Water use – water use restricted by RAE Water and Sewer because too many residents pulling from the system. Triangle Community Plan Adoption: Adopted with unanimous vote in Gallatin County and Belgrade. CONGRATULATIONS!
Prioritize Focus Areas for Building Work Plan (6 - 12months) Suggestions from June PCC meeting:
• Continuing the extraterritorial discussion between the jurisdictions – staff can follow up on status and next steps.
• Belgrade and County zoning efforts. Public Comment Themes from Outreach:
• Transportation and trails
• Agriculture and open space protection
• Land use and development patterns PCC Brainstorm: (X indicates multiple suggestions)
• Triangle Trails Plan XXXX
• Transportation plan update includes trails for commuting (RFP is drafted) XXXXXX
• Zone un-zoned portions of the Triangle (how to accomplish? Overlay, coordinate with existing districts, meld into single district? Include gravel mine zoning? Big picture development patterns ) XXXX

• MOUs with jurisdictions for development outside incorporated areas – annexation policy. XXXXX
• Support Belgrade Zoning effort
• Affordable Housing (section 4.4) – focus on diversity of housing types without County Commission developing a housing authority.

• Communication protocols (agency to agency) work on low hanging fruit that can be accomplished in the short-term. PCC WORK PLAN 2020-2021 Jennifer will work with planners to develop the work plan with timelines and progress benchmarks. Focus Areas: 1. Triangle Trails Plan 2. Triangle Transportation Plan 3. Triangle Zoning (includes opportunity to support variety of housing types and align with infrastructure plans – water and sewer) 4. MOUs between jurisdictions Communications 1. Annual Planning Board Roundtable – January / February 2. Elected Officials Annual Roundtable – 4th quarter November? 3. Capital Improvements / Infrastructure Roundtable – April / May 4. Regular Communication with School Districts – on hold due to COVID management focus
Trapline – updates and announcements Belgrade: Zoning plan in the Triangle, city zoning and downtown plan all at Beheardbelgrade.com . web-based outreach with some public events. Consultant CT gathering information and conducting interviews. Urban chickens up for discussion. County: Trails plan has a steering committee and will launch project in September. Growth Policy is moving forward with goals and policies drafted and will get public comment in October. Citizen interest in zoning for Gallatin Gateway. Recent preliminary play had multi-jurisdictions and closed gap between Belgrade and Bozeman. Bozeman: Recommendation to adopt Growth Policy from planning Dept. and City Commission to take resolution of intent, then public comment in September. Climate Plan to be out in October and finalized in December.
