Meeting Minutes for February 5, 2020
6-8 p.m. City Hall, Commission Room
BABAB’s purpose is to recommend safe bicycle practices throughout Bozeman in regard to enhanced
bicycle circulation and design, community-wide bicycle education and safety programs, and other
matters relating to bicycling in the Bozeman area.

10 mil from December meeting clarify is $10M
250k is $250,000 as well

C. Public Comment
Marilee Brown:
Met with Mark Egge – Alexa passed away – people wanted to do more – need more funding
– create a coalition to get some energy and hope that BABAB becomes the official force to
push this forward
Grew up in Fort Collins good example of how bike travel can work
o Large city boundaries with ability to control development
o Installed two-cans with painting – has good maps
o Passed out city bike maps from Fort Collins
Ralph Zimmer: PTS meets regularly at 20 East Olive;
Put in place to spearhead the Bozeman comprehensive transportation plan
One component – PTS educate bicyclists and how to educate the public on safe practices –
etc.
Candace is assisting in that activity as part of BABAB
Second Component: laws effecting bikes and pedestrians and transportation
Gallatin County is in the process of adopting a Gallatin County Standards for transportation

Rebecca Spear:
Nurse at the High School right next to drivers ed
First responder to a bike accident on Willson/ Garfield – wants to be involved with safety
aspects – comments with
o Young Woman Got ran over by pickup truck
o She has survived but is very lucky
Daughter Jocelyn is interested in being part of the board – has extensive experience with
riding in Bbozeman and in Europe – possible High School Representative

Marilee – statement:
o Someone passed away and it could have been fixed – Marilee promised her Alexa’s
sister that Alexa won’t be forgotten – we need to keep working to make things
better

F. Update from City Transportation Engineer
Met with folks from Blink rides to start conversation with this upcoming summer and how
the scooters work – and parking
o Scooters need to park off the sidewalk
o Why can’t they park at bike racks? No good answer
Other Priority – Front Street Path Project – GVLT
o Funded 5 years ago – got delatyed due to Rouse Construction
o Connection between Oak Street and Wallace
o Funding gap between the cost of the project from the original allocated funds- TOP
Committee in 2015
o Birch Street start
o Taylor and Matt (GVLT) Comments:
Kenyon Noble had some fencing on the property – Kenyon vacated the
right- of-a- way
Stormwater outfall right where the new bridge will go due to Rouse
updates
Right of Ways are in place and secured
Sanderson-Steward revised estimate – doubled in price due to inflation and
some too-low assumptions – need wider bridge for the creek
$178,000 of additional cost
Submitting for $30k grant
$20,850 Cash in Lieu parks plan – Northside PUD
$10k from Collin’s Coalition Fund
$25k Northeastern Urban Renewal District
Bike Ped CIP – Would help
Advocating to the TOP committee in February to get this moving –
almost complete on the design level
Would appreciate the support of the bicycle board
East on Birch go across ped bridge along Kenyon’s fence to Wallace –
Connect to story mill park – depot park – path to M
Front Street to wetlands as connected park is the future
Key E-W connection
Hoping the Rouse project starts N side first and then jump to south side

