Dear Commission. I have comments on Action Item 4 that would adopt Ordinace 2055 related
to the Idaho Pole URD.
1. Traffic ingress and egress. It appears the city is incrementally moving ahead on thiswithout really having a traffic plan. The phase 1 of plan proposes 680 parking spaces!
That is a lot of traffic in to move without a plan. L street is not ready for this. The Northeastneighborhood is not ready for this.
-We have a new Law and Justice Center that will add traffic to the new Rouse and Tamarakintersection.
-There are two new large developments planned along tamarack east and west of Wallace inthe heart of the NE neighborhood.
-The railroad crossing on L street complicates traffic flow. -Crossing Bridger Drive on L street can already be a bit of a challenge.
2. Traffic Improvement Costs. What are costs of improving traffic flow to avoid putting too
much stress on existing routes?? These costs must factor in dealing with the railroad crossingand possibly access to I90.
3. Toxicity. This is not your average blighted development site! Why why why is the city
economic development city team moving ahead so fast on development on a toxic site withpossible health and reclamation cost implications before really getting a cost and a plan to deal
with potential risks???
In summary I ask you to oppose the Action item 4 based primarily on two issues: Traffic andToxicity as stated above. To the mildly attentive neighborhood observer it appears short term
economic development is being pushed at expense of quality of life in our neighborhood, andpotential city liability if toxicity not adequately dealt with. I believe it is time to put the
brakes on this until we have more answers. It would make a lot more sense once we knowwhat we are getting into!!
Finally, a very general question. I am wondering why some apparent non-blighted areas with
very successful operating businesses that include the Simpkins Hallin Office, the BozoneBrewery Building would be included in the Idaho Pole Blight Study Area as shown in green
on the map of the blighted area????? Same applies to commercial buildings around BondStreet. Why would sound/soild buildings with successful business be in this zone?? Or
perhaps maybe the map has been changed and these areas are excluded…but I would like tosee this explained if these areas are still within the Blighted Area.
