Meeting Minutes for September 4, 2019
6-8 p.m. City Hall, Commission Room
BABAB’s purpose is to recommend safe bicycle practices throughout Bozeman in regard to enhanced
bicycle circulation and design, community-wide bicycle education and safety programs, and other
matters relating to bicycling in the Bozeman area.
Public in attendance: Marilee Brown (GAP), Ralph Zimmer (Pedestrian & Traffic Safety Committee), Mark
Egge (Commission Candidate), Matt Marcinek (GLVT)
Board Members and Liaisons in Attendance: Danae Giannetti (secretary), Chrissy Pepino, Candace
Mastel (chair), Jason Delmue, Lila Fleishman, Andrew Brechbuchler, Kristin Davis, Rachel Rockafeller,
Taylor Lonsdale (staff liaison), Jeff Krauss (commission liaison)
A. Meeting called to order at 6:02pm by the chair.
B. August meeting minutes
Jason moved to delay approval to next month’s meeting to give time for revisions to be made;
seconded by Lila; all in favor
There was a discussion that future meeting minutes be recorded and then minutes can be an outline of
the recording; Brenda can assist in setting this up.
C. Public Comment
Mark Egge
Introduced self as city commission candidate that is focused in-part on improving the bikeability of
Bozeman. “Transportation choices are informed by transportation options: if infrastructure isn’t safe
then biking isn’t an option.” He is holding two bikeability tour events in September to discuss
Bozeman’s bike network and invited BABAB to attend.
Historical core: September 8th at 3pm
Westside: September 15th at 3pm
D. Update from Taylor Lonsdale, City Transportation Engineer
Construction Update
Multiple streets on west side under construction; pertaining to bike infrastructure: Bike lanes will be
added to Durston next summer on section that is currently under construction from Fowler to
Flanders Mill.
2019 street improvement list
Babcock: Sharrows are getting installed on Main to Grand
Tamarack: Along fairgrounds, bike lane added on north side, no parking on north side. Sharrows on
south side (parking allowed).
Yellowstone: From Valley Commons to Oak, Sharrows are getting installed.
Ferguson: Continental style crosswalks at Annie and Tanzanite
Ethics training
All board members need to get through ethics training by November 29th. It will be added to the
October meeting agenda.
CIP recommendations
Initial recommendations are being prepared in draft form. Taylor wants to engage board in
conversation of what future prioritization will look like. For example, Fowler is out 3 years for
construction but going to public process next year. BABAB needs to be involved in what bike
facilities would look like on this route.
Bike Map
Taylor is redlining bicycle map currently and looking over Open Street data.
E. Update on Frontage Road Path by Ralph Zimmer
Beginning to make progress on separated path at Nelson Meadows Subdivision from Nelson Road to
Valley Center Spur. Plan is to have section of path built by November. Montana Department of
Transportation (MDT) discovered on Valley Center Spur that width between piers are a few feet
wider than plans indicated so there could be more room for bike/ped facilities in the future. Both
ends of spur will be signalized. Moving forward, we all need to keep eyes on what is happening at
intersection, connection to path, and what happens on spur.
F. GAP TOP Grant Letter Action Item by Marilee Brown
At last month’s meeting, we discussed funding needs/section of path of interest. Funding
mechanism identified is the TOP grant. Estimating $200k for path, $150k available. Another segment
further east along road (near Cherry Creek Park) and Reeves road about the same cost. Two small
sections that need paths. The highest priority is along city property that will connect the Spur to
Springhill. These two small key pieces will connect the entire triangle. GAP provided BABAB with a
letter of support for the TOP grant application.
Rachel moved to approve letter as corrected, second by Kristin, approved by board.
Correction: clarify which section of Frontage Road this path is located along (between Valley Center
Spur and Nelson Road)
G. BABAB Draft Work Plan Discussion by Danae Giannetti
Regarding City staff/BABAB meetings: there will be staff time available to meet with subcommittees
to talk specifics outside of meetings and helping with drafting items to bring to board. We need to
have clear understanding on protocol of with meeting with city staff without a quorum.
One vision item is meeting where people are to get message out versus trying to get people here. In
other words, build local engagement around specific issues instead of general “Yay bikes” outreach.
BABAB needs to craft specific tasks that we want to accomplish in 2020. Danae requested that other
board members provide ideas that can be incorporated in the Work Plan. It is a collaborative effort.
Taylor will share update on Complete Streets Resolution with board.
The goal to have a plan by December for 2020
Jeff: Be proactive like Fowler; be forward with advice. Advise all governing bodies concerning bicycle
facilities. BABAB is here to give advice in the area of biking in Bozeman. Be aware of what is
happening to the community. Get to topics right away. Go to community and say, “Tell us what your
bicycle problems or what would it take to get you biking?” Then, giive this feedback to schools and
local government. When BABAB shows up to TCC, have things to say.
Example of identified issue: S. 3rd/Wagon Wheel intersection – from all new traffic coming down
Graf.

3. Short discussion of Babcock Walking Audit; one suggestion for future audits is to have
background data available for neighborhoods. The city is using discussion and suggestions
from neighbors in decision making.