City took over the project in 2015 – July 2020 start goal – Oct Nov project
completion
Fiscal year 2021 – starts in July
When would we need to make an action item for next month –
briefRequest for rundown of what the bike/ped funding that is being
requested can be used towards as background knowledge for making a
decision. the background of the requested money (Danae)
Fits into the funds for street maintenance allocated to BABAB (Taylor)
Jason would like to know what else is out there on the horizon that we
would want to possibly allocate funds
o Ferguson and Durston – same contractor is working on roundabout – they are
temporarily patched for the winter and will work better on
Taylor - Cottonwood and Huffine – Install Sewer water and a culvert
G: Griffin Drive Design:
Taylor Lonsdale:
o Griffin drive separation
o Streetmix.net is a cool road section tool
o Map: Manley road will be reconstructed
o Summer 2022 – rebuild Griffin
o 90’ right of way
o Three land road – two sides travel lanes and center turn lane
o Desire to move toward separated bike lanes – adjust to see things differently
Maintenance – who is responsible
Adjacent property owner would be responsible to clean the sidewalks
Who street sweeps in the summer
Sand and gravel are a particular problem if on road and not removed
o Danae – couple of points:
Maintenance is an important consideration for separated and on-street
facilities. A consideration with on street facilities is the assumption that
drivers are paying attention or will be kind towards bicyclist but on street
facilities can be scary due to drivers not paying attention. Maintenance – On
street facilities think people are paying attention or are being kind – on
street are scarier due to lack of people paying attention
o Separated bike paths are the way forward but need to figure out snow removal –
etc.
o Jason: Policy to annex properties into the city
o Lila: HRDC is looking to purchase the property on the south side near tracks for a
warming facility – need safe access by walking/bicycling
o Striping on paths to separate walking/biking
o Versus shared use paths? – Fast bike riders don’t like mixing with pedestrians but it
would allow bike commuters move faster
o Marilee: Taylor was sent an article from ’98 where people prefer not to be on the
roadway
Pointed out that more bike-people conflict at road intersections
Taylor: improved intersection design where conflicts happen
Terrified for people walking on Griffith and 7th
o Jason: Feels that the educated rider will stay on bike and the less confident will use
the sidewalk – shared use
Jason K. – From rouse to manley is a bit tough
o How the railroad would address this in question
o Case Studies for how to do this safely
o Mark Egge:
Bike lane – can Bozeman handle the cleaning of on street biking
Two lanes on 7’ wide – bi-directional movement
Separated bike lanes
Why do we allow MDT to control our roads
Is there an underpass from Cannery to Evergreen in the future
o Taylor:
Challenges for all options – people have different preferences
Stop letting MDT after they stop paying the bill – they have a go-to street
section
At 7th intersection the cemetery comes right to the right of way of
unmarked graves
H: BABAB Work Plan Adoption
Danae – Work Plan Adoption
o Getting ahead of things prior to our limited time together during monthly meetings
o Chrissy asked to add some items to the plan – would these some items fall under
some categories
o Divvy up the plan and hash out the questions – better way to contact us – pass out
sign up sheet
o Bike to Work Week – we need a new champion (Lila)
o Facebook – who is in charge of this?
Ralph Johnson: He receives agenda and minutes – workplan was not in it – entire mailing
list, requested
o Taylor: Intent was it was to be included as part of the agenda – on the website

I: Old Business:
1. Map:
o Share to PTS
2. Drivers Ed Classes: (Jason)
o Look at current program review of drivers ed plan
o Give some input for reviewing the curriculum to add input to Elain
o Elain Warn wife put the curriculumar together
o Marilee would like to be part of it
o Need to touch base with Bozeman High Driver’s Ed class and provide input
o Candace, and Marilee, and (Anna Price (MSU)) would provide information prior to
starting driving – safety and getting it in their minds – driving and cycling
BABAB / PTS / MSU
Incoming freshmen from MSU / High School / Middle School / Etc
o Danae – with WTI – could be interested – currently working with teachers – useful for all
parties, plan for new peopples
o Jason – maybe go and watch the program to see what is missing from presentation
3. Winter Bicycle Route Maintenance:
o Is there anyone who can spearhead the recommended routes to have a bike
maintenance plans – BABAB to give recommendations
If we wanted to get this presented to the City Board
What is the level of service
Danae – on the record to say she appreciated that the city is doing a great job
keeping the on-street bike lanes and separated paths cleared of snow open /
look for people to get involved and having good input for the city to consider
4. Danae:
o Email for reinforced polymer bridge video – WTI have money to do a wildlife crossing –
want to start the conversation to do an experimental bike bridge – We will review the
email
Lighter weight – easier to build
Addie Jaden (Mattrk GVLT) big component is bridge replacement from Parks and
Recreation
Steel bridges might not meet some of the requirements
5. Community Plan:
o Metric for bike accessibility – provide detail to the city – how do we get information
o Dig up email and review
J. New Business:
1. GVLT West Bozeman Trail Connectivity:
a. Matt spent a lot of time out there this fall to see how all of the new development
coming along
b. Propose field trips out there to see what is happening – best way to see what needs
to happen is by visiting the areas
c. City is interested in the process – get better trail connections – spine trail to access
the sports park
d. Identify sections that could get improved – how do we get connections through the
spaces
e. Get back to Mattrk who could be a part of the plan and provide input
f. Bike lanes versus Bike Routes
g. More mapping once the snow clears – GIS trail assessments
2. Bike Walk Montana:
a. April 28-May 1 Summit is in Great falls – river trails system in Great Falls
b. Who from the city will attend
