Transtech Way Billings, MT 59102 Timber Ridge Development Traffic Impact Study Page 1 INTRODUCTION This document is a summary report of operational impacts that could be associated with the proposed Timber Ridge Development. The narratives, figures, and attachments encompass all the intersections that would potentially be impacted by this development. The primary purpose of this study was to address specific impacts of the new development on existing public streets and intersections within a defined area of influence and to provide recommendations regarding mitigation of any identifiable impacts. Having reviewed the proposed site development plan, Marvin & Associates completed an analysis of existing conditions, addressed trip generation, trip distribution and traffic assignment, and evaluated resulting intersection capacity and safety impacts, before making recommendations regarding mitigation of impacts. PROPOSED SITE DEVELOPMENT The proposed development property is located west of N 27th Avenue and north of Tschache Lane with the northern boundary adjacent to Turbulance Lane (see Figure 1). The proposed development will accommodate approximately 30 apartments specifically designed for Senior Adult Housing. Figure 1, indicates that the site will be accessed by driveway approaches to both Tschache Lane and Turbulance Lane with an internal connecting street serving Timber Ridge Apartments and Stoneridge Apartments. This Traffic Impact Study (TIS) addresses potential impacts associated with full development of Timber Ridge Apartments and includes all arterial and collector street intersections within a 0.5- mile radius of the development. Those intersections Include Baxter Lane intersections with Davis Lane, N 27th Avenue, and N 19th Avenue. Two intersections with N 27th Avenue at Oak Street and Tschache Lane are also included within the TIS analysis. MARVIN & ASSOCIATES 1300 N. Transtech Way Billings, MT 59102 Timber Ridge Development Traffic Impact Study Page 3 EXISTING CONDITIONS Streets & Intersections N 27th Avenue is classified as a north-south Collector street. It has continuity from Durston Road on the south to Baxter Lane on the north. It currently operates as a two-lane street between Oak Street and Baxter Lane. The section of N 27th Avenue between Tschache Lane and Baxter lane has been built out to accommodate four lanes of traffic with a raised median, but only the west two lanes are open for travel. Stop signs on N 27th Avenue control traffic at intersections with Baxter Lane and with Oak Street. Baxter Lane is an east-west oriented Minor Arterial that begins at Jackrabbit Lane, north of the Four Corners area and ends at N. 7th Avenue in Bozeman. Baxter lane has variable pavement widths and varying speed zones along its length. Between Davis Lane and N. 19th Avenue, Baxter is a two-lane street with a bicycle lane and parking on the south side. Auxiliary turn-lanes are in place at N 19th Avenue and at Davis Lane. Traffic signals currently exist at the intersections with Davis Lane and with N 19th Avenue. Davis Lane is a north-south oriented minor arterial that extends south from Valley Center Road to Oak Street. The intersection of Baxter Lane and Davis Lane was recently improved to provide auxiliary turn lanes and a traffic signal within the recent past. Oak Street is classified as an east-west Principal Arterial street that extends from a point west of Cottonwood Road to Rouse Avenue on the east. Oak street has four travel lanes with a wide median divider. A traffic signal is currently being MARVIN & ASSOCIATES 1300 N. Transtech Way Billings, MT 59102 Timber Ridge Development Traffic Impact Study Page 4 constructed at the intersection of Oak Street and N 27th Avenue are will be in operation in late spring of 2020. N 19th Avenue is a north-south principal arterial roadway. It is a 5-lane roadway with a raised center median and left turn bays at key intersections. 19th Avenue extends throughout the entire urban area from a point south of the Montana State University Campus to an interchange with Interstate 90, just north of the proposed site development. Within the project vicinity, pedestrian/bike paths exist along the west side of the roadway. Existing Traffic Volumes Mio-vision video traffic counters were used to count traffic at all the potential impacted intersections in February of 2020 (see Appendix A). Figure 2 illustrates the traffic volume counts for 2020 am and pm hour periods. Those volumes were used as the baseline for capacity calculations within this study. Also shown in Figure 2, are the Average Weekday Traffic (AWT) volumes that were calculated using the percentage variations that were extracted from earlier 24-hour counting periods. It was determined that pedestrian volumes at each intersection were not in significant numbers to affect capacity calculations. Similarly, bicycle traffic was noted during the counting periods, but it was not significant enough to factor into the analysis. MARVIN & ASSOCIATES 1300 N. Table 1 summarizes the results of those calculations using Delay, Level-of-service (LOS), and Vehicle Queue projections as Measures of Effectiveness (MOE). Capacity calculations can be found in Appendix B of this report. All intersections, approaches, and movements currently operate at LOS “C” or better, except for the eastbound thru movement in the am hour and the westbound through movement in the pm hour, which operate at LOS “D” even though the approach operations average LOS “C”. Transtech Way Billings, MT 59102 Timber Ridge Development Traffic Impact Study Page 7 DEVELOPMENT TRAFFIC PROJECTIONS Trip Generation The proposed development of Timber Ridge Development