HomeMy WebLinkAbout04-03-19 BABAB MinutesBozeman Area Bicycle Advisory Board (BABAB) Minutes for April 3, 2019 6-8 p.m. City Hall, Commission Room BABAB’s purpose is to recommend safe bicycle practices throughout Bozeman in regard to enhanced bicycle circulation and design, community-wide bicycle education and safety programs, and other matters relating to bicycling in the Bozeman area. Board members in attendance: Candace Mastel, James Lusby, John Vandelinder, Linda DuPriest, Danae Giannetti, Chrissy Pepino, Jason Delume, Tawnya Healy, Jason Karp, Rachel Rockafellow, Matthew Campbell Public attendees: Ralph Zimmer, PTS; Andrew Williamson, resident; Matt Marcinek, GVLT A. Meeting to Order at 6:06 pm B. Will approve March meeting minutes at May meeting C. Public Comment Andrew Williamson – Introduced the idea of a new path connecting Four Corners and Bozeman Provided map for proposed Four Corners to Bozeman Share Trail Development along Huffine Lane. He presented the map to the PPC Planning Pedestrian Committee. Would like to remove the shared use trail off MDT and make it look like the pedestrian path that exists between Fowler and Cottonwood (north side of Huffine). Candace responded with a thank you and said she would share Andrew’s contact information with board members. Ralph Zimmer with PTS – He found out that the county has a trail plan that was developed in 2001. We think it was officially adopted but that might not be the case. They adopted a new country trails plan in 2010 that was not adapted. This committee and our committee need to pay more attention to trails plans. He invited everyone to the PTS meetings, every second Wednesday of the month at noon at the Albert Stiff building, second floor. James Lusby, Police board Liason – introduced a Bozeman High freshman who is interested in serving on BABAB. True Lusby expressed her interest in becoming a board member to fill the high school seat, currently open. She was told how to apply via the City website D. Welcomed new BABAB Member Matt Campbell, MSU Rep E. Personal Mobility Devices Discussion Candace presented - Discussed the reality that PMD will become more apparent in our community, we might need to incorporate these into our thinking and planning. They are a form of transportation that will likely need consideration for planning etc. Linda commented - She was brought into a conversation on e-scooters in regard to implementation, safety etc. She is reviewing the issues happening in other cities to be prepared in case they do appear here. She has been doing this as personal due diligence, not research for the city. Trying to be proactive. F. BABAB’s “Duties and Responsibilities” Danae Giannetti – presented As a new board member, she wanted to hear from existing board members about what has worked and what has not. She presented some things that BABAB has done in the past that have worked, trail and bike maps, Bike-to-Work events, bike counts etc. What has happened to them? Candace explained that other various organizations have taken over much or all of what she had referenced. Ralph – please remember that the City of Bozeman adopted a citizen plan, one component involves bicycle safety. A member of his committee is responsible for that component. He is going to connect the representative with Candace. Jason – said for a while we were going to the driver education classes. There was a formal Curriculum. What ever happened to that? It was decided that Candace will look into the status of the driver education power point presentation. Matthew is going to look into the possibility of creating a bicycle education group with an existing group at MSU. G. Future BABAB Focus Discussion Candace opened and was joined by Linda and Jason – Category 1 Establish a clear line of communication with the city of Bozeman, so that what is happening with the CIP is actually what we recommended. We would like solid feedback on CIP progress so that we can track our recommendations. This will allow us to be most effective. It allows us to ask the question, “Is this going to happen and if not, why”. Gives us the chance to adjust the recommendation prior to it being too late, should that ever be the case. Category 2 Chrissy - Can we be more proactive with this CIP TPP process? Can we start the conversation with the appropriate person, so that if we do not get what we proposed we get notification which then gives us the opportunity to ask why we would not get what we proposed. Potentially a letter to the commission about why and how we prioritized the CIP list. Communicate with John and Linda about potential change to the projects that we recommended. Category 3 Complete streets best practices. Are we in fact using up to date best practices in design in Bozeman right now? We should examine current policy to see what is actually being used. H. Old Business 1. MSU Grant Street Demonstration Projects update a. Project has been indefinitely postponed due to roof collapse at MSU and pending vote on Romney which could affect 8th St. which is where the demonstration would take place. I. New Business 2. “Tools for Building a Healthy Bozeman Workshop” with Mark Fenton a. Update on this, anyone going? Starts at 7 am at the Emmerson. b. Bozeman Path Pavement Preservation project happening this summer: College, Oak, Highland, S. 19th and Library c. Little boy hit on bicycle at Oak & 19th on March 15th.
