EXECUTIVE SUMMARY The Palisade Apartments is a 3.9-acre development located east of 27th Avenue and south of Tschache Lane in Bozeman, MT. The project would include up to 74 new residential units and will produce 432 new daily trips in the area at full build-out. The Silver Creek Subdivisions development is a 4.2-acre development located at the northwest corner of North 27th Avenue and West Oak Street. This project that includes 118 apartment units will produce 642 new daily vehicle trips in the area. The development of these project will affect traffic conditions at the intersection of 27th Avenue and Oak Street. The developers should work with the City of Bozeman to ensure that the planned traffic control improvements for the intersection of Oak Street and 27th Avenue are completed prior to the full build-out of these two projects. The developers should also restripe Oak Street to take advantage of the existing left-turn lane configuration at 27th Avenue and to create a similar left-turn lane at 25th Avenue. The long-term improvements for Oak Street include widening the entire roadway to a five-lane cross-section from 25th Avenue to 19th Avenue which will be necessary to maintain traffic operations along the corridor through 2038. B. PROJECT DESCRIPTION This document studies the possible effects on the surrounding road system from two proposed residential subdivisions located west of North 19th Avenue along the east side of North 27th Avenue between Tschache Lane and West Oak Street in Bozeman, Montana. The document also identifies any traffic mitigation efforts that the developments may require. The Palisade project would be developed to include 42 two-bedroom apartment units and 32 row-house condominiums. The Silver Creek Subdivision project will consist of 118 residential apartment units. Based on the City of Bozeman Subdivision Regulations, the developers must study all effected intersections within ½ mile of a proposed development, which includes the intersections of North 27th Avenue with Baxter Lane, Tschache Lane, Breeze Lane, and Cobblestone Place, as well as the intersection of 25th Avenue and Oak Street. The intersection of Tschache Lane with North 19th Avenue was also analyzed. C. EXISTING CONDITIONS The proposed Palisade development property currently consists of the undeveloped lots 5B and 5C located due west of Rose Park in the Annie Subdivision at the southeast corner of North 27th Avenue and Tschache Lane. The Silver Creek Subdivision is located adjacent to the Palisade Development to the south at the northeast corner of North 27th Avenue and West Oak Street. The topography in this area is flat. See Figure 1 for a location map of the proposed developments. Palisade Apartments & Silver Creek Subdivision Traffic Impact Study Bozeman, Montana Abelin Traffic Services 2 July, 2018 Figure 1- Proposed Development Site Figure 1: Proposed Developments, study intersections, and road extensions Adjacent Roadways North 27th Avenue is a two lane north/south major collector route which runs along the west side of the Palisade Apartments and Silver Creek Subdivision. North 27th Avenue extends north of Oak Street and changes to Thomas Drive north of Baxter Lane. In recent years much of the road has been reconstructed to accommodate development in this area. Between Oak Street and Baxter Lane, North 27th Avenue has a newly constructed two-lane urban cross-section with north and south bike lanes and a raised landscaped median. North 27th Avenue has a total road width of 62 feet and the posted speed limit 25 MPH. The intersections with Tschache Lane, Breeze Lane, and Cobblestone Lane are all STOP controlled on the side streets. The intersections of North 27th Avenue with Oak Street and Baxter Lane are STOP controlled on Proposed Palisade Development Site = Study Intersection = Road Extension Proposed Silver Creek Subdivision Site Palisade Apartments & Silver Creek Subdivision Traffic Impact Study Bozeman, Montana Abelin Traffic Services 3 July, 2018 North 27th Avenue. Traffic data collected by ATS 2018 indicates that the roadway currently carries 2,800 VPD. Tschache Lane is a two-way east/west local route that provides access to the residential areas west of North 19th Avenue. Currently the road has a two-lane urban cross-section with a paved width of 35-feet. Tschache Lane is STOP controlled at N 27th Ave and the intersection with North 19th Avenue is signalized. The roadway has a posted speed limit of 25 MPH and carried 2,500 Vehicles Per Day (VPD) in 2018 according to traffic data collected by ATS. West Oak Street is an east-west principle arterial route which provides access to residential areas west of North 19th Ave. Oak Street has a paved width of 42-feet west of North 19th Avenue with designated bike lanes. West of North 25th Avenue the street widens to 90-feet to accommodate four travel lanes, bike lanes, and a raised landscape median with left-turn lanes. While the roadway technically has two through-lanes for eastbound traffic at 27th Avenue, the north lane is currently designated as a left-turn only lane for vehicles turning onto 27th Avenue. The posted speed limit is 35 MPH. Oak Street is controlled with a traffic signal at North 19th Avenue. Traffic data collected in 2017 by MDT indicates that Oak St Street currently