Bozeman Area Bicycle Advisory Board (BABAB) Meeting Notes for November 1, 2017 6-8 p.m. City Shops, 814 N. Bozeman A.Call Meeting to Order - at 6:07 PM. BABAB Members in Attendance: Carson Taylor, Sam Haraldsen, Christian Black, John Vandeliner, Linda DuPriest, Rachel Rockafellow, Candace Mastel, Jason Karp,Elise Cranmer, Dillon Warn, Tawnya Healey. Members of the Public: Rebecca Gleason B.Approve Previous Meeting Minutes: 5 minutes - unanimously approved. C.Public Comment: 5 minutes each speaker - No Public Comment D.Transportation Demand Management (TDM) Update – Information Item (15 minutes, Rebecca Gleason) ●TDM Study is in progress. MSU is putting up $25k, the City is paying $50k, and WTI is paying $150k to study how to use our transportation system more efficiently, as well as identifying some improvements. ●There are Five areas of the TDM Study: bike/ped infrastructure, employer TDM pilot projects, peer town synthesis (how does it work in similar communities), outreach and education, and bus service (ensuring quality, frequency, and affordability). Another question the study attempts to ask is “where are the clusters of people that might use some transportation alternatives?” and how to best serve them. ○Bike/Ped infrastructure ■WTI was awarded 2 grants for projects, $331k for a separated pathway pavement maintenance project and sidewalk infill on N. 7th ave ■Also obtained an AARP grant for $5k, for city trailer for temporary traffic calming materials. It was used at Tamarack and Tracy, in front of senior center and fairgrounds. Featured painted 3-D crosswalk, ramps, pedestrian islands to calm traffic. Most of the feedback was positive, some mixed, and is currently being compiled. ■Carson wants the pictures of the Senior Center project for traffic calming near the new high school. ○Employer Pilot programs ■Mapped addresses of employees of large employers - MSU, Bozeman Health, BSD7, downtown business. ■TDM ideas - flexible work hours, telecommute, vanpool, carpool, bike, walk, guaranteed ride home program (Lyft, uber, and vexi, could provide vouchers to large employers so that employees could use these ride shares in emergencies) ■RideAmigo is a ridesharing and alternate transportation website developer that will be taking over some of the commuter challenge website functions. They can do incentive and challenge programs easily. Launching in February with the winter commute challenge. Fabulous prizes and incentives have been lined up. ○Peer Communities ■Burlington, VT; Bend, OR; Boulder, CO; Bellingham, WA. These communities have a lot of the things we’re interested in - rideshare, vanpool, bike share, guaranteed ride home, high walkability scores, and so on. ○Outreach and Education will focus on social media, presentations, and public events like Catapalooza. ○Bus Service questions will look at setting up a park and ride at the fairgrounds for downtown, which is already used for big events. ●Discussion topics: ○Is funding for research or implementation? Funding is for research. Due to funding source, pays for staff time to move projects forward ○Commuter challenges, connections with businesses? ○Is there any money for marketing, like for ride amigos when it launches? Craig Woolard says that we can use some city funds for it. E.Letter to City Commission concerning Capital Improvement Project support by BABAB – Action Item (15 minutes, Jason Delmue) ●Discussion topics: ○Vandelinder added some comments in email. ○Candace found some minor corrections with road names, ○Old version of city letterhead, should we just sign it BABAB, ○Dillon will send his corrections, too. ○CIP will be on the city agenda November 14th ●Action item: Approval of the letter pending minor grammatical corrections. Motion proposed by Sam, seconded by Rachel, unanimous approval. F.Appointments to BABAB and Reappointments for Expiring Terms – Information Item (10 minutes, Candace Mastel) ● Robin Crough (City Clerk) has sent out emails for expiring terms, needs to be refilled out to be reappointed. G.Old Business (10 minutes) a.Community, MSU and Downtown Bike Share (Candace Mastel) ●Meetings coming up for partnerships between MSU and downtown for the Bike Share project, attempting to resolve what all interested parties want from the project. Bike share if very much in the works, and Elise is working on ASMSU side of the project. b.Safe Routes to Schools (SRTS)/Bicycle Education (Tawnya Healy) ●Taylor Lonsdale brought Tawnya up to speed with SRTS, and Journeys to Home,project ○Way more than she can take on to get SRTS up to the level she was looking for. ○There are several trailers full of bikes for education around the state, but no one person knows who has them or where they are. BSD7 has at least 1. ○Health enhancement teachers have been teaching bike safety, at least once in a while. ○During a class, an additional volunteer could really help get the helmets all fitted, which would give more time to instruction ○It may after first of the year at Meadowlark school ○Discussion points: ■During the summer, could go to neighborhoods and family/grad housing to put on demonstrations ■Lots of space for bike rodeos around town ■Police dept has done a bike rodeos before as well c.Transportation Coordinating Committee [TCC] (Tawnya Healy) ●Cool meeting, Jason Delmue helped Tawnya generate a presentation. ●Updated the TCC how we’re working on the Capital Improvement plan, ●Discussion at the meeting - They’d like to see lower speed limit on the interstate through town, but that will take some buy-in from government. MHP will have to do enforcement. All other major towns have 65 mph speed limits in town. ●Also, there was discussion regarding bussing individuals to BIg Sky for construction work. Actual park and rides will probably need to be established. Other major park and rides going on to construction projects. d. Jason Karp - Ride to Bobcat Stadium from Belgrade was AOK! Gridlock on the way home was amazing, passing cars constantly. Bike corral/racks were set up, but not a bike valet service. Probably 20 or 30 in the corral, other racks were jam-packed, lots of people are riding to the games. H.New Business (20 minutes) a.Capital Improvement Project (CIP) List - Unscheduled and Standalone projects prioritization (Candace Mastel, Linda DuPriest) ●Next couple months - SPOT and unscheduled projects prioritization in a subcommittee, by end of the year. Not a lot of projects, but College from 11th to 8th is Linda’s. Things in Transportation Master Plan might not be in CIP list, so let’s take a look and offer some feedback. Good to look at connections, and getting more expensive projects on the schedule early. ●Standalone projects and unscheduled - should we revisit the projects? Which ones do we really want ? ●We will reconvene original subcmte in December or so - Sam, Christian, Lila, Jason Delmue b. Infrastructure project proposal (Dupriest) ●New striping on Oak at N7th. Payed for by the Midtown Tax District TIF. ●MIdtown TIF priority to add a right-only on Oak at 7th turning North. Everything between Wal-Mart and 7th is funky, especially for bikes. Ideally it would include sharrows, plus “bikes may use full lane” signage. ●MDT will rebuild this intersection in a few years, so it’s a striping band-aid for a temporary fix. ●Also: South Grand residents voted to NOT resurface their street since it was so expensive.
