Bozeman Area Bicycle Advisory Board (BABAB)
Meeting Notes for October 4, 2017
6-8 p.m. City Shops
BABAB’s purpose is to recommend safe bicycle practices throughout Bozeman in regard to
enhanced bicycle circulation and design, community-wide bicycle education and safety
programs, and other matters relating to bicycling in the Bozeman area.
A. Meeting called to order at 6:04 p.m.; Board Members in Attendance: James Lusby,
Carson Taylor, Rachel Rockafellow, Elise Cranmer, Lila Fleishman, Sam Haraldson,
Candace Mastel, John Vandelinder, Linda Dupriest, Christian Black, Jason Delmue,
Tawnya Healy, Jason Karp; Andrew Brechbuhler.
B. Public Present: Ralph Zimmer; Mel Polk (verify); Abbott Brechbuhler (Andrew’s son)
C. Meeting Minutes - Approved
D. Public Comment
1. Ralph Zimmer - encouraged BABAB to attend the PTSC meeting; relative to
GAP/update - GAP bylaws were adopted and MT Sec of State approved incorporation of
GAP as a non-profit corp in state; moving forward from that point with ID number; all
affiliates voted to become formal members of GAP unanimously; Ralph debates in
minutes that Mayor requested letter to city commission rather than PTSC
E. Galla10 letter, Jason Delmue
- Unanimously adopted by BABAB with edits for grammar; John Vandelinder will include
in memo a sentence on unanimous decision (Ralph Zimmer encouraged this)
F. CIP (Capital Improvement Plan), Linda Dupriest
-Linda introduced herself and CIP process
-BABAB Subcommittee convened on organizing and prioritizing recommendations; from
2016 TMP
-Discussion about some of the new locations where street extensions or new
construction has lacked infrastructure due to engineering or reluctance in county
-Rapid flash beacons or HAWK signals - reluctance because of complaints from
motorists
-Candace to verify status of signal at Kagy and Stadium crossing and what was done
with interim improvements on Kagy Boulevard
-Suggestion by public to survey intersections to see where high use is and where
beacons or signals should be (Abbott Brechbuhler, Andrew’s son)
-Linda talked about new and better solutions in CIP including 6-foot bike lanes and bike
boulevards
-Define "Bicycle Friendly Projects" in document introduction pages
-John gave the caveat that things can change based on immediate need
-Most of next five years of recommendations have very little cost for bike facilities when
lumped in with maintenance and improvements with normal road construction
-Conversation as to what the Stand-alone list means and if they are at all included in the
other lists...answer from Linda was no
-Carson said to Jason D. that stand-alone list would need to be funded with general
funds instead of CIP funds
-The projects that were a priority for the BABAB subcommittee weren't necessarily
included in a "Scheduled" CIP project list. They might fall into the "Unscheduled" list,
which mean they fall off the "Stand Alone" list. Being unscheduled doesn't mean there
isn't a need for them and BABAB needs to recommend proprieties separately to the City
Commission in a letter sometime in December.
-Should BABAB prioritize from both the "Unscheduled" and "Stand Alone" lists? Linda
said that would definitely be something we can do.
-Carson said that if we want to advance unscheduled or stand-alone projects that would
need to be done by January.
-So, for right now, can we just recommend endorsement of the Scheduled Lists that
Linda has put together? Linda said yes, and produce a separate list for
December/January, as discussed.
-Discussion on bike boxes at South 11th Avenue and Kagy Boulevard. Prohibiting right
turn on red will not be politically supported.
-Jason D. Asked if bike items were ever going to be included in CIP without larger road
projects being done anyhow? Linda said no. Sam said it gives credence to our requests
by being involved in the process overall. For the first time in the CIP list gives them
assurance that they are going to happen
-Complete streets doesn't always call for extreme or good enough design
solutions...sometimes our designs need shared use paths or "bicycle friendly designs, so
complete streets may or may not be enough for good design
- It was encouraged that the board check out MassDOT design standards
-Jason D. said that maybe message one would be our endorsement of CIP and general
scheduled list and message two would be to address stand alone and unscheduled
projects
-Tawnya makes a motion to endorse the recommended CIP list including the
unscheduled items; we would then work in the next three months to develop a
prioritization of unscheduled and stand alone to put in front of their consideration; motion
seconded
-Letter of support to John Vandelinder to include with CIP submittal
-Motion passes unanimously
G. Old Business
- Jason D to write letter to City Commission for support of CIP
H. New Business
-Tawnya talked about Safe Routes to School: program that is defunct in the city right
now; she wants to bring back education to the local schools given that the state program
is no longer funded; she wants to find out what it takes to do education inside or outside
of SFTS; Candace suggested she contact Taylor Lonsdale; Candace said she’d make
the email connection between the two of them.
- Tawnya wants to do t-shirts and will lead effort; discussion about current logo being
"tragic" and can we maybe redesign it; Sam to send Tawnya logo
-Jason Karp discussed the Belgrade Area Long Range Transportation Plan - putting the
"area" in BABAB...Jackrabbit Lane is under construction on east side; soon the entire
length of Jackrabbit Lane is going to be accessible from Belgrade to Bozeman with a
separated shared-use path; Belgrade Area TMP is currently underway at
belgradetransplan.com.
