manley and Griffin intersection is not improved in the near term. Currently, HRDC is planning to construct a homeless shelter and food bank facility on Griffin Drive that is dependent on the proposed improvements to provide safe bike, pedestrian, and vehicular access to the site. Also, traffic demands are significant on Griffin Drive at nearly 10,000 vehicles per day. Improvements to Griffin Drive are being coordinated with Montana Department of Transportation (MDT) to upgrade the intersection of 7th Avenue and Griffin Drive. Based on the needs, City Engineering recommends maintaining the current prioritization of streets improvements with Griffin Drive improvements in FY 2022 and Cottonwood Road Improvements in FY 2023. In August our contractor, Knife River, presented us with the Change Order that summarized the cost for each over-standard improvement items which provided us with the supporting cost information for this application. The value of the land is based upon a less-than-average summary of comparable lot sales that have already been place in escrow. The attached information is our Impact Fee Credit Application for the Nelson Meadows Subdivision (COB review #18458). Per your email request (see attached email from 9/6/19) we have prepared the following information: 1) LAND: The 30’ dedicated Right-of-Way (ROW) on the north boundary of the property. This is preliminary plat condition of approval #36 (see attached conditions of approval). The area contained in this dedication is 1.41 acres (61,420 SF) (30’ wide by 2047.78’ long). See the attached highlighted section on the Plat located in Appendix A for details. The cost for this ROW is ($8.50 / SF x 61,420 SF) = $522,066.00. The $8.5 / SF is the going price for land in the Nelson Meadows Subdivision. 2) LAND: Nelson Road was built to a Collector road standard per the COB Transportation Plan. The Nelson Meadows Subdivision traffic generation would only dictate that Nelson Road be built to a Local road standard. The Collector road standard requires a 90’ ROW compared to 60’ ROW for the Local road standard. Therefore the difference in ROW width on the Nelson Meadows Subdivision property is 15’. The area contained in this dedication is 0.774 acres (33,715 SF) (15’ wide by 2249.13’ long). See the attached highlighted Nelson Meadows Subdivision – Impact Fee Credits Page 2 section on the Plat located in Appendix A for details. The cost for this ROW is ($8.50 / SF x 33,715 SF) = $286,581.00 3) LAND: The extension of Prince Lane from the intersection of Royal Wolf Way to the Frontage Road ROW. This ROW contains 0.826 acres (36,000SF) (60’ wide by 600’ long). See the attached highlighted section on the Plat located in Appendix A for details. The cost for this ROW is ($8.50 / SF x 36,000 SF) = $306,000.00 4) STREET: As was stated above, Nelson Road was built to a Collector road standard per the COB Transportation Plan. Located in Appendix B is the cost difference between building a Local road vs a Collector road. This cost difference is based on Knife River’s (general contractor on the Nelson Meadows project) bid dated March 15th, 2019 (bid tabs are in Appendix B). Also located in Appendix B are the road plans for Nelson Road. The cost difference = $232,065.64 (this includes the extra road width, striping, signage, and storm drain). 5) STREET: The extension of Prince Lane from the intersection of Royal Wolf Way to the Frontage Road ROW. The cost of this road extension is included in Appendix C. Also located in Appendix C are the road plans for Prince Lane. The estimated cost to construct this portion of Prince Lane = $106,437.50 6) WATER: A 16” water main was requested by the COB to run through the Nelson Meadows Subdivision. The cost difference between a 16” main and an 8” main (which is what the Nelson Meadows Subdivision project would require) is located in Appendix D. The estimated cost to oversize the water main to 16” = $339,363.00. The 16” water plan sheets are also located in Appendix D. 7) MONTANA RAIL LINK PERMITTING: In our negotiations with Montana Rail Link (MRL) to secure Utility Occupancy Permits for Nelson Meadows project, it became apparent that the existing 8” water main and the 1.5” sewer force main serving the MDT facility on Nelson Road were never permitted through MRL. In order to get approvals on the Nelson Meadow permits MRL required us submit the after the fact Utility Occupancy Permits for the MDT utilities. The cost for submitting these permits = $3,431.00 ($1200 of this total is for permit fees to MRL). The permits are attached in Appendix E. 8) PRV OVERSIZING: The original approved and bid design was for an 8” PRV assembly. The City of Bozeman requested that the PRV assembly be installed on the 16” main. The original lump sum bid for the 8” PRV assembly was $77,000 (see the original attached bid sheet from Knife River). The cost or the 16” PRV assembly was $231,830 (see the attached cost sheet dated 12/13/19).
