Meeting Agenda for December 5, 2018

A.Meeting to Order. 6:08
a.In attendance: Dillon Warn, Christian Black, Lila Fleishman, Rachel Rockafellow, Sam

B.Approve Previous Meeting Minutes:
a.Unanimously approved
C.Public Comment:
a.Mark Egee: Has been thinking about infrastructure and encouraging people to ride
more, has some ideas he wanted to share. In the new year, wants to see a bicycle
corridor built on the historic side of Bozeman, good, useful infrastructure focused on
casual riders. Another idea would be a Black Avenue conversion to bicycle boulevard,
with limited through-car traffic. Plus: a two-way cycletrack on Babcock, pave the
Gallagator. These would really add connectivity to Bozeman’s bike network. 26,000
people live within 1 mile of a corridor from the fairgrounds and cannery district, down
black, up the Gallagator to Sacajawea Middle School. It would be a useful and safe
corridor upgrade. Candace will share Mark’s email.
b.Marilee Brown: Wanted to share with Mark’s idea - not too far fetched to connect it to
the Frontage Road pathway. Update on the Bozeman-Belgrade Path: sections of the
Bozeman-Belgrade pathway will be built in the next year, thanks to the developer. It
looks like the Bozeman-Belgrade will get built sooner rather than later. Still looking to
receive a planning grant for the project as well.
D.Winter Road Maintenance for Bicycles – Action Item (20 minutes, Candace Mastel)
a.Linda and Candace were talking about winter maintenance, and where it makes sense to
plow. Winter cyclists currently utilize sidewalks and driving lanes instead of bike lanes,
which are not as safe (and illegal).
b.Bike lanes are currently used for snow storage, rather than keeping them open for
cycling. Can we improve this? What if we had the city streets dept. phase it in over a few
years, and as a way to ask for future winter maintenance funding?
c.Discussion Points:
i.Where does cycling need to stay open through the winter? Tawnya is thinking
about continuing plowing all the way out on Durston to edge of city.
ii.Lila: People that have to bike rather than people to want to bike, such as
warming center, food bank, etc… should be considered.
iii.Marilee: N7th and N19th often has cyclists on it too. However, MDT plows those
roads, not the city.
iv.Jason Delmue: sidewalks are inconsistently cleared by homeowners, makes
them unsuitable for riding in the winter anyways (regardless of legality of riding
on sidewalk). Who is allowed to ride on sidewalks? Children under 15, and no
bikes downtown on Main street. Campus allows riding on sidewalks.
v.Barton: Bike Path on College Ave matches up with the crosswalk across 19th,
actually quite dangerous. Girlfriend was struck at that location.
d.Action Item: Have Linda and John review the list of safe routes and consider providing
one route for priority bicycle facility plowing this winter season, to report back to BABAB
in January
i.Rachel motioned, Lila seconded. Vote was unanimous.
E.2020 Community Improvement Plan (CIP) Bicycle and Pedestrian Projects – Action Item (30
minutes, Candace Mastel for Linda DuPriest)
a.Linda was going to provide a list of projects for us to take a look at. Commission would
like BABAB to make recommendations on projects on the CIP that can be worked on
with discretionary funding, that is, projects that aren’t too expensive. Commission is
asking to have BABAB recommend some specific smaller projects that can be easily
accomplished. Anything under $10,000 can be put into a regular budget, doesn’t need
to be especially approved.
b.There was a subcommittee that did have a list of projects made up at Linda’s house. The
best idea would be to just reassess Linda’s prioritisation project and wait until she gets
back.
c.What about the map? The map could fit into this project easily, especially if the City’s
GIS department were to be involved. Commission will need to tell GIS (Strategic Services
Department) to do the map.
d.No action needed. Candace will revisit with Linda when she gets back. Any
subcommittee meetings that have a quorum requires a public notice.
F.BABAB Suggestions for Future Bicycle Projects – Discussion Item (15 minutes, Candace Mastel)
a.Item was covered during Item E. No further discussion.

H.New Business (10 minutes)
a.John Vandelinder: Ethics Training update. John will be conducting Ethics training for
BABAB in January or February for everyone. The city is changing how ethics training for
citizens boards is done.
b.Vacancies: Sam, Christian, Dillon are leaving the board. Elise will probably leave after
graduating, and high school liasion has been very vacant for a few years. John will make
sure applications are current.
c.Lila has a photo to share from a really cool bike lane in Belgium. Has a bus/bike lane
combination.
