HomeMy WebLinkAbout11-06-19 BABAB MinutesBozeman Area Bicycle Advisory Board (BABAB) Meeting Minutes for November 6, 2019 6-8 p.m. City Hall, Commission Room BABAB’s purpose is to recommend safe bicycle practices throughout Bozeman in regard to enhanced bicycle circulation and design, community-wide bicycle education and safety programs, and other matters relating to bicycling in the Bozeman area. Meeting Called to Order at 6:02PM B. October Meeting Minutes Approved Motion to approve by Rachel, Second by Andrew, all in favor C. Public Comment Matt Marcinek introduced Matt Parsons to BABAB as the new Trails Director D. Update from City Transportation Engineer Construction season close to wrapping up for winter Conceptual design of Griffin Drive (7th to Rouse; include intersection at Manley) will start this winter. City will want to bring to BABAB to talk about concepts. Current proposed design is 3 lanes but need to figure out bike/ped infrastructure. The City will include BABAB & PTSC on this conversation. Manley road in design and construction is scheduled for summer 2020. Project limits are from Griffin to city limit passed Map Brewing, close to river. Project will be 3 lane section with separated bike facility & sidewalk as well as have on-street parking. 7th & Griffin intersection in design with MDT; will be constructed in summer 2021 with Griffin Drive project. Durston will be paved this week for opening during winter and then completed in spring. E. CIP Priority Spending/TOP Project - Informational presentation by Taylor Lonsdale (with help from Matt Marcinek) CIP Priority Spending Status In the process of finalizing for FY2020; $50k set aside for bike/ped specific spot projects that were identified previously but we need to start looking at again this list for next year. Last year, projects were added to mill and overlay (pavement marking projects). The plan is to go same route this year if it is the same sorts of project. If more stand-alone projects, then will get into that but need to get into prioritization. Taylor will go through list and see what was done, what needs to still be done, and bring this to BABAB to review prioritization. TOP Project GVLT, Parks Department working together on trail connections through wayfinding and identifying crossing needs on the west side of Bozeman. Matt M. (GVLT) spent time mapping trails that were not on the city GIS map previously. “Bozeman Trail and Path Networks” put together by Matt. that shows generalized trail systems across Bozeman. This project would focus on “Valley to Rivers Paths”. “Existing Totems and Kiosk Maps”: This map shows the wayfinding infrastructure that exists now. (Kiosk in red, totems in purple). Most wayfinding signage exists on east side of Bozeman and minimal to zero signage on the west side. There are existing shared used paths, trails, sidewalks that have gone in as part of development based on development standards. There are small pieces that need to be connected and it isn’t well-known that these trails are out there or what destinations are out there. “West Side Paths Connecting to Main Street to the Mountains Network” map: This shows a significant amount of connectivity between M trail and the west side of Bozeman. This stitches together new development, roads, etc. – it isn’t finished but there’s significant connectivity already. Question for BABAB to think about – how to prioritize filling in the pieces? Matt M.: Observation during rides; there were trails that have been there before 2007 but are barely there now (overgrowth). Other trails that have gone in recently but there are no record of them. Especially focused on area around new high school and thought there was opportunity to collect data. Did conceptualization of other trail systems to see bigger picture of trails around the area. GVLT frequently hears “How to get around on trails?” This project hopes to answer that question. Whitefish, MT has examples of signs for pedestrians (out of roadway). It would be a collaborative process to figure out what goes on those signs. For example, on Hunter’s Way there is a 2 to 3 block section that people have trouble finding. Whitefish signs help guide people to trails if there isn’t 100% connectivity. One idea - keep totems at primary/significant locations and then have these smaller maps along trails; bigger kiosk maps at key locations like parks. This effort is also helping to identify issues such as a developer was supposed to put in trail but they aren’t there (such as near Glenwood Drive) and there is no efforts from HOA to regain trails. This is an opportunity for BABAB to dig in, see what makes sense for connectivity/low-hanging fruit. For now, this is an introduction to the conversation. Potentially will need to put money from CIP into crossings. BABAB involvement: important to get input from everyone since we have the local knowledge and then bring thoughts together for monthly meeting. Once we have big pool of ideas then get into smaller groups to work outside meetings. If/how does this project fit into priorities? Taylor will now work on getting things sorted out for where we stand now, add to list, and make sure we have local knowledge included. This could be handled potentially at next meeting then perhaps a subcommittee. A portion of December’s meeting will be dedicated to brainstorming/discussing this project. It may be structured as a charette that can include members of the community. F. BABAB Work Plan - Informational (20 minutes, Danae Giannetti) A partnership has formed between BABAB, PTSC, and MSU to discuss safety education (identified as Item 2.a from work plan). Expect updates in the future from this effort. BABAB members were asked to self-select a segment of the work plan that they would like to focus their efforts on and then will form subcommittees to sort out specific action items. The work plan has been organized into 3 areas of focus: (1) Policy & Procedure, (2) Projects & Programming, and (3) Outreach & Education. A letter to the Commission will be sent in the beginning of 2020 that will include our work plan so they are looped in to what we are doing as a board. Next month: be prepared to talk about TOP Map; vote on work plan BABAB will have a new Commission liaison in January. G. Old Business (10 minutes) Andrew: working with Taylor to get bike map for public. Part of challenge is getting it as up to date as possible. Need to coordinate with GLVT, too. The City’s GIS department will need to approve the final version. H. New Business (10 minutes) Jason Karp: planning coordinating committee is rolling out triangle community plan; 2 more open house events. Website: go to county website and search “Triangle Plan” and it should go to page. Or go to planning department and there’s a link. Plan is mainly a bunch of policy statements and heavy input for trail connectivity in drafting plan. Jennifer Boyer (spelling?) leading, committee made up from elected official, and planner from each jurisdiction. I.
