Bozeman Area Bicycle Advisory Board (BABAB) Meeting Notes for September 6, 2017 6-8 p.m. City Hall BABAB’s purpose is to recommend safe bicycle practices throughout Bozeman in regard to enhanced bicycle circulation and design, community-wide bicycle education and safety programs, and other matters relating to bicycling in the Bozeman area. A.Call Meeting to Order: a.Called to order at 6:01. In attendance: Elise Cranmer, Lila Fleishman, Candace Mastel, John Vandelinder, Dillon Warn, Andrew Brechbuhler, Sam Haraldson, Carson Taylor, Tawnya Healy, b.Members of the Public in attendance: Linda DuPriest, Mel Polk (Bozeman Planning Office,) Ralph Zimmer B.Approve July and August Meeting Minutes: Sam motions, Dillon 2nds, approved unanimously. C.Public Comment: a.Ralph - Chair Pedestrian Saftey Committee, and Galla10. i.Galla10 Alliance for Pathways update, they have filed for incorporation as a non-profit last week. An attorney has been retained for the process, everything is moving along on that front. They will shortly be organized as a non-profit. D.Capital Improvement Plan List – Action Item (Linda DuPriest and Candace Mastel) a.This is the list of project improvements that the subcommittee has been working on, to present to the city commissioners as the Commission works on the Capital Improvement plan. There has been a slight delay as the city reviews the projects. b.Linda: We have a big list of bike, ped, and intersection projects. Craig Woolard and Rick Hixson have put these projects into the current Capital Improvement Plan. Craig will review and comment first. c.Streets Department will also arrange projects by year, cost, additional funding, and how they might get incorporated into already-planned projects. d.Standalone projects are likely to be overlooked, but if it can be put into a current project, that’s better. Whatever our #1 project might be may not get put in unless we can incorporate it into the CIP. CIP is normally done in December, but a lot of pressure right now from developers. e.Various points of discussion: i.October meeting should work for Board to review List of projects. ii.Is there a way for Board to take a look, too? See which funding sources could be used for which projects? iii.Paint and road signs, inexpensive projects like that are much easier to do, so perhaps we should include a lot of those if possible. iv.City Commission meeting on the CIP will be in November. v.Do we need to write a letter of support for the list to the Commision? vi.A letter of support would be noticed by the commission. vii.Should the document should just have the Bike Board’s approval or should it have the list? viii.Agreed that the October meeting of BABAB should include vote for Board’s support, letter to city commission. E.BABAB Letter to City Commission for Support of Bicycle Initiatives/Improvements in the CIP – Action Item a.All pertinent discussion was included in previous item F.Street Maintenance District Funding Clarification (10 minutes, Candace Mastel and John Vandelinder) a.There is some question as to how does Bike Board Funding work outside of CIP program. 10 years ago, it was decided to set aside $25k per year for Bike projects. b.Funding can come from different places, but it has to be put on the CIP plan c.If we wanted funding for a project, we would vote on it, send it to Vandelinder, and then Vandelinder would send it to City Commission to approve. d.Funds cannot accumulate. - e.Peach bike lanes were funded by Street Maintenance District Funding. f.BABAB does have the authority to raise money. All previous efforts have been unsuccessful, however. g.A project not on the Capital Improvement Plan can be funded by the Street Maintenance District Funding. For example, signage and markings on Koch could be funded by SMD, even though it is also on the CMP. Cascade Street improvements another example of projects funded this way. h.What the City Commission really wants to hear are recommendations, and then the Commission will figure out the funding. After comish votes on it, then it can go into the budget. G.Old Business (10 minutes) a.Letter to City Commission concerning Galla10 (Jason Delmue) b.Delmue is working on the letter. As per the previous month’s consensus, Galla10 asked us to write a letter to the City Commission for the Commission to allow BABAB to affiliate with Galla10. c.Delmue’s letter needs revision, BABAB has been sending Delmue and Karp to the meetings of Galla10 as well. d.Ralph Zimmer’s discussion items: i.Delmue is also a secretary of Galla10 and has been part of it from the beginning and part of the adoption of their bylaws. ii.GAP did not ask for a vote, but the vote came from recommendations of the Mayor. iii.Other Boards are affiliating and joining in with Galla10. iv.Non-profit attorney has been working on GAP, distributed revised bylaws to Delmue and Karp, and others. those revised bylaws will be considered at GAP’s