carries 10,000 VPD west of 19th Avenue. Cobblestone Place is a two-way, east/west local street that extends from North 27th Avenue to the east and Tempest Court to the west. The road has a paved width of 32-feet with an urban cross-section. Cobblestone Place is controlled by a STOP sign at the intersection with North 27th Avenue. Traffic volumes on Cobblestone Place are approximately 200 VPD. Breeze Lane is a two-way, paved east/west local road that provides access to the existing residential developments west of North 27th Avenue. The two-lane street has a paved width of 36 feet with an urban cross-section. Breeze Lane is controlled by a STOP sign where it ends at 27th Ave. Breeze Lane carries approximately 200 VPD. North 25th Avenue is a local north/south route that extends south from Oak Street to West Babcock Street. North 25th Avenue is controlled with a STOP sign where it intersects with West Oak Street. The two-lane roadway has a paved width of 36 feet with an urban cross-section. Traffic Counts The traffic data used for this report was collected on the surrounding road system by ATS in July of 2018. The collected data includes turning movement counts at the intersections of North 27th Avenue with West Oak Street, Tschache Lane, Breeze Lane and Cobblestone Place, and at the intersection of West Oak Street with North 25th Avenue. Traffic data for North 27th Avenue with Baxter Lane and Tschache Lane with North 19th Avenue were obtained from Palisade Apartments & Silver Creek Subdivision Traffic Impact Study Bozeman, Montana Abelin Traffic Services 4 July, 2018 traffic counts conducted in 2017 for other developments in this area. The raw traffic data is included in Appendix A of this report. Historic traffic data was also collected for Baxter Lane, Oak Street, and North 19th Avenue from the Montana Department of Transportation. The data for this location is presented in Table 1. The only location which has long-tern traffic volume data for this area is North 19th Avenue south of Baxter Lane, which is not likely representative of the long-term traffic volumes on the adjacent roadways. Traffic volumes along North 19th Avenue have increased at a rate of 1.2% annually over the last ten years. The traffic studies performed for these developments was reviewed and the relevant traffic volume projections from each project was applied to the future traffic projections in this report. Future Road Construction Projects The 2017 Bozeman Transportation Master Plan includes recommended improvement projects for West Oak Street in the vicinity of the proposed development. These improvements include: MSN-9, Reconstruct Oak Street from North 27th Avenue to North 19th Avenue to a five-lane urban principal arterial standard. Estimated Cost - $2,100,000. TSM-2, North 27th Avenue and Oak Street geometric improvements including installation of a traffic signal, roundabout, or other adequate traffic control device when warrants are met. Estimated Cost - $650,000. Palisade Apartments & Silver Creek Subdivision Traffic Impact Study Bozeman, Montana Abelin Traffic Services 5 July, 2018 The intersection improvement at Oak Street and North 27th Avenue are currently included in the Cities 5-year Capital Improvement Plan for streets. This project will likely be completed in this timeframe. The planned widening of West Oak Street to a five-lane section is not currently on the five year plan and is not yet scheduled for construction. Level of Service Using the data collected for this project, ATS conducted a Level of Service (LOS) analysis at area intersections. This evaluation was conducted in accordance with the procedures outlined in the Transportation Research Board’s Highway Capacity Manual (HCM) - Special Report 209 and the Highway Capacity Software (HCS) version 7.5. Intersections are graded from A to F representing the average delay that a vehicle entering an intersection can expect. Typically, a LOS of C or better is considered acceptable for peak-hour conditions. Table 2 shows the existing 2018 LOS for the AM and PM peak hours without the traffic from the proposed Palisade Apartments and Silver Creek Subdivision. The LOS calculations are included in Appendix C. The table shows that most of the existing intersections along North 27th Avenue between Baxter Lane and Oak Street are currently operating within acceptable limits. The intersections of Tschache Lane with North 19th Avenue and Oak Street with North 25th Avenue are also operating with an acceptable level of reserve capacity. The intersection of North 27th Avenue with West Oak Street is currently operating at LOS D during the PM peak hour. As traffic volumes in this area continue to increase it is likely that additional traffic control measures will be necessary at this location as was identified in the 2017 Bozeman Transportation Master Plan. PROPOSED DEVELOPMENTS The Palisade Development is currently under consideration for this site and includes 3.9 acres of land located at the southeast corner of Tschache Lane and North 27th Avenue. This site would be Palisade Apartments & Silver Creek Subdivision Traffic Impact Study Bozeman, Montana Abelin Traffic Services 6 July, 2018 developed into 32 row-house condominiums and 42 apartment units. The project would also include the extension of North 25th Avenue