Bozeman Area Bicycle Advisory Board (BABAB)
Meeting Notes for December 6, 2017
6-8 p.m. City Hall, Commission Room
A.Meeting Called to Order at 6:02PM. In attendance: Jason Karp, Dillon Warn, Carson Taylor, Lila
Fleishman, John Vandelinder, Rachel Rockafellow, Andrew Brechbuler, Jason Delmue, James Lusby,
Tawnya Healey, plus members of the public - Ralph Zimmer, Linda DuPriest, and a man named Casey
B.Approve Previous Meeting Minutes: Rachel Rockafellow motions, Christian Black seconds, unanimously
approved
C.Public Comment
a.Ralph Zimmer asked if we had met since the Nov 6th city commission meeting? The city
commission approved BABAB, BPTSC, and Parks Board to affiliate with Galla10 Alliance for
Pathways as affiliate members. We had not met yet
D.Bridger Canyon Bridge Work – Information Item
a.Bridge is about 6 miles up, MTDOT will be rebuilding it.
b.Further discussion tabled until next month, as Candace was not present for this meeting.
E.Bozeman Bicycling Map – Information Item
a.The 2011 bicycling maps need to be updated badly, as they are quite out of date. They have
been a very popular item for local bike shops and hotels.
b.The maps are scheduled to be reworked, along with Linda DuPriest’s wayfinding project.
c.It will be funded through the city streets budget.
d.Discussion Points:
i.What about making it an app? Don’t we have access to GIS layer? It’s a possibility.
ii.GVLT and the City published an interactive map that has the different trails, but it’s not
up-to-date.
iii.How about more regional routes? Jackrabbit and Valley Center, maybe adding in
Belgrade and so on.
iv.Add in the new bike fixit stations.
v.Are we considering sponsorships? If we include a list of bike shops and they can chip in.
There are some questions of fairness, since the bike map will be a city document
vi.The individual who made the 2011 map still has the file
vii.Josh Gage made the interactive GVLT map
e.Linda and John will meet after the holidays to figure out what they want for this map.
F.Capital Improvement Project Update – Information Item
a.Looking ahead to 2018 projects and one project that sticks out is the W Babcock-Main-23rd
intersection. Linda will have to talk to MDT about the signal and the bike boxes. Bike Boxes can
only go in if you block right turn on reds, which affects flow. On the other hand, there are not a
lot of cars turning there, either. More details to come as Linda works on it.
b.That project is listed as SPOT project in the Capital Improvement Plan.
G.Old Business
a.Logo - Tawnya is still working on a logo redesign for BABAB
b.Mayor - Carson will still be here at the next meeting. He offers his thanks for us being a great
board.
H.New Business
a.Annie Street and High School #2 - Linda has news about Annie Street - Annie will go through
new High School property, Bike path will go between parked cars and sidewalks along that
portion of Annie. High school 2 will be on one side of Annie, and sports fields across Annie. She
will be sharing the plans and maps, and there is some discussion on how Annie is a collector
and how we can add in traffic calming.
b.Signal Boxes - MDT did a signal upgrade through town. There is a need to rewrap some of the
signal control boxes. Maybe we should do artwork or the bike map and bike board logo, or a
Bozeman Bikeways brand. Some cities have a specific logo or brand that goes on all signal
boxes.
c.Ralph’s Strategic Plan Input - Ralph sent out an email that described some of the problems or
errors in the Strategic Plan. Carson responded that it’s not completely finished, there are a lot
of parts - CIP, TMP, the Strategic Plan, and they should all be incorporated when all parts are
finished. Once they go through the budget process, it will be included on the Strategic plan,
there’s more work to be done. What Ralph sent out is not in Carson’s document. The point is
that the commission is not planning on ONLY painting stripes around town for bike and ped
improvements, but John Vandelinder has committed to doing that at a bare minimum.
Document Ralph shared appears to be a hiccup or an error with changing city managers, or a
draft mistakenly sent out. Linda will talk to Craig Woolard and see what he knows about these
concerns.
d.Funding questions and discussion - Delmue has a question how does the city decide how and
when to spend millions of dollars. Discussion is that it’s a balance of need, money available, and
politics of it. For example, there is a movement towards roundabouts since they flow and are
safer, but it took a lot of work to get them put in and accepted. The Complete Streets plan tries
to address what is the most pressing need. For example, since it is obvious that gaps developed
in weird places as development occurred in a spotty fashion, Arterials and Collectors funding
was passed to address these gaps. CIP is the basic way of assigning priorities, Strategic Plan is
going to be a bit more complicated. The big idea is that they are trying to direct how
development happens, rather than just seeing what happens.
