Dear City Commissioners:
I am writing you to encourage you to vote no on the Idaho Pole URD at this time. Right now,
the liabilities and potential benefits of the declaring the area a URD are not characterized well
enough to make an informed decision on whether to move forward.
Several issues need to be better understood before a URD on an area that is about the size of
the 7th Avenue corridor is put in motion. These include:
Planning board and public commenter concerns including the proposed boundaries,
economic impact to existing businesses, transportation issues, and unknowns about
health issues. Planning board members noted that they were only voting on a very
narrow question related to whether potential development conforms to the current
community plan.
Better understanding of the hazards associated with the soil and water pollution and
potential for remediation. It makes little sense to declare a URD if the remediation is
impossible or cost prohibitive.
Clearer characterization of the transportation issues. Points brought up so far include
the mismatch between the recently ratified Front Street trail extension and the
engineering report, the railroad crossings and access, and potential egress for fire and
safety.
The big picture issues should be clearly delineated before a URD decision is made. I'd
encourage you to vote no now and gather the needed information first.
Sincerely yours,
Karen Filipovich