next meeting, on September 11th. e.General Discussion: i.BABAB wanted to know dates and what our official “title” in Galla10 would be - Affiliate? Member? Liaison? What is it in the Galla10 bylaws? ii.Karp and Delmue belong to the GAP board, but can’t act as a representative of BABAB (Delmue can vote, as he was voted Secretary and Treasurer of GAP. iii.It’s not clear what term would be most appropriate for groups that affiliate with GAP. GVLT is onboard and likes the term “Supporting Organizations. Other potential terms are Partners, or Advocates, but Members is not recommended. Bylaws are so far non-committal as to the term. iv.Taylor: BABAB members can be elected to GAP board in their own, but if we create a relationship between the city advisory boards (and by proxy the City Commission) and the Galla10, essentially it creates a need for City Commission to review minutes, etc., for the Galla10. If no official relationship exists, then Commission might not need to see anything. It’s a transparency thing - Notice, agendas minutes, and rights for public to attend official city actions for committees, subcommittees, etc., keeps the city out of trouble. City attorney probably needs to weigh in. v.BABAB did vote to support and join Galla10, pending Commission approval. It’s additional work. If other groups support, it would be a stronger argument to the city commission for the project. vi.Why not nice and easy relationship like a letter of support? This gives more credibility to Galla10 and it’s goal. vii.Candace will continue working on this letter. viii.Ralph - As to the question if there is a formal relationship in the GAP’s bylaws, the June 12 bylaws specifically mentioned PTS, BABAB, others, could, if they chose, could become affiliated with Gala10. Sept. 10 bylaws make no reference to BABAB, but in affiliation language it creates no legal connection between these organizations. For comparison, GVLT lists 15 or so supporting organizations in the community. f.So what will our relationship be? Formal or informal? We do still have to ask the city commission if we can be a formal connection. g.General consensus: We will write the letter of support, vet it through mayor, and send to commission for approval. h.Recreation advisory board is also considering, so there could be several city Advisory Boards involved with GAP/Galla10. H.New Business (10 minutes) New Business 1) Bike share opportunities at MSU and City-wide (Elise Cranmer) a.MSU has been talking to bikeshare companies, who are interested in starting a bike share program in Bozeman. Zagster is the primary company interested. b.Downtown Business Association is interested, in being part of the sponsorship - part of the program includes obtaining sponsors. c.Elise believes that a Bike Share program would be even more effective if the city of Bozeman were involved. d.Zagster has provided funding and implementation estimates, specializes in smaller towns and college towns. e.A letter of support would show Zagster that we’re serious. f.Promotional (advertising) is part ofthe contract - Downtown Business Association receives tax money (Improvement District) to support downtown businesses, they would be a great sponsor. They have the money and it would be a natural fit. g.MSU’s consideration is that parking on campus is stressed, so they would also be a good sponsor. MSU and Downtown are the two “hubs” for the bike share. The proposal has been presented to ASMSU Senate this week, they also have a pot of money they could plug in. h.Sponsorships might be a problem at MSU (advertising), so that’s a question to be addressed later. Regents might have something to say about it. i.For the record, the downtown Parking Garage has never been filled to capacity. j.The sponsorship costs the city/sponsors $75,000 per year to Zagter, but less as program generates revenue. Minimum is 30 bikes, 3 stations. It can easily be scaled, the program is reviewed every three months. k.This could be a a TDM project idea. Do we want to support it? We will be discussing this in the future. New Business 2) Bike Counts - September 19, 20, 21 a.Therea are still many open slots. We need to help out and advertise it. b.Candace wil forward as well, everyone take a slot. c.Dani Hess and Rebecca Gleason are organizing it this year. New Business 3) Bike Lights a.Police have some samples - Beam Bugs. b.Low quality, inexpensive, gateway device. c.Easy, and good enough for now! It’s better for someone to have some sort of light than no light. d.Gear WIzard was supplier. New Business 4) Ralph Zimmer - more Galla10/GAP Pathway information. a.Delmue is Sec/Tres of GAP, Karp is head of Pathway Development Committee of GAP b.501c3 is the legal definition they are going for. To complete their registration they need incorporation documents, a Federal Employer Identification Number (tax number), and then to apply for the 501c3 status. I.Adjourn - at 7:25.
