HomeMy WebLinkAbout05-01-19 BABAB MinutesBozeman Area Bicycle Advisory Board (BABAB) Meeting Minutes for May 1, 2019 6-8 p.m. City Hall, Commission Room BABAB’s purpose is to recommend safe bicycle practices throughout Bozeman in regard to enhanced bicycle circulation and design, community-wide bicycle education and safety programs, and other matters relating to bicycling in the Bozeman area. Public in attendance: Ralph Zimmer Board Members in Attendance: Danae Gianetti, Tawnya Healy, Chrissy Pepino, Rachel Rockafellow, Lila Fleishman, Matthew Campbell, James Lusby, Jeff Krauss, John Vandelinder, Linda DuPriest, Andrew Brechbuhler A. Meeting to Order at 6:02 pm B. Approved Previous Meeting Minutes C. Public Comment Ralph Zimmer – Pt. 1 Was pleased that BABAB had representation April 10 meeting of Bozeman Area Ped. Trans Comm Pt. 2 This Sunday is the deadline for submitting comments on the final draft of MDT Statewide Bike Ped Plan Pt. 3 - Gallatin Co. Design and Const. Standards roundtable – May 14, 1 pm Community Rm. County Courthouse Pt. 4 May 15 at noon on the 3rd Wed. of the month for this month only, PST meeting D. Complete Streets Assessment/Analysis Update –Discussion Item Linda DuPriest Linda handed out the Bike and Pedestrian Standards Best Practices guidelines. She spoke with the interim Public Works Director Shawn Kohtz who suggested she come up with a new menu of designs for street standards that would be given also to the dev. Community to use when they develop roads. This work will be started right away. Dev. Code will include these guidelines versus just Best Practices. A critical deadline for having this done would be prior to the Aug. Fowler corridor work. She will hopefully bring us a version to review in June or July’s meeting. Lila – Is there anything else we can do to help? Linda – I will create guidelines and bring them to BABAB in June Danae – should we write a letter of support? Linda – Yes E. Downtown Improvement Plan It has been approved by the committee. The plan includes the two-way cycle track on Babcock. It is contingent on other things happening downtown that would free up parking as the cycle track will eliminate a few spots. The plan also calls for North Black to be designated as a multi-modal corridor. This would mean extra signage and sharrows, possibly bike repair stations along the way. An implementation team will be comprised of city staff and others, that team would work on putting ideas in motion. Since the plan was just approved, she has not heard anything about when this team would come together and get started. Several citizens showed up to express support about biking and walking downtown. Jeff Krauss – I think the three-lane Main St. will be in interesting conversation. Challenges with snow in winter blocking the third lane, since this is where MDT puts the snow when they plow Main St. I would not expect the cycle track on Babcock to happen soon. And, MDT currently maintains the stretch where the cycle track is proposed. The City of Bozeman would have to take over maintenance of this zone which would be about $500,000. F. Final CIP List – Action Item Linda handed out the final, revised Bike & SPOT CIP Request pared down list. A vote was put to the board to approve the final list. Lila made a motion to approve, Danae seconded the motion. All approved. G. Old Business Danae - The driver’s education presentation was found. It needs to be updated. Should we include the Dutch Reach in the materials? Or, at least the concept of looking before you open your driver’s door. H. New Business Andrew - Is there a possibility of putting dividers on the bike lanes we already have? Can we improve what lanes we already have? Dividers would keep cars from hitting bikes if they veered off the road. Chrissy – inquired with James Lusby about whether his daughter was still interested in joining the board as a high school representative. He said that it is still a possibility. Do we ever extend formal invitations to people to come attend our meetings? Ex: business owners, etc. Is this appropriate? John Vandelinder said yes, it is just fine. I.