along the east of the development from Oak Street to Tschache Lane and the extension of Breeze Lane to the east through the development to connect with 25th Avenue. Access to the project would be through three approaches onto North 25th Avenue and a connection to Breeze Lane. Development of the property would be completed in 2020. The Palisade Apartments development plan is shown in Figure 2. Silver Creek Subdivision is a 4.2 acre development project located at the northeast corner of North 27th Avenue and West Oak Street, just south of the Palisade Apartments. The development will consist of 12 studio units, 52 one-bedroom units, 50 two-bedroom units, and 4 three-bedroom units for a total of 118 units. The development will connect with the street network through two access points onto North 25th Avenue at the north and south ends of the subdivision. The subdivision is expected to be completed in 2020. A detailed site-plan of the proposed Silver Creek Subdivision is provided in Figure 3. E. TRIP GENERATION AND ASSIGNMENT ATS performed a trip generation analysis to determine the anticipated future traffic volumes from the proposed developments using the trip generation rates contained in Trip Generation (Institute of Transportation Engineers, Tenth Edition). These rates are the national standard and are based on the most current information available to planners. A vehicle “trip” is defined as any trip that either begins or ends at the development site. ATS determined that the critical traffic impacts on the intersections and roadways would occur during the weekday morning and evening peak hours. According to the ITE trip generation rates, at full build-out the Palisade Development would produce 30 AM peak hour trips, 36 PM peak hour trips, and 462 daily trips. The Silver Creek Subdivision will produce 42 AM peak hour trips, 52 PM peak hour trips, and 642 daily trips. The two developments combined will produce a total of 72 AM peak hour trips, 88 PM peak hour trips, and 1,104 daily trips. See Tables 3 and 4 for detailed trip generation information. The trip generation from these projects is shown in Table 5. This data was obtained from the traffic impact studies prepared for each of these projects. TRIP DISTRIBUTION The traffic distribution and assignment for the proposed subdivisions was based upon the existing ADT volumes along the adjacent roadways and the peak-hour turning volumes. Traffic is expected to distribute onto the surrounding road network as shown on Figure 4. The traffic from the two residential subdivisions is expected to distribute onto the surrounding roadways in a similar manner. TRAFFIC IMPACTS OUTSIDE OF THE DEVELOPMENT Using the trip generation and trip distribution numbers, ATS determined the future Level of Service for the area intersections. The anticipated intersection LOS with the Palisade Apartments Development and Silver Creek Subdivision is shown in Table 6. The future traffic modeling includes the projected traffic volumes from the undeveloped West Winds, and Bozeman West Apartments as described in Section E of this report. The traffic volume calculations are included in Appendix B of this report. Table 5 indicates with the planned residential construction projects in this area the intersection of North 27th with West Oak Street will function at LOS E/E. All other intersection will continue to function at LOS A-C. The eventual need to signalize the intersection of North 27th Avenue and Oak Street was identified in 2017 Bozeman Transportation Master Plan (TSM-2, estimated cost $650,000) and is currently on the Cities five-year Capital Improvements Program. This improvement would correct the LOS of the intersection of North 27th Avenue and West Oak Street. A theoretical traffic signal or roundabout at this intersection would function at LOS B. The traffic signal or roundabout at this location would also provide the benefit of re-routing some traffic from the intersection of Oak Street and 25th Avenue (which may fall of LOS D at full buildout of the projects) to 27th Avenue therefore improving the LOS at 25th Avenue during peak-traffic conditions. For this reason, no improvements are recommended for the 25th Avenue intersection if 27th Avenue is signalized. The City of Bozeman has plans to install a traffic signal at this location within the next five years. However, it is likely that the Palisade Apartments, Silver Creek Subdivision, and the other anticipated developments in this area will warrant improvements before the projects can be completed by the City. Palisade Apartments & Silver Creek Subdivision Traffic Impact Study Bozeman, Montana Abelin Traffic Services 11 July, 2018 Although the eastbound though lanes on Oak Street at North 27th Avenue currently extend to North 25th Avenue, the northern lane is currently designated as a turning lane for drivers turning left onto North 27th Avenue. This lane then extends east to 25th Avenue and should be restriped to also provide a left-turn lane for drivers turning onto North 25th Avenue towards the Palisade Apartments until West Oak Street can be fully widened to a five-lane cross-section. The Bozeman Transportation Master Plan identifies the widening of West Oak Street to a five-lane principle arterial route as a Major Street Network Recommended Improvement (MSN-9). H. LONG RANGE TRAFFIC PROJECTIONS The City of Bozeman requires a long-range 20-year traffic projection at effected intersections to help evaluate future traffic system needs. The 2017 Bozeman Transportation Master Plan projects traffic conditions on roadways throughout Bozeman through 2040 and takes into account all anticipated land development projects which are expected to occur in Bozeman over the next 20 years. The 2017 Bozeman Transportation Master Plan suggests that traffic volumes on Oak Street and North 27th Avenue will increase by approximately 220% over the next 20 years. With the projected 220% increase in traffic volumes along West Oak Street and North 27th Avenue, most of the area intersections will still function at LOS B & C during the peak hours through 2038. However, the intersection of West Oak Street and North 27th Avenue will fall to LOS F by 2038 even with a traffic signal at this location. This area will require additional widening on Oak Street to a full five-lane section to improve capacity. With the full widening of Oak Street five-lane cross-section the intersection of West Oak Street and North 27th Avenue will function at LOS B through 2038. These lane and traffic control improvements will also correct any potential traffic congestion issues at the 25th Avenue and Oak Street intersection. I. C&H Engineering 1091 Stoneridge Drive Bozeman, MT 59718 RE: Palisade Apartments & Silver Creek Subdivision TIS Addendum Dear Luke, it is my understanding that the City of Bozeman has requested additional information regarding the traffic impacts from the Palisade Apartments & Silver Creek Subdivisions. The original TIS for these projects was submitted by ATS in July 2018. This addendum addresses the written comments provided by the City. The specific comments from the City of Bozeman and the responses are as follows. Comment 1. The applicant's traffic impact study does not analysis the intersection of North 19th Avenue and Oak Street while noting that the 35% of the trips generated from the proposed developments will utilize this intersection. The study must be expanded to include the intersection before a full review of the traffic impacts can be completed. The traffic study prepared for this project did not analyze the intersection of North 19th Avenue and Oak Street because this intersection is technically outside of the typical half-mile study range as defined by the City of Bozeman. However, since this much of the traffic from these projects will ultimately be funneled through this intersection, it is reasonable include some additional information about the current and future traffic operations at this location. According the information from the 2017 Bozeman Transportation Master Plan (BTMP), the intersection of North 19th Avenue is currently operation at LOS C in the morning and evening peak hours (27.6 AM/24.5 PM seconds of delay). Future 2040 LOS projections in the BTMP indicate that the intersection will fall to LOS F during the PM peak traffic period by 2040 with the projected traffic growth in this area. TSM-16 in the plan recommends installing additional lanes on the western side of the intersection and making necessary traffic signal improvements as needed to improve traffic flow. The estimated cost of these improvements is $530,000 and are related to the overall planned widening of Oak to five lanes in project #MSN-9. Traffic data available from the BTMP indicates that the peak hourly vehicle traffic flow rate at the intersection is approximately 3,500 vehicles per hour. The traffic model prepared for the Palisades and Silver Creek projects indicates that the two developments will produce approximately 40 new peak-hour vehicle trips at the 19th Avenue/Oak Street intersection, or an increase of 1.1%. While it is likely the Palisades and Silver Creek projects will ultimately contribute to the need for additional turning lanes at this intersection, a 1.1% traffic volume increase at the intersection will not significantly change the current LOS C traffic operations at the traffic signal. Comment 2. The traffic impact study should include the City's transportation capital improvement projects which are schedule within the 2 next three years for the surrounding street network in the analysis. The City has the signalization of the intersection of Oak Street and North 27th Avenue scheduled for design in FY19 with construction to follow. The TIS the references that the intersection improvement is needed and will affect the surrounding network but does not provide a summary of the addition of the improvement and the trip generation from the new developments in the area. This will affect the recommendation to restripe the east bound north lane east of the intersection to a left-turn only. The TIS prepared for the Palisades and Silver Creek project includes information regarding the planned signal at Oak Street & 27th Avenue and suggests that the developer work with the City of Bozeman to ensure that the planned traffic control improvements for the intersection of Oak Street & 27th Avenue be completed prior to the full build-out of these two projects. At the time the TIS was prepared it was not known if a traffic signal or modern roundabout would be selected for this intersection. The TIS suggests that a