HomeMy WebLinkAbout10-02-19 BABAB MinutesBozeman Area Bicycle Advisory Board (BABAB) Meeting Minutes for October 2, 2019 6-8 p.m. City Hall, Commission Room BABAB’s purpose is to recommend safe bicycle practices throughout Bozeman in regard to enhanced bicycle circulation and design, community-wide bicycle education and safety programs, and other matters relating to bicycling in the Bozeman area. Public in attendance: Marilee Brown (GAP), Ralph Zimmer (Pedestrian & Traffic Safety Committee), Matthew Hardman and Friend. Board Members and Liaisons in Attendance: Chrissy Pepino, Candace Mastel, Lila Fleishman, Andrew Brechbuhler, Kristin Davis, Rachel Rockafellow, James Lusby (Police Liaison), Taylor Lonsdale (Staff Laison), Jeff Krauss (Commission Liaison), John Vandelinder (Staff Liaison), Jason Karp Board Members Absent: Jason Delmue, Danae Diannetti, Tawnya Healy A. Meeting called to order at 6:04pm by the Chair B. August meeting minutes Lila moved to approval the August and September’s meeting notes with corrections, spelling, and grammatical updates. John mentioned that the amounts for BABAB were incorrect; seconded by Andrew; all in favor. C. Public Comment -Marilee Brown: Valley Center spur to new DOT intersection, who pays for new signal and how does it work; NWE is on board, roads are all public -Ralph Zimmer: The path along south edge of nelson meadows will be built in a few weeks Commissioner Krause comments from last meeting were that we are the Bozeman AREA bicycle board; PTS is encouraging the county to be involved on connecting Huffine Lane D. Update from Taylor Lonsdale, City Transportation Engineer Construction Update -In future, Taylor will bring points to discuss at the meetings so we can provide input -Durston Road will be closed for a whole week – no access =New water main at Durston Road and North 7th Avenue =Durston Road between South 7th and 9th Avenues -Widening happening on West Babcock Street -Signal going in at Highland and Ellis -Candace Mastel asked about schedule for Kagy Boulevard Reconstruction  Taylor responded that the project is on the CIP for 2024 o Grade separation at South 11th and 7th Avenues (tunnels) o Krause – mid-block cross light and walking light in sync o Taylor says they are working on it o Krauss – safer at mid-block crossing o Taylor – reset period on “Hawk” o Taylor – roundabout at South 11th Avenue o Letter is out to commissioners from BABAB regarding important items  Candace mentioned that MSU is working on an addition to the north side of the stadium, in design now. -John Vandelinder mentioned that there is a MDT project at Kagy Boulevard and Cottonwood Road -Taylor mentioned that updates to the bike map need to happen with standards that can be shared. Also wants to know how we want to handle mixed use streetscapes where bike lanes and sharrows coexist on same street. E. New Business: -Candace: o Campus and Ebikes and how this works with their discussion o Blink rides was quoted that they wanted to rent scooters on campus o MSU is talking to Arizona State University about their E-device policy and bike parking o MSU is on the edge of what they want to do about PMDs but wants to make it an intuitive policy o How does speed and technology work on campus and pedestrian areas…asked for input from board members o E-scooters (Blink scooters get dumped at times) o Frat and sorority houses are working with Blink to provide parking o “E” category (Krauss): Single fat wheel scooters – no e bikes o Krauss – would rather be hit by a fat wheel single wheel scooter than a guy on a mountain bike o What is desired as a rider – electric, human powered, electric skateboard More enforcement is needed o Krauss suggested we treat situation like motor vehicles on Montana roads like old days and make it “reasonable and prudent” o BABAB can partner with MSU to provide map -Candace: Can BABAB collaborate with other partners to develop an educational pamphlet sized like the new bike map; Marilee said she would be interested in partnering with this; Candace said she’d get a meeting together with the MSU Active Transportation Program Manager to discuss. -Kristen o We need to create education paperwork that has safety and rule of road (hand signals, etc.) o Keep a strong relationship for educating the public -Rachel mentioned that we need to educate the driver -Jame Lusby: o City ordinance is 15 or older needs to ride on the road o No Montana law that people cannot ride a bike on the sidewalk o Confusing in some areas of Bozeman where bike -Marilee Brown: o PTS runs with the safety plan o Working with police department to get literature o Some funding available – not sure how it works -Candace: o BABAB can partner with MSU to provide pamphlet and education at orientation F. Ethics Training: o John Vandelinder and Taylor Lonsdale o Mel Frost and Carson Taylor of Ethics Board attending o Training for the board o Example 1:  Liaison would recognize that it is important to stay impartial to the boards interest with personal or private interest o Example 2:  Need to be here to represent yourself – no one can stand in for you Ethics training o Example 3:  Just the facts to educate the public – no opinion  Follow the rules of public interaction  Don’t represent the city of you are on your time o All board members need to get through ethics training by November 29th. It will be added to the October meeting agenda. o Overall good discussion and talk to John and Taylor if there are any questions G. BABAB Draft Work Plan Discussion by Candace Mastel for Danae Giannetti (absent) o Review the work plan and come up with defined people to provide insight and responsibility to the various items o Bike Map – Andrew o Danae would like input by October 14th H.
