SUBJECT: Appointment to the Design Review Board (DRB)
MEETING DATE: October 27, 2020

RECOMMENDED MOTION: I move to appoint up one member to the Design Review Board,
Architect position, with a term ending June 30, 2022 and one member to the Design Review
Board, Architect position, with a term ending June 30, 2021.
STRATEGIC PLAN: 1.2 Community Engagement: Broaden and deepen engagement of the
community in city government, innovating methods for inviting input from the community and
stakeholders.
BACKGROUND: The Design Review Board (DRB) currently has two vacant Architect positions. One
reapplication and one new application have been received. The DRB has one Landscape
Architect/Designer and one Non-professional position vacancy.
The Design Review Board is described in Division 18 of Chapter 2, Administration, Article 5,
Boards and Commissions of the Bozeman Municipal Code. Members are appointed to staggered
two-year terms.
The DRB was established to evaluate aesthetic considerations of larger and more complex
proposals which are likely to produce significant community impact and to provide
recommendations regarding such proposals to the review authority, subject to the provisions
of chapter 38. The DRB acts as an advisory body to the review authority for:
Development applications meeting one or more of the thresholds of section 38.230.040.C.;
Planned unit developments; and

Appeals from ADR decisions.
The DRB may develop, and after adoption by the city commission, apply specific guidelines
related to such concerns as architectural appearance, landscape design and signage for the
construction and/or alteration of structures, sites or areas;
When proposals for reuse, change in use or further development of a site are located in the
neighborhood conservation overlay district, review by the DRB may be required to determine
whether resubmittal as a new application is necessary in accordance with section
38.230.160.;
The DRB may be requested to review the following development projects within the
neighborhood conservation overlay district: new construction, alterations to existing
structures, movement of structures into or out of the neighborhood conservation overlay
district, or demolition of structures by any means or process in accordance with 38.340.A.
The DRB must review any tax abatement or other incentive programs being considered by the
city commission that are designed to stimulate preservation and rehabilitation of structures
and properties with the neighborhood conservation district, and to review any proposed
action or development utilizing these abatement or incentive programs in accordance with
section 38.340.020.
The DRB shall consist of six professional and two nonprofessional members. Professional
members shall be degreed in their respective disciplines and/or otherwise licensed or certified
by their respective professional authorities. An appointment to a term of service on the DRB is
for two years. The professional contingent shall consist of three architects and at least one
architectural historian, and at least one landscape architect or landscape designer. At least one
of the professional members shall have demonstrated expertise in urban design.
Nonprofessional members shall be individuals with an interest in, or knowledge of, urban
design or historic preservation. No member of the DRB shall serve concurrently as a member
of the planning board or zoning commission. A quorum of the DRB shall be four voting members
and one of the members constituting the quorum must be an architect. In the event a quorum
of the DRB may not otherwise be attained, the ADR staff may serve as alternates to prevent
delay in project reviews.
In selecting the members, the city commission shall give preference to residents of the city.
However, where a qualified professional resident is not available to serve, the city commission
may appoint a professional member who practices professionally, owns property or owns a

business within the city. Where a nonprofessional resident is not available to serve, the city
commission may appoint a nonprofessional member who works, owns property or owns a
business within the city.
The DRB currently has four vacancies. The City Clerk’s Office has received three applications,
with their relevant qualifications indicated below.

I am a licensed Architect and Creative Director at CLB Architects in the Bozeman office. In 2109, I relocated
to Bozeman from Portland, Oregon after running and owning my own multi-discipline design firm for 6
years. Prior to that I was doing Global Design for Nike and I began my career post graduate school at CLB in
Jackson.
Many reasons brought us to Bozeman, the natural beauty, good schools, ease of life, but most importantly
the community we saw from a bird's eye view. My husband and I are both architects, and not only did we
see this amazing community, but also the amount of growth that the community is experiencing and how
would would love to hep flourish, but also protect the city and the community that has welcomed us in with
open arms.
Being a woman in the field of architecture while simultaneously, having my most important job being a
mother, would make me an excellent candidate alone for this position. In addition, my experience as a
female business owner in a large city would also bring a different point of view.