traffic signal would function at LOS B, but gave no additional details. The specific future operating conditions at this intersection will be controlled by the final lane configuration design at the intersection and along the Oak Street corridor. Using conservative design features (no additional east/west lanes or north/south lanes on Oak Street or 27th Avenue), the intersection will function at LOS B if signalized. Specifically, the LOS analysis suggests that the intersection will function at LOS B with 18.1 seconds of delay in the AM peak period and 19.9 seconds of delay in the PM peak period. The total projected peak hour vehicle flow rate for the westbound left-turning traffic with the proposed developments in this area will be 91 VPH, and the HCS modeling predicts a 50% vehicle cue length of 36 feet on the approach. The distance from 27th Avenue to 26th Avenue is 410 feet. There should be sufficient distance between the new traffic signal at 27th Avenue to 26th Avenue to include the recommended eastbound left-turn lane as suggested in the TIS. The detailed HCS LOS worksheets for the theoretical traffic signal at Oak Street & 27th Avenue are included with this addendum. Most of the minor intersections with Oak Street west of 27th Avenue are equipped with wide center median refuges instead of typical left-turn lanes. Ultimately the intersection with 25th Avenue may be developed with this style of center median. However, this feature cannot be implemented until the corridor is fully reconstructed to a four-lane cross-section east of 27th Avenue, and it is not known when this reconstruction may occur. In the meantime, adding the left-turn lane at 25th Avenue under the current roadway geometry as suggested in the TIS may be the most appropriate interim solution for this location. C&H Engineering 1091 Stoneridge Drive Bozeman, MT 59718 RE: Palisade Apartments & Silver Creek Subdivision TIS Addendum 2 Dear Matt, it is my understanding that the City of Bozeman would like additional information regarding the development of the Palisades Apartments and Silver Creek properties as they relate to the future traffic impacts at the intersection of 19th Avenue and Oak Street. This intersection was not included in the original TIS developed by Abelin Traffic Services in July 2018. The data used for the analysis of the 19th Avenue/Oak Street intersection was obtained from the 2017 Bozeman Transportation Master Plan (BTMP) and Existing and Projected Conditions Technical Memorandum which included detailed current and project traffic volume and Level of Service (LOS) information for this intersection. This data was used to expand the original traffic model for the study to include the 19th Avenue/Oak Street intersection. It should be noted that there are some minor differences from the BTMP in the calculated existing LOS values for this intersection due to variation between the software packages utilized for this review (Synchro vs. HCS). The results of this analysis are included in the following table. The results suggest that the 19th Avenue/Oak Street intersection will function at LOS C with the additional traffic from the propose projects in this area. This includes not only the Palisade Apartments and Silver Creek properties but also the West Winds development and Bozeman West Apartments. In total these projects will increase the overall traffic volumes at this intersection by 2.5% and create an increased intersection delay of approximately 2 seconds per vehicle. The Palisades and Silver Creek properties alone will account for a 1.1% increase in intersection traffic (approximately 40 new peak-hour vehicle trips). LOS Existing Conditions 23.3 C 25.0 C With Developments 25.3 C 27.5 C Future 2040(From BTMP) 31.9 C 82.8 F Future 2040 LOS projections in the BTMP indicate that the intersection will fall to LOS F during the PM peak traffic period by 2040 with the projected 87% traffic growth in this area. TSM-16 in the plan recommends installing additional lanes on the western side of the intersection and making necessary traffic signal improvements as needed to improve 2 traffic flow. The estimated cost of these improvements is $530,000 and are related to the overall planned widening of Oak Street to five lanes in project #MSN-9 ($2,100,000). These improvements will be necessary to maintain operation at the intersection but will not fully correct the LOS conditions at the intersection by 2040. The only way to correct this issue to LOS C would be with major road widening projects along 19th Avenue and Oak Street which are well beyond the scope of this traffic analysis. Projected growth along the principal roadway corridors in the Bozeman area may make correcting LOS conditions to C at some locations impractical. While it is likely the Palisades and Silver Creek projects will ultimately contribute to the need for additional turning lanes at this intersection, a 1.1% traffic volume increase at the intersection will not significantly change the current LOS C traffic conditions at the traffic signal. No additional roadway improvements are recommended with the Palisade Apartments and Silver Creek projects at the intersection of 19th Avenue and Oak Street beyond the future roadway improvements already identified in the 2017 Bozeman Transportation Master Plan.
