HomeMy WebLinkAbout03-07-18 BABAB MinutesBozeman Area Bicycle Advisory Board (BABAB) Meeting Notes for March 7, 2018 6-8 p.m. City Hall, Commission Room A. Meeting Called to Order at 6:06 p.m. 1. In attendance: Rachel Rockafellow, John Vandelinder, Andrew Brechbuhler, Sam Haraldson, Lila Fleishman, Jason Karp, Tawnya Healey 2. Members of the Public: Linda DuPriest (CoB/TDM Workgroup), Matt Marchinek (GVLT), Ralph Zimmer B. Approve Previous Meeting Minutes C. Public Comment -Candace introduced Matt Marchinek from GVLT (put him on agenda distribution list) D. City of Bozeman Update (Informational), Linda DuPriest -Linda had a powerpoint that illustrated several surface treatment improvement projects around town and asked for BABAB’s feedback on ideas for improvements and priority -South 23rd and Main resurfacing: in TMP bike box is suggested for the West Babcock south bound towards Main; complicated because of MUTCD regulations and needs don't match; bike box is not possible without restricting right turn on red; bike lane crossing intersection and going south on South 3rd Avenue (Alta said that shortening the long queuing lanes for right, through and left could add extra room for bikes to get in que themselves); conversations with MDT did not yield positive direction for change at this intersection; can we reach out to MDT through public comment process with Robert Peccia and Alta during project (Citizen Advisory Board)[Contact Jeff to inquire about planning process; Lila asked about data on bike usage through this intersection (Candace will look into what kind of data was collected through city TMP process); Linda said that it’s possible that a tunnel solution might be on the table in the future -Garfield Street and Fowler: do we want to see a bike lane on the south side?; there is currently a dead-end bike lane on the west side of Fowler that does not connect to the south or east; Sam mentioned that College to Huffine is a preferable corridor; most felt that there’s no harm in adding a bike lane; Candace said MSU probably doesn’t have plans to add to the south side along their property or commit to a bike lane at this time; Candace said it might be prudent to maintain College to Huffine better and improve it, also by making cars yield to bikes vs. current situation -Entrance to Rosauers by Jewelry store: push back east-west crosswalk to the south to improve safety and visibility; members agreed this would be good improvement -College to Huffine Trail north of Verizon and Q'doba - how is this working?: Candace said just needs plowed better in the winter…gets icy -Linda asked if this is too much detail for our group: consensus was detail was good -Candace suggested that we use some of meeting time to charrette and put ideas together for educating and planning on some major improvements E. Montana State University TDM Update (Informational), Candace Mastel -Candace updated group on several projects that MSU is working on, including incentives and preferential parking for those that carpool -Lila suggested that pitching incentives is usually more about getting less people to drive their cars rather than incentivizing those that already use alternative modes; Candace asked how we can get around that and retain those that may need incentives -Rachel says that encouragement is key but people should be retained to use alternative modes F. New Business -Rachel said that at next meeting we should summarize the discussions from the upcoming Bike Walk Summit for anyone who didn’t have the chance to go -Andrew is meeting with Steve Bretson (map maker) about updating the Bozeman Bicycling Map at Sweet Chilis downtown at noon on Monday, March 12th -Candace suggested that at future meetings we use some time to develop strategies for collaborations, coalition building and charrettes -John discussed the signal box wrap at Ferguson and Oak - Buffalo Soldiers design -Lila won't be able to make it next week but wants to push project to get local businesses to get League recognition; wants to reach out to businesses - ask Dillon if she can reach out without official quorum vote H.
