Bacon, PWS TerraQuatic, LLC 614 West Lamme Street Bozeman, MT 59715 Reference: Billings Clinic Bozeman Campus Master Site Plan Development Review Response to Wetland and Watercourse Regulation Conformance Analysis Application No. 20213 & 20216 Project No. 15063.03 Dear Lynn: Below are the responses to items from the memorandum addressing TerraQuatic, LLC’s review comments on the Wetland and Watercourse Regulation Conformance Analysis dated August 17, 2020. TerraQuatic’s comments are shown in bold font. Sanderson Stewart responses are below in red. Any additional information for reference has been attached to this memorandum. 1. The delineation was conducted over five years ago on March 18, 2015. Delineations expire after five years. Aquatic resource data require verification or redelineating, whichever the Army Corps of Engineers (USACE) requires. See attached verification letter from Hyalite Environmental which shows the wetland delineated in 2015 has not changed. At this time there are no impacts proposed for this wetland. 2. The Masterplan illustrates the aquatic resources and a 50-foot watercourse setback. However, it appears the setback was measured from the creek (it is not clear if measured from the centerline or ordinary high-water mark) and not the adjacent wetland fringe [see Sec. 38.410.100. A.2.c.(4)(d)]. Setback Zones 1 and 2 also require illustration. Please see the revised Master Site Plan which identifies the wetland boundary and has provided the setback from the wetland fringe. No permanent impacts are proposed to any wetlands at this time. 3. No other information was provided, such as a Setback Planting plan [see Sec. 38.410.100. A.2.c.(4) (f.); see below regarding additional watercourse regulation review materials]. No permanent impacts are proposed to the wetlands at this time. 4. It is unclear if any impacts would occur to the aquatic resources (e.g. footbridge or other crossing?). No permanent impacts or improvements are proposed in the wetland areas at this time.
