HomeMy WebLinkAbout12-04-19 BABAB MinutesBozeman Area Bicycle Advisory Board (BABAB) Meeting Minutes for December 4, 2019 6-8 p.m. City Hall, Commission Room BABAB’s purpose is to recommend safe bicycle practices throughout Bozeman in regard to enhanced bicycle circulation and design, community-wide bicycle education and safety programs, and other matters relating to bicycling in the Bozeman area. In attendance City Staff liaison: Taylor Lonsdale, John VanDelinder Bozeman Police liaison: James Lusby BABAB board members: Jason Karp, Tawnya Healy, Candace Mastel, Lila Fleishman, Kristin Davis, Jason Delmue, Andrew Brechbuhler, Rachel Rockafellow Absent: Danae Giannetti, Chrissy Pepino, Commissioner Jeff Krauss Members of the Public: Ralph Zimmer (PTSC), Marilee Brown (PTSC), Matt Marcinek (GVLT), Mark Egge A. Meeting Called to Order at 6:05PM B. November Meeting Minutes Approved -Motion to approve by Andrew, second by Tawnya, all in favor C. Public Comment -Marilee Brown: December 10th next meeting for feasibility for TOP Grant and Frontage path; HB 45 for new legislation for pathways for state of Montana; Marilee is working on with Bike Walk Montana Director -Ralph Zimmer: PTS meets regularly at 20 East Olive; Meeting next week and looking at connectivity just like we are doing today with BABAB; may discuss bicycle laws in state of Montana -Mark Egge: City of Seattle passed an updated city budget; allocated 10 mil for bicycle infrastructure and safety improvements and additional 10 mill for ped improvements; to counter safety problems; comparable would be 250K for bikes in Bozeman and additional 250K for peds in Bozeman D. Update from City Transportation Engineer -Construction winding down; Peach Street and Durston Street is open but with temporary surfaces E. BABAB Work Plan Adoption -Table until February because Danae isn't present -Send out draft work plan with agenda F. West Bozeman Trail Connectivity Planning -Active work session -Work on prioritizing east-west connectivity with GVLT -50K street maintenance funds to go toward low hanging fruit projects that focus between the curbs; signing and striping has historically been what they are used for -Data download from board and public is what is desired -Think bigger though so that overall the ideas cover where missing links are. Some are infilled but there are missing links and pieces -Same exercise will be done by the PTSC -Focus on what we know and are familiar with -Focus on low hanging fruit where other improvements have already been done -Kristin asked about annexation patterns and policy -Tawnya asked about what we are focusing on exactly; Taylor said that we can focus on short connections and limits for maintenance G. Old Business -Jason Delmue asked about the snow removal issue that was brought up last fall/winter with city of Bozeman; John said that its really tough to add more work with current man power and funding; snow storage off-site is also an issue; Candace asked if anyone wants to work on this as a sub- committee project H. New Business -Members with expiring memberships need to renew and those resigning need to send formal email of resignation; Tawnya resigning; Rachel not renewing -Candace mentioned that MSU construction is still ongoing and Grant Street is still closed; Grant Street and Kagy Boulevard counts will be analyzed too; discussed Bobcat Athletic Complex project and how it would affect travel around campus I.