includes 30 apartment units for senior adult housing. The current ITE Trip Generation Report is Edition 10, which has a land use code for Senior Adult Housing. Table 2 below summarizes the total vehicular trip generation projections for this development, based upon the ITE land use Code 252 “Senior Adult Attached Housing”. The 30 dwelling units would generate approximately 111 on the average weekday. During the am hour there would be 6 trips and during the pm hour there would be 8 trips. No adjustments were made for alternative travel modes, internal capture trips, or passerby traffic. Transtech Way Billings, MT 59102 Timber Ridge Development Traffic Impact Study Page 8 Trip Distribution The distribution of vehicular trips was based upon existing directional traffic movements at key intersections adjacent to the development site. Travel times within the subdivision to adjacent of street accesses were also considered in modeling of directional routing. Figure 3 presents the overall distribution of site generated trips to and from the existing street system. Most trips (78%) would be directed to and from the east on Tschache Lane to access large commercial areas and to gain access to north and south travel on N 19th Avenue. Approximately 20% of subdivision generated trips would be directed to and from the north on N 19th Avenue, with 38% of the trips directed to and from the south on N 19th Avenue. Arnold Street. Minor attractions west of N 19th Avenue would be distributed as shown in Figure 3. Approximately 3% of the trips would access the site on Turbulance Lane while the remining trips would use the Tschache Lane access. MARVIN & ASSOCIATES 1300 N. Transtech Way Billings, MT 59102 Timber Ridge Development Traffic Impact Study Page 9 Site Traffic Assignment Site traffic assignments were completed using the trip generation projections in Table 2 and the trip distribution percentages discussed in a preceding section. Traffic assignments shown in Figure 4 illustrate the peak am and pm hour site traffic at the key intersections, along with average weekday vehicular site traffic on the street system links. The site generated traffic is so low that two of the five study intersections would not experience any traffic during the peak am and pm hour period of the day. Two of the intersection would have 4 or less site vehicles during those periods. The only intersection that would be exposed to total site generated traffic would be the intersection of N 27th Avenue and Tschache Lane. MARVIN & ASSOCIATES 1300 N. Transtech Way Billings, MT 59102 Timber Ridge Development Traffic Impact Study Page 10 TRAFFIC IMPACTS Existing Plus Development Traffic Volumes Figure 5 illustrates the combination of existing am and pm design hour traffic volumes plus development generated traffic at each of the key study intersections for the Timber Ridge Development. Also shown in Figure 7 are the resultant AWT volumes and the percentage increases over existing traffic that would be attributable to this development. In this case, Tschache Lane, west of N 27th Avenue would have the highest volume of site generated traffic and the highest percentage increase of any of the area streets at 20%. Turbulance Lane would have an increase of approximately 3% while all the other existing streets would have percentage increases substantially less than 1%. It should be noted that normally, traffic impacts on streets that are less than 10% are not considered to be significant because daily traffic variations on any street routinely exceed 10%. Traffic variations less than 1% would have an extremely low probability of occurring. MARVIN & ASSOCIATES 1300 N. Transtech Way Billings, MT 59102 Timber Ridge Development Traffic Impact Study Page 12 Capacity Capacity calculations (see Appendix B) indicate that all approaches and almost all the movements at key intersections would operate at LOS “C” or better during both the am and pm hour periods, if the Timber Ridge Development existed today. In comparing Table 3 to Table 1, there are insignificant variations in the LOS and delay for individual approaches, but the overall intersection operations would not experience LOS changes. Queue lengths would vary within individual lanes, but none of the lanes would experience an increase in vehicle queues exceeding available storage or interfere with access movements adjacent to the intersections. However, the Timber Ridge development’s contribution to future traffic growth is so minimal as to be totally insignificant. Traffic growth on N 27th Avenue is predicted by the Bozeman Transportation to increase by a factor of 2 in the planning horizon and the intersection of Tschache and N 27th Avenue would be the only intersection that could possibly be impacted by site traffic. Therefore, capacity calculations for future traffic projections at that intersections were completed and can be found in Appendix B. The calculations determined that all movements would operate at LOS “B” or better based on the planned typical street section that would be constructed at some future date. CONCLUSIONS The implementation of the Timber Ridge Development property, as proposed, would not substantially impact the safety and efficiency of any of the area streets or intersections. The overall trip generation associated with this development is so minimal that the only intersection that could possibly be impacted would be the N 27th Avenue and Tschache Lane intersection. The addition of site traffic to the existing intersection would significantly change operations and even with future increases in background traffic the intersection would still operate at LOS “B” without planned future improvements.